1 Project Overview
1.1 This report details the electrical maintenance testing performed at the facility for the power distribution equipment.
1.2 The equipment and components listed in Section 2 of this report have been inspected and tested to help assure their proper and safe operation. Defective or marginal equipment will be identified, repaired, replaced, or scheduled for future repairs without costly or unexpected interruptions during normal operating periods.
1.3 The test results are particularly valuable when kept for comparison with past and future maintenance test results. This historic database enables one to predict the probability of equipment failure and thus schedule facility production and financial budgets to accommodate preventive maintenance or repair rather than breakdown maintenance.
1.4 Bill Morrison of ECC O&M initiated this project. CEG Field Services, Inc. personnel performed electrical maintenance testing of designated electrical equipment.
1.5 Please refer to Section 4 “Electrical Testing Summary” for a summary of the test results.
2 Equipment Tested and Inspected
2.1 Transformers
1. Main Transformer
2. Wind Turbine 1 GSU
3. Wind Turbine 2 GSU
2.2 Air Break Switches
1. Air Break Switch Wind Turbine 1
2. Air Break Switch Wind Turbine 2
3 Test Procedures
3.1 TRANSFORMER
3.1.1 MECHANICAL MAINTENANCE
.1 Visually inspect transformer.
.2 Record all nameplate data.
.3 Inspect anchorage, alignment, and grounding.
3.1.2 ELECTRICAL TESTS
.1 Measure insulation resistance, winding-to-winding and winding to ground.
Calculate polarization index.
.2 Perform turns-ratio test at the designated tap position.
.3 Perform excitation-current test in accordance with test equipment manufacturer’s published data.
.4 Obtain an oil sample and send it to Double Engineering for analysis.
3.2 FUSED DISCONNECT SWITCHES
3.2.1 Visual and Mechanical Inspection
1. Inspect physical and mechanical condition.
2. Inspect anchorage, alignment, grounding, and required clearances.
3. Clean the unit.
4. Perform mechanical operator tests in accordance with manufacturer's published data, if applicable.
5. Verify correct blade alignment, blade penetration, travel stops, arc interrupter operation, and mechanical operation.
6. Inspect insulating assemblies for evidence of physical damage or contaminated surfaces.
7. Verify that fuse holder has adequate mechanical support and contact integrity, if applicable.
8. Verify that fuse sizes and types correspond to drawings, if applicable.
9. Test all electrical and mechanical interlock systems for correct operation and sequencing.
10. Inspect bolted electrical connections for high resistance using one of the following methods:
1. Use of low-resistance ohmmeter.
11. Lubrication requirements:
1. Verify appropriate lubrication on moving current-carrying parts.
2. Verify appropriate lubrication on moving and sliding surfaces.
3.2.2 Electrical Tests
1. Perform resistance measurements through bolted connections with a low-resistance ohmmeter.
2. Perform a contact/pole-resistance test.
3. Perform insulation-resistance tests on each pole, phase-to-phase and phase-to-ground with switch closed and across each open pole for one minute. Test voltage shall be in accordance with manufacturer's published data.
4 Electrical Testing Summary
4.1 The Main Transformer was tested for insulation resistance and turns ratio; also an oil sample was obtained and sent to Doble Engineering for analysis. After review of the test data and the oil sample report the main transformer yielded satisfactory results.
*Recommendations- Upon further inspection CEG recommend changing all the ½ hardware that was used to bolt the paddles to the primary and secondary side of the transformer. It was found that all the hardware used on the transformer had been over tightened and some of the nuts seem to be the wrong thread pattern. The technicians had to cut 6 bolts apart to perform the above testing. The technicians counted approximately 100 stainless steel nuts and bolts that should be changed and torque to manufactures specifications.
4.2 The GSU Transformers for Turbine 1 and 2 were tested for insulation resistance and turns ratio; also an oil sample was obtained and sent to Doble Engineering for analysis. After review of the test data and the oil sample reports the GSU transformers yielded satisfactory results.
4.3 The Air Break Switches for Turbine 1 and 2 were tested for insulation resistance and contact resistance. After review of the test data the air break switches yielded satisfactory results.

Oil Quality Tests
The dryness rating of this insulation system (solid and liquid insulation) is considered to be in excellent condition and corresponds to a cellulose water content of 0.5% or less. A system in this condition will minimalize the aging of the cellulosic insulation, reduce the risk of water vapor bubble formation, and allow higher overload capabilities. Dielectric Breakdown Voltage is acceptable for in-service fluid.
Interfacial Tension and Neutralization Number are acceptable for continued use in-service.
