About this file
This document contains a special notice and draft request for proposal for a Tools, Applications, and Processing Laboratory and Overhead Persistent Infrared Battlespace Awareness Center support services contract. The Air Force Space Command Space and Missile Systems Center seeks comments on the draft RFP by February 27, 2019 and plans to award a predominately cost-plus-fixed-fee contract to a small business by the end of fiscal year 2019. The support services include standing up a government-controlled and managed data exploitation research, development, test, and evaluation capability called the TAP Laboratory in Boulder, Colorado, and supporting the co-located OBAC at Buckley Air Force Base. Industry feedback is specifically requested on the CLIN structure, option periods, performance work statement, technical proposal instructions, and evaluation factors. An industry day site visit will be held on February 20, 2019 in Boulder to help inform comments.
