As stated in the RFP, all work is considered a worldwide mission encompassing multiple CONUS and OCONUS locations.
2
Will there be travel or effort performed in Iraq, Afghanistan, Pakistan?
As stated in the RFP, all work is considered a worldwide mission encompassing multiple OCONUS locations which could include Iraq, Afghanistan, and Pakistan. Any travel requirements associated with OCONUS requirements will be proposed at the task order level.

Is the offer permitted to propose FFP on site and off site rates for multiple regions? Given the uncertainty of the locations it is difficult to provide one on site FFP rate and one off site FFP rate to cover all locations.
No, offerors may not propose separate labor rates for multiple regions. Attachments L-4 and L—5 are strictly for proposing your CONUS fully burdened labor rates. The each proposed fully burdened rate should be all inclusive for work to be performed in any area within CONUS. CONUS fully burdened labor rates are not to be broken out by separate regions.
Due to the different type of adjustments to OCONUS rates, these rates will be proposed and negotiated at the task order level.

It is unknown exactly when the basic ID/IQ contract will be awarded. As performance may cross government fiscal years (01 Oct – 30 Sep), consequently a reasonable amount of time was allotted to cover the period of performance required for the basic ordering period and task order performance.
Yes, offerors are expected to provide labor rates beyond the contract ordering period in order to cover the POP of the task order completion.
6
On Attached L4 and L5 the pricing tables go out to FY 19, however the POP for the IDIQ is only for 5 years, why need to provide rates for FY 18 and FY 19 if outside POP for IDIQ?
