1.0 SCOPE

In carrying out work assignment(s) issued under this Contract, the contractor shall furnish the personnel, services, equipment, tools, materials, vehicles, facilities supervision and other requirements necessary for, or incidental to, the performance of work set forth herein; assure any and all program and/or project related costing information (regardless of its stage in development) is secured, as directed by the Contracting Officer (CO); and be responsible for safeguarding proprietary and other sensitive information. The contractor shall be immediately capable of addressing and interpreting all aspects of environmental law and regulation.

1.1 Introduction

This Performance Work Statement (PWS) defines the scope of a full range of environmental operations and services activities necessary to meet Air Force Civil Engineer Center (AFCEC), and other customer requirements. This Contract is performance-based to the maximum extent practicable in accordance with (IAW) Federal Acquisition Regulations (FAR) Subpart 37.6.

The United States (U.S.) Air Force (AF) and other Department of Defense (DoD) agencies are faced with shrinking budgets and reduced staffing. In an effort to gain efficiencies through volume purchasing and to reduce the administrative burden of managing multiple contracts for various environmental services, AFCEC is seeking to procure multi-year, fence-to-fence (F2F) contracts for environmental services at AF installations. Services to be provided support the AF Environmental Quality (EQ) program. This PWS encompasses the full range of methods, technologies, and supporting activities necessary to conduct environmental operations and services efforts to address F2F environmental compliance needs at Joint Base Charleston (JB CHS) locations and Shaw AFB in accordance with technical and regulatory requirements. JB CHS locations include JB CHS-Air Base (JB CHS-AB), JB CHS-Weapons Station (JB CHS-WS), North Auxiliary Air Field (NAAF) and Short Stay Recreation Area. Shaw AFB locations include Shaw AFB main base and Poinsett Range.

The contractor shall provide environmental services to support one or more of the following environmental compliance programs on JB CHS and Shaw AFB, as needed/regulated by the South Carolina Department of Health and Environmental Control (SCDHEC), U.S. Environmental Protection Agency (EPA), and/or other state and local regulatory agencies: Hazardous Waste (HW) Program, Hazardous Materials (HM) Program, Air Program, Storm Water Program, and other environmental compliance programs as necessary. This PWS outlines the current known requirements as identified by the SCDHEC, U.S. EPA, and/or local regulatory agencies.

For proposal purposes, additional information that may aid quantification of the required environmental compliance services can be found in the tables throughout this PWS. Note that amounts quantified in these tables are considered estimates of current processes on JB CHS and Shaw AFB. All values and specific references are subject to change based on regulatory and AF mission requirements. The contractor is not required to utilize these amounts and may propose amounts based on their professional opinion/determination. Proposed amounts by the contractor shall be evaluated by the AF as part of the technical evaluation as to their sufficiency and appropriateness to address the requirements of the PWS. Supporting documents (plans, permits, reports, etc.) applicable to this Contract are listed under Appendix B.

1.2 Policy and Requirement Statements

It is AF policy to use innovative and sustainable approaches to environmental management and technology to accomplish its mission. Sustainable projects may reduce the burden of compliance for the AF but are intended to not deplete resources, degrade the environment, nor impact human health. The contractor shall incorporate pollution prevention (P2) and sustainability initiatives into all aspects of this Task order. The contractor shall operate in a manner that promotes energy management to include energy efficiency, use of renewable energy, and water conservation. The contractor shall comply with JB CHS and Shaw AFB’s EMS. The contractor shall also participate in JB CHS and Shaw AFB’s Environmental Compliance Assessment Program (ECAMP) (formerly known as Environmental, Safety, and Occupational Health Compliance Assessment and Management Program [ESOHCAMP]), as required.

The contractor shall function as an integral team member in support of AFCEC and the AF mission to include sharing of information with other AFCEC contractors and in cooperation with communities, regulators, and other Government entities.

Requirements include efficient management of this Contract including, but not limited to, the submission of accurate, on-time, quality deliverables and timely identification and solution of impediments to successful project execution. Technical requirements include, but are not limited to, early involvement in the process to allow for the development of the most cost-effective and technically sound approach or solution. The AFCEC will rely on the contractor’s expertise in recognizing and addressing problematic issues and successful execution of this Contract.

The contractor shall perform all work in accordance with applicable federal, state, and local statutes and regulations, Executive Orders (EOs), DoD/AF policies and instructions, and JB CHS and Shaw AFB requirements including, but not limited to, the JB CHS and Shaw AFB Activity Management Plan (AMP), Environmental Action Plan (EAP), Integrated Cultural Resources Management Plan (ICRMP), Integrated Natural Resources Management Plan (INRMP), Hazardous Waste Management Plan (HWMP), Asbestos Management Plan, Asbestos Operations Plan, Hazardous Materials Management Plan (HMMP), Storm Water Management Plan (SWMP), P2 Plan, Spill Prevention Control and Countermeasure (SPCC), JB CHS and Shaw AFB General Requirements for Environmental Protection, and Storm water Pollution Prevention Plan (SWPPP). The contractor shall be immediately capable of understanding and addressing environmental laws and regulations as they pertain to work performed under this Contract.
