RFP QUESTIONS
KTR QUESTIONS & GOV’T RESPONSES

QUESTION
GOV’T RESPONSE
1
First of all, is the question period closed for the GEITA11 contract? If so, when did it close.
Secondly, if the question period is still open, I need to register the company in order to post questions. I am on this website: http://www.afcee.lackland.af.mil/contracting/geita11/ but don’t see the information about registering. Can you point me in the right direction.
The question period for the GEITA11 solicitation ended on 05 March 2012. Suggest you take a look at the Request For Proposal (FA8903-12-R-8000) announcement that was posted on FedBizOps on the 24th of February. The AFCEE/GEITA11 website is listed in the RFP.

Part 1, Section H
Page 19 of 34, (d)(1)(e). Please clarify the meaning of “local preference and socioeconomic factors” as it relates to compliance with law and regulation.
Because this effort is a 100% SB set aside and small businesses are not required to comply with subcontracting plan requirements, it is assumed that none of the potential offerors/awardees would have performed previous efforts in compliance with socioeconomic factors. As a result, this PKS-H002 (d)(1)(e) requirement will be revised by removing the wording associated with the “local preference and socioeconomic factors”.

Part IV, Section L
Page 20 of 24, 5.3.1. The section claims that Manufacturing Labor is a possible major cost element. Please explain.
In this particular case, manufacturing labor is an example of the build up for fully burden labor rates.
4
Part IV, Section L
Page 20 of 24, 5.4.1. It appears that this section is asking for labor rates for the Prime and each Team Member separately. In addition, it appears it is asking for indirect rates from the Prime only. Is this correct?
The prime and all team members are required to complete the rate tables (attachments L-4 and L-5). These attachments allow the primes and teaming members to include the applicable ODCs/subcontracts indirect rate(s).
5
Part IV, Section L
Page 21 of 24, 5.4.6(b). This section refers to a Technical Approach. What is being referred to here?
Section L, will be revised to delete the last sentence of 5.4.6(b).
An RFP amendment will be issued to delete this sentence.
6
Part IV, Section L
Attachments L-4 and L-5. Are the provided rates to cover OCONUS work as well? Please consider breaking OCONUS work into separate tables or at least allow an OCONUS premium mark-up.
Attachments L-4 and L-5 are strictly for proposing your CONUS fully burdened labor rates. Due to the different type of adjustments to OCONUS rates, these rates will be proposed and negotiated at the task order level. An RFP amendment will be forthcoming to incorporate changes to Section L, para 5.4.1 and L-4 and L-5.

General
During the Industry Day in 2010 and in subsequent discussions with the Small Business Office, informal joint ventures were to be allowed on this Solicitation. Please confirm that is still the case.
Yes, an informal joint venture will be allowed. An informal joint venture is a prime contractor and its subcontractor who have entered into a teaming agreement and acknowledged this agreement as an informal joint venture. For the informal joint venture, at a minimum, the teaming agreement must address the names of the parties to the informal joint venture and their respective signatures, a statement that the prime and subcontractor have entered into an informal joint venture, the purpose of the agreement, and the effective dates/performance period of the agreement. The teaming agreement must be submitted with the proposal.
8
Part IV, Section L
Page 22 of 24, 5.6, Financial Documents. In the case that an informal joint venture is allowed on this solicitation, if a partner in the joint venture will be performing less than 20% of the proposed contract effort, will this partner still be required to provide financial statements?
In an informal joint venture, the teaming subcontractor who is performing less than 20% of the work will not be required to provide financial statements. In a formal joint venture, the joint venture is the prime and will be required to provide financial statements.
9
Part IV, Section L
Page 16 of 24, 3.7.2, Attachments for the Model contract. The contractor shall provide the following attachments in Section J for the Model Contract:
(b) Attachment #4 – FTP Fully Burdened Labor Rate Tables – Home Office (for prime and all team members)
(c) Attachment #5 – FTP Fully Burdened Labor Rate Tables – Field (for prime and all team members). Section 2.3.4 of Section L (page 10 of 24) states “All pricing information shall be addressed ONLY in the Cost/Price Proposal Volume” and in 5.1.2 “under no circumstances shall cost/price information and documentation be included elsewhere in the proposal.” Please clarify.
All pricing information shall only be submitted in the cost/pricing Volume III as per Section L, para 5.1.2.
If your firm is selected for award, the fully burdened labor rate tables will be incorporated as an attachment into the resulting basic ID/IQ contract.
Section L, para 3.7.2 will be revised to reflect that the L-4 and L-5 attachments are being submitted as part of the cost/price Volume III. The labor rate tables (L-4 and L-5) will be put in the proper format by the government prior to attaching them to the model contract for final contract award.
10
Part IV, Section L
Page 17 of 24, 4.4, Technical Subfactor 1.1 – Workforce Management Approach. Page limit (page 9 of 24) is 10 pages. Section 4.4 requires a description of internal corporate structures coupled with firm commitments with teaming members, the Program Manager resume, and what looks like a fair amount of detail relating to corporate and organization structure; how staff is hired, training, and maintained; absences and vacancies filled; a total compensation plan and other administrative aspects of this project. The 10 pages allowed seems too limited to address all the requirements outlined in Section L and Section M Evaluation Factors. Please consider increasing the allowable page count.
The allowable page count will change from 10 to 15 pages. An RFP amendment will be forthcoming to change Section L, table 2.2.

During the GEITA Industry Day and at last year’s SAME conference, Ms. Mary Urey made the statement (in response to a question) that companies could form Informal Joint Ventures. Is this still the case, if not, please let us know so that we may have time to form a Formal Joint Venture. We will still include this questions with our other questions.

Section L, Page 7, para 2.1.5 (c) – A Joint Venture (JV) will be considered a sole business entity. Signed JV documentation must be provided in Volume I, Contracting, and Volume II, Technical.
If a large business under the GEITA11 NAICS code 541620 obtains an SBA approved Mentor Protégé Agreement and enters into a Joint Venture with an 8(a) SBA certified minority owned business, will the Joint Venture be considered a small business for the purposes of proposing on the GEITA11 RFP?
13 CFR124.513(b)(3) states that a joint venture between a protégé firm and its approved mentor will be deemed small provided the protégé qualifies as small for the size standard corresponding to the NAICS code assigned to the procurement and has not reached the dollar limit set forth in 13 CFR124.519. The mentor protégé agreement must be one in the SBA program and must be approved by the SBA prior to submittal of the proposal.
20
Section L, Page 7, para 2.1.5 (c) – A Joint Venture (JV) will be considered a sole business entity. Signed JV documentation must be provided in Volume I, Contracting, and Volume II, Technical.
If the answer to the question above is “no”, is there any other Federal Agency that has the authority to approve a Mentor Protégé Agreement which would result in the Joint Venture to be considered a small business for the purposes of the GEITA11 procurement?
The SBA Mentor Protégé program is the only program which allows the mentor and protégé to be deemed as unaffiliated and be classified as a small business. In all other Mentor Protégé programs the LB mentor and SB protégé will be deemed to be affiliated and be classified as other than small.

RFP – Considering the inclusion of administrative labor categories in this solicitation, will FAR clause 52.222-41, Service Contract Act, be applicable to this contract?
No. FAR 52.222-41, Service Contract Act does not apply as preponderance of the work is of a professional nature in which the employees would be exempt from the requirement of the Service Contract Act.
22
Section L, page 18, para (a) "The corporate structure must describe the area(s) of expertise and percentage of work to be performed by the prime and all teaming members for this requirement."
Please clarify what is meant by "this requirement"? Are we correct in assuming you are asking us to describe how the "business-type operations" (versus technical) responsibilities will be divided among the team members?
We are looking for a response that encompasses how the offeror’s business operations will meet the technical responsibilities among the team members.
23
Section L, page 19, para (a) – “7 highlighted mission tasks”
Please clarify what is meant by “highlighted”?
In this case, highlighted means denoted by an asterisk. The seven (7) denoted mission tasks are identified by an asterisk on table L-2a and L-2b. An RFP amendment will be forthcoming to change the word highlighted to denoted.

Section L, page 19, para (b) – The proposal shall summarize simultaneous execution of geographically dispersed corporate experience via work efforts.

Adequately demonstrates execution of geographically dispersed simultaneously executed task orders…The table must demonstrate experience delivering A&AS type services to the Government or industry with work efforts collectively showing geographic dispersion, covering the entire scope of PWS tasks, and including work performed individually by members of the Team. |
It is unclear how submittal of work efforts by individual members of the current team will adequately demonstrate that the OFFEROR (defined in Sec L as the Prime) has executed geographically dispersed simultaneously task orders. Please explain.
At the beginning of Section L, geographic dispersion is defined. The definition of the Offeror will be amended to include “and all named team members”.
In order to meet simultaneously executed task orders, the prime must be able to provide 12 work efforts and five (5) for each team member performing 20% or more of the effort that were executed within the past three (3) years.

Please clarify apparent contradiction with Sec M, para 2.2.1 which says "If the Offeror’s accounting system is deemed unacceptable by DCAA, the matter will be referred to the Small Business Administration (SBA) for final certificate of competency resolution."
If DCAA determines the offeror’s accounting system is unacceptable, the Contracting Officer must comply with FAR Subpart 19.601(c). The Certificate of Competency (COC) program is applicable to all Government acquisitions. A contracting officer shall, upon determining an apparent successful small business offeror to be nonresponsible, refer that small business to the SBA for a possible COC…SBA will provide the final ruling if the accounting system is adequate and provide a COC for resolution.
27
Section L, page 23, para (d) - A contract may only be awarded to the Offerors who are deemed responsible in accordance with the Federal Acquisition Regulation (FAR)."
Please clarify apparent contradiction with Sec M, para 2.2.2 which says "If the Financial Capability Risk Assessment is “unacceptable” the SBA will make a determination of competency and issue a certificate of competency if determined competent."
If DCMA determines the offeror’s financial capability is unacceptable, the Contracting Officer must comply with FAR Subpart 19.601(c). The Certificate of Competency (COC) program is applicable to all Government acquisitions. A contracting officer shall, upon determining an apparent successful small business offeror to be nonresponsible, refer that small business to the SBA for a possible COC…SBA will provide the final ruling if the financial responsibility is adequate and provide a COC for resolution.
28
Section L, page 18, para (d) - “The approach shall describe the process to provide a qualified, stable workforce with minimal turnover of personnel including a total compensation plan in accordance with FAR provision 52.222-46 (Evaluation of Compensation for Professional Employees).”
Will the Compensation Plan count toward the 10 page limit for Subfactor 1.1?
Yes, the compensation plan does count toward the page limit. The allowable page count will change from 10 to 15 pages. An RFP amendment will be forthcoming to change Section L, table 2.2.
29
Section L, page 20, para 5.4.1 - "The Offeror shall complete and submit Rate Tables (home office and field rates) for the Prime and all Team Members for the entire contract period using the excel spreadsheet (Attachments L-4 and L-5)."
Is every team member required to submit labor rates? Is there a minimum number of labor categories that a team member must submit labor rates for?
Prime and every team member (propose to perform 20% or more of the work) must submit labor rates in accordance with para 5.4.1.
Yes, a team member must as a minimum provide at least one (1) labor rate.
30
Section L, page 19, para (b)
For geographically dispersed corporate experience presented in L-3, is it acceptable for a contractor to submit multiple work efforts for work that has a different task order number but is a continuation of work listed under earlier TOs?
Yes, a work effort for continuation of work with a different task order number will be accepted for geographically dispersed corporate experience.
31

"The Offeror shall provide the last three (3) years of financial statements, and year-to-date financial information through the last quarter available. If audited, reviewed, compiled or certified financial statements are available, these shall be submitted."
Is the Offeror required to submit FY2011 financial statements if they have not been certified nor audited by an independent auditing firm? Please clarify what is meant by "year-to-date financial information"?
In accordance with DFARs 232.072-2(b)(1) through (b)(10), the contractor is still required to provide the last three (3) years of financial statements whether or not they are audited, reviewed, complied or certified. The year to date information is based on the entities fiscal year.

In the PWS, paragraph 2.1 Mission requirements show 25 Mission Areas. Table L-2a show only 12 Mission Areas and Section L, paragraph 4.5(a) says “… in supporting the identified 12 mission areas and 7 highlighted mission tasks, …”. The question is are we to use for Table L and narratives the list of 12 Mission Areas in Section L or the list of 25 Mission Areas in PWS?
Use the 12 mission areas listed in Section L. These 12 mission areas will be used for the purposes of evaluation. Awardees will be expected to perform all 25 mission areas in the Performance Work Statement.
48
In Section L, paragraph 4.5(a) says “… in supporting the identified 12 mission areas and 7 highlighted mission tasks, …”. Are the “7 highlighted mission tasks” the same as the asterisked in Table L-2(a) under the Project Management Services and QA/QC Services?
Yes.
49
L-2(a) has Project Management Services and QA/QC Services (also referenced in the PWS, paragraphs 2.2.2-2.2.3), but does not show the Information Management Support listed in the PWS, paragraph 2.2.1. Are these services listed in Information Management Support to be written about but not addressed in L-2(a)?
Yes. For the purposes of evaluation, only those services listed in section L-2 will be evaluated.
50
Section L, paragraph 4.5(a) states “… describe in detail the team’s experience, in supporting the identified 12 mission areas and 7 highlighted mission tasks, by providing a minimum of two examples of major work efforts …” which describes both the mission areas and projects. But later in the same paragraph, it states “… In addition to the narratives describing the work …”. The question is whether the narrative refers to the individual project details or the mission areas?
Work effort narrative should describe project details as they apply to both mission areas and mission tasks.
51
Section L, paragraph 5.6(a) states that Financial statements are due. Are there any particular Financials Format requirements for form and content?
No, contractor format is adequate. DCMA may require additional information during review of the initial submission.
52
If rates submitted reference existing GSA schedules, will cost build ups be required to support the proposal?
Yes, supporting cost build up is required to support the cost realism of the rate.
53
| Section L, Paragraph 5.6 (c) Financial Documents says "…shall register for the Financial Capability Risk Assessment….using the Financial Capability Risk Assessment Pre-Review Form located on the GEITA11 website." This document is nowhere to be found on the GEITA11 website located at http://www.afcee.lackland.af.mil/contracting/geita11/default.asp or on FedBizOps under Solicitation No. FA8903-12-R-8000. | CDRLs A004 for Project Status Reports (PSRs) and A005 for Performance Cost Reports (PCRs), require submission “Not later than 20 days after the end of each month.” However, the Services Summary (paragraph 3.0 of the PWS) states the performance objective is “Submitted on fifteenth business day of the month following period covered by report.” Can the CDRLs be changed to match “fifteenth business day of the month?” |
The Performance Work Statement (PWS) will change to 20 business days to match what the CDRLs and Service Summary states. An amendment to the RFP will be forthcoming to reflect the change in the PWS.
55
Paragraph 5.2.6 of the PWS calls for the Internal Management Report to be submitted monthly and the “reporting period shall not cover more than 30 calendar days.” Given that some months are 31 calendar days, can this be changed to a “reporting period shall be approximately 30 calendar days?”
The Performance Work Statement (PWS) will be changed to add approximately to paragraph 5.2.6. An amendment to the RFP will be forthcoming to reflect the change in the PWS.
56
The RFP requires the Prime and Teaming members to submit FFP Fully Burdened Labor Rate Tables. Can you confirm that each labor rate table (Prime and each Team Member) will become part of the contract (i.e., separate contract rates for Prime and each Team Member)?
The labor rate table will be included and become part of the contract, as identified in Section J.
57
Section L, 3.7.2(b) refers to “Attachment #5 - FFP Burdened Labor Rate Tables – Field.” Should it read “Attachment #5 - FFP Fully Burdened Labor Rate Tables – Field” (emphasis added)?
Correct. Attachment #5 will be corrected to read: FFP Fully Burdened Labor Rate Tables – Field (For Prime and all Team Members). An RFP amendment will be forthcoming to incorporate the required change.
58
Section L, 5.1.2 Non-Required Data, states that all information on proposed price shall be included in the Cost/Price Volume and that “Under no circumstances shall cost/price information and documentation be included elsewhere in the proposal.” However, Section L, 3.7.2 requires the FFP Burdened Labor Rate Tables be provided in Volume I of the proposal as part of the Model Contract. Recommend that the last statement be changed as follows: “Except as provided under Volume I, section 4.72 above, no cost/price information and documentation shall be included elsewhere in the proposal.”
All pricing information shall only be submitted in the cost/pricing Volume III as per Section L, para 5.1.2.
Section L, para 3.7.2 will be revised to reflect that the L-4 and L-5 attachments are being submitted as part of the cost/price Volume III. The labor rate tables (L-4 and L-5) will be put in the proper format by the government prior to attaching them to the model contract for final contract award.
An RFP amendment will be issued to correct Section L, para 3.7.2
59
The Fully Burdened Labor Rate Tables (Attachments L-4 and L-5) provide a blank to name the “Offeror.” However, Section L defines Offeror as “the Prime contractor.” Can you correct the tables to list it as “Offeror or Team Member”?
A separate spreadsheet (L-4 and L-5) will be required to be completed by the prime and each teaming member.
On the offeror’s name block insert the appropriate name of the entity completing the spreadsheet.
60
Concerning the Teaming Subcontractor FFP Fully Burdened Labor Rate Tables (Attachments L-4 and L-5), can the “*Indirect Rate applicable to ODCs:” and the “*Indirect Rate applicable to Subcontracts:” be marked as not applicable? Or if this information is required, can it be provided directly from the subcontractor in a sealed envelope, to protect their proprietary indirect rate information?
If the entity has applicable indirect ODC/subcontract rate(s) in accordance with their approved accounting system, that rate should be inserted into the spreadsheet.
The rate(s) cannot be marked not applicable. If the entity does not have a ODC/subcontract rate(s) leave cell as a zero percentage rate.
Yes, this information can be provided along with the prime’s proposal in a sealed envelope to the contracting officer.
61
The instructions for the Pricing Model (Attachment L-6) refer to “Attachment 10” for the FFP Fully Burdened Labor Rate Tables. Should this be changed to Attachments L-4 and L-5?
In the Pricing Model instructions, the reference to attachment 10 will be change to attachments L-4 and L-5.
62
The instructions for the Pricing Model (Attachment L-6) under each Step 2 say to copy the values from Column L from the respective Office and Field labor rate tables. However, Column L in each table is blank. The average rate is contained in Column K of each table. Should the instructions be corrected to reference Column K instead of Column L?
Step 2 should be column “K” in lieu of “L” of the Home Office tab.
An RFP amendment will be forthcoming to change L-6.
63
The RFP allows for the labor categories to be covered collectively, meaning that a team member need not provide a labor rate for a labor category as long as another team member covers that labor category. This means that some team members could have no proposed labor rate for a labor category. As constructed, the Pricing Model (Attachment L-6), the default zero values would skew the averages. The instructions should state that if a labor rate is not proposed, the default value should be deleted, so that the averages are not skewed by zero values.
The formula in the pricing model for the average takes into consideration the zero and does not count them.
64
In the definitions of “Major Work Effort” and “Work Effort,” and in Subsection 4.5(b), Section L refers to stand-alone contracts. Can IDIQ contracts like the GEITA 05 and GEITA Bridge contracts be presented in Attachments L-1 and L-2(a) as stand-alone contracts?
A stand alone contract does not include the basic ID/IQ contract. However, task orders issued against GEITA 05 and GEITA Bridge can be counted as a separate work effort.
65
Section L, page 9 of 24 (table 2.2), indicates that the Workforce Management Approach is limited to 10 pages. Section L, page 13 of 24, 2.3.11.1 (h) seems to indicate that the Workforce Management Approach is limited to 15 pages (1-15). Please clarify the page limit for this section.
The page limit will be changed to 15. An RFP amendment will be forthcoming to incorporate this change.
66
With respect to the Workforce Management Approach section, please confirm whether the following two statements are true or false:
a. The teaming arrangements/letters of intent are not counted against the 10-page limit.
b. The program manager resume is counted within the 10 page limit.
A. True. The TAs/LOIs are not counted against the page limitation.
B. True. The resume is counted against the page limitation for the Workforce Management Approach. The page limit will be change to 15.
An RFP amendment will be issued to incorporate this change.
67
Section M 2.1.1 Subfactor 1.1, paragraph (c) says that “The offeror’s pricing must support the planning and capability to provide adequate resources to perform the contract and task orders,” but Subfactor 1.1 is addressed in Volume II, which does not include pricing information. What information in the Workforce Management Approach section of Volume II is required to allow the government to apply this evaluation criterion?
The workforce management plan should include information that talks to your approach for accomplishing the requirements of the RFP. For this criterion, the pricing information will be pulled from the complementary pricing volume.
68
How will AFCEE evaluate a “populated” 8(a) J-V for this effort given that under the SBA’s revised mentor protégé regulations for a populated J-V, a non-8(a) JV partner and its affiliates may not act as a subcontractor to the J-V (i.e. Mentor cannot provide home office rates and/or reach-back)?
Whether the JV is populated or not makes no difference in the evaluation of the proposal. The proposal must meet all requirements of the RFP. The new rules for joint ventures are specific to the 8(a) business development program and 8(a) set-aside contracts. The SBA rules for 8(a) joint ventures do not apply to this acquisition as it is 100% small business set-aside and not an 8(a) set-aside. However, the new rules for the SBA mentor protégé program say in order to receive exclusion from affiliation on any non-8(a) contracts, the joint venture agreement must comply with the 8(a) joint venture requirements (other than SBA approval of the joint venture agreement). With that said, it is highly recommended that the joint venture follows the new rule and ensures that the mentor, or any of its affiliates, is not used as a subcontractor to the joint venture. The SBA will not review and approve the formal joint venture agreement as this is not an 8(a) set-aside. But keep in mind that the SBA reserves the right to inspect the joint venture agreement at any time and the joint venture will want to be compliant with the SBA rules or risk being found to be affiliated and classified as other than small.

Section L, 2.3.11.1(f) indicates page margins should be at least one inch on all four sides. However, Section L, 2.3.11.2(f) indicates printable areas of foldouts should be 9X15 ½ inches, indicating side margins of .75 inches. Please clarify the margins allowed on foldouts.
Printable area of foldouts should be no larger than 9 X 15 -½ inches regardless of margin.

With regard to the requested Financial Data Sheets (Attachments L-8 and L-9) that are required to be submitted within 15 days of receipt of the solicitation, the solicitation indicates in Section L, 3.4(a) that these forms are to be submitted online through the GEITA website. However, it does not appear that an online form is available on the GEITA11 Website. Where would the government like these forms sent? If so, do are hard copy or electronic versions of the forms preferred?

The solicitation indicates in Section L, B 5352.215-9000 that a Facility Clearance must be acquired prior to award of a contract. It is our understanding that a Federal Agency must first sponsor the clearance requested through DOD Defense Security Services. Will AFCEE be providing this sponsorship at this time, or will it be provided after award?
A facility clearance is a requirement for this acquisition however an offeror is not required to have one in place for the award of the basic contract. Immediately upon award of the basic contract, AFCEE will sponsor each prime contractor and they will be required to obtain a facility clearance if they do not already have one. Facility clearances will be required for task orders which require a Contract Security Classification Specification (DD254).
73
Regarding C003 (a) (5) & (6) - When bidding on competitive FFP task orders, how will AFCEE use the labor rates incorporated into the contract by these clauses? For example, will AFCEE specify hours and labor category for each TO and bidders will price using the labor rates specified under this clause?
C003 is a list of documents that will be incorporated as attachments into the basic ID/IQ contract.
The proposed fully burdened FFP labor rates will be incorporated in the basic ID/IQ contract and will be considered as the maximum allowable rate(s) at the task order level.
74
Regarding PKS-H002 TASK ORDER PROCEDURES UNDER MULTIPLE AWARD CONTRACTS (MAR 2011) - Can AFCEE provide additional information on what cost and pricing information will be required on FFP Task Orders. For example a) will the rates and associated labor categories used to build up to the fixed price be required to be disclosed? b) or will AFCEE only require a total price, with the labor mix and associated pricing not disclosed on a FFP TO?
For a competitive FFP task order (TO), the government will only require a total price. However, on a single source Firm Fixed Price or Cost Plus Fixed Fee task order, the government will require offer to propose individual labor rates, as awarded under the contract.
For a competitive cost type requirement, the government will require additional information to determine cost realism.
75
Many companies have rate structures/disclosure statements where project management, contracts and other administrative costs are billed directly to specific task orders. On FFP task orders, will AFCEE allow PM hours, contract administration hours, and other applicable labor to be charged to the FFP TO, or is this task specific labor to be built into the FFP labor rate categories?
Yes. Any billable hours need to be included for administrative and PM and or other applicable labor in the FFP Fully Burden labor rates for Home and Field offices.
No other labor categories other than those 12 labor categories listed on L-4 and L-5 are allowed.
76
Section M, 2.0(a), Evaluation Methodology indicates the lowest 18 (minimum) offers will be selected for further evaluation in Step 2. Does this mean that more than 18 offers may be selected for Step 2 if the government feels it is appropriate to select more than 18 for further evaluation?
Only 18 offerors will be selected for evaluation in Step 2, unless after evaluation of the initial 18 lowest proposals, there is insufficient awardable number of proposals to meet the government’s minimum capacity/capability requirements.
77
Will FAR 52.22-46 (Evaluation of Compensation of Professional Employees) be considered in evaluation of pricing in Step One: Initial Assessment (Section M, 2.0(a))?
No. In step 1, the government will perform an initial assessment of the initially proposed overall TEP of the…
