About this file

This document is a Questions and Answers (Q&A) response for a Sources Sought announcement regarding the Air Force's Privatization Management Programs (PMP) for Housing, Enhanced Use Lease, Lodging, and Utilities (HELU) Privatization, issued January 20, 2026.

The Q&A addresses seven submission and programmatic inquiries from potential offerors. On submission format, the Government prefers separate capability statements for each Tab and for Tabs A and B individually, but does not require this approach. Regarding Performance Work Statements (PWS), all TAB PWS documents are available in the Attachments/Links section of the SAM.gov posting, with offerors able to request direct email delivery if download issues occur. There are some non-material differences between the currently posted PWS documents and incumbent contract PWS documents. Redacted capability statements are not necessary. The Government deferred critical programmatic decisions pending further analysis: the contract award structure (separate contracts per discipline versus a consolidated structure similar to the prior HEU contract) will be determined after proposal evaluation, and small business set-aside determinations will be made following completion of the Market Research phase.

Questions and Answers for Privatization Management Programs (PMP) for the Air Force Housing, Enhanced Use Lease, Lodging, and Utilities (HELU) Privatization

January 20, 2026

1. Can the Government confirm whether Offerors should submit a separate response document (file) for each opportunity/TAB, or a single consolidated document that includes responses for all opportunities for which the Offeror is responding?

Response: Would prefer to submit separate capability statements for each Tab. But this is not required

2. The submission instructions group Tabs A and B together. Can the Government confirm whether Offerors should provide a single combined response addressing both Tabs A and B, or separate responses for each Tab?

Response: Would prefer to submit separate capability statements for Tabs A& B.

But this is not required

3. The SAM.gov listing references four distinct scopes of work; however, three of the four associated PWS documents appear to have been removed from the listing. Can the Government confirm whether those PWS documents were intentionally removed and, if so, whether they will be re-posted or are no longer applicable to this Sources Sought?

Response: Based on rechecking the RFI, each PWS for all the TABs appear in the Attachments/Links section of the post. If you cannot download the PWS documents, please forward an email and the PWS documents will be email to you directly.

4. Can the Government confirm whether a redacted capability statement is required for each Tab for which the Offeror submits a response?

Response: Redacted capability statements will not be necessary.

5. Are there any material differences between the PWS(s) currently posted on SAM.gov and the incumbent contract PWS(s) that Offerors should be aware of?

Response: There are some differences. However, no material differences.

6. Does the Air Force anticipate awarding separate contracts for each discipline (e.g., housing, enhanced use leasing (EUL), and utilities privatization), or does it intend to award using a structure similar to the prior HEU contract?

Response: A determination will not be made until the proposals have been evaluated.

7. Does the Air Force anticipate any small business set-asides for this program? If so, are there anticipated small business participation goals or percentage allocations associated with the program?

Response: A determination will not be made until the Market Research phase has been completed.
