CONTRACT DATA REQUIREMENTS LIST (CDRL) INSTRUCTIONS
This Contract Data Requirements List (CDRL) Exhibit reflects the required data submissions for Contract Line Item Number (CLIN)
1001.
1.0 EXPLANATION OF TERMS
This paragraph explains the data fields of the DD Form 1423-1, which is used to document contract data requirements as direct by
DoD 5010.12-M, Procedures for the Acquisition and Management of Technical Data.
Block 1: Data Item Number (DIN): Four characters are used: first character separates CDRL types, second through fourth characters are a sequence number (001-999).
Block 2: Title: Title as it appears on the Data Item Description (DID) DD Form 1664.
Block 3: Subtitle: Further identification of data item (optional entry).
Block 4: Authority (Data Acquisition Document No.): The DID number which prescribes the preparation instructions or requirements for the data.
Block 5: Contract Reference: The contract terms and conditions or Statement of Work task, which requires or generates subject data.
Block 6: Requiring Office: The Office of Primary Responsibility (OPR) and technical authority of the CDRL.
Block 7: DD Form 250: Designates source or destination of Government inspection and acceptance. LT indicates a Letter of
Transmittal (LT) only.
Block 8: Approval Code: “A” designates government approval is required. “N/A” indicates government approval is not required.
Block 9: Distribution Statement Required: If a distribution statement is required, the statements are defined as follows:
“DISTRIBUTION STATEMENT A. Approved for public release.”
“DISTRIBUTION STATEMENT B. Distribution authorized to U.S. Government agencies only (fill in reason) (date of determination). Other requests for this document shall be referred to (insert controlling DoD office).”
“DISTRIBUTION STATEMENT C. Distribution authorized to U.S. Government agencies and their contractors (fill in reason) (date of determination). Other requests for this document shall be referred to (insert controlling DoD office).”

EXPORT CONTROL WARNING. All printed and electronic, including digital, technical documents that are determined to contain export-controlled technical data shall be marked as shown in Figure 1. When it is technically infeasible to use the entire statement, an abbreviated marking may be used, and a copy of the full statement added to the “Notice To Accompany Release of Export-Controlled
Data” required by Reference (e).
Block 10: Frequency: Denotes fixed reporting intervals (monthly, one-time, as required, and one-time with revisions)
Block 11: As of Date: Denotes closing period for recurring reports (end of month, end of the quarter) or cutoff date for a one-time report, where applicable.
Block 12: Date of First Submission: Establishes due date for first report (i.e., DAC + 30 CDs or EOM + 20 CDs).
Block 13: Date of Subsequent Submission: Due date for recurring reports, e.g., EOM + 20 CDs or ASREQ. Include explanation in
Block 16, e.g., “As required by Procuring Contracting Officer (PCO)”.
Blocks 14 & 15: See Data Delivery instructions in Section 2 below.
Block 16: Use for additional/clarifying information for Items 1 through 15.
2.0 GENERAL INSTRUCTIONS FOR DATA DELIVERY AND APPROVAL
Delivery Requirements:
Official submittals shall be submitted electronically to the TLOSS government program manager and other necessary stakeholders as indicated in Block 14 of each CDRL. Certain CDRLs also need to be submitted electronically in the DCARC system as indicated in
Block 14 of Form 1423-1. All official submittals shall be accompanied by a corresponding transmittal letter. Address transmittal letter to SMC/RSK, 483 N. Aviation Boulevard, Los Angeles AFB El Segundo, CA 90245-2808.
The letter of transmittal shall contain the following information:
1. Contract number
2. CDRL Number
3. Date
4. Exact Title
5. Revision number if applicable
6. Period covered by the report for periodic reports
7. Approval Required (Yes/No).
Approval Information:
Approval indicates agreement or concurrence with the contractor’s furnished data only and shall not be construed as changing any of the terms or conditions of the subject contract. Approval of CDRLs shall be provided through the Procurement Contracting Officer
(PCO), by the Requiring Office, unless otherwise indicated in Block 16. Where applicable and unless otherwise specified, Government shall have 30 calendar days after submittal to provide responses to the Contractor through the PCO, and Contractor shall have 30 calendar days to provide subsequent delivery incorporating responses. If either party is unable to comply within this timeframe, coordination between Government and Contractor will determine new dates.
Documents will be considered approved only after “Approval” or “Approval with Comments” notification is received by the
Contractor provided through the PCO from the Requiring Office.
Approved: No further action. The document (identified with effective date of approval) becomes part of the historical CDRL data that is resident in the Contractor database.
Approved with Comments. The Contractor shall revise the data in accordance with specific comments provided by the
Requiring Office. The revised data shall be incorporated into the final document. Unless otherwise notified, no additional delivery or subsequent review/approval cycle is required. The document is considered approved when the revisions are incorporated.
Documents will be considered disapproved only after “Disapproval” or “Disapproval with Comments” notification is received through the PCO from the Requiring Office.
Supplemental Requirements
All data shall be delivered/deposited no later than the end of the business day for a specified due date. The contractor is considered delinquent when a Letter of Transmittal is not received by the specified government stakeholders or an item is not posted before the dates specified in the block 12, 13, and/or 16 of the CDRL. If the due date falls on a weekend or Government holiday, the delivery date becomes the first Government business day following the weekend and/or holiday.
Non-response by the Government to a contractor’s request for approval of a data item does not constitute approval of that data item.
The contractor may at any time submit a request for data closeout when no further submittal of a specific data requirement is beneficial to the program.
Any correspondence related to requests for data delivery deviations or amendments, additions or deletions to the CDRL form shall be addressed to the Procuring Contracting Officer (PCO).
3.0 CODES USED IN THE DD FORM 1423-1
The directions for submittal and approval of data are indicated in Blocks 7, 8, 9, 10, 11, 12, 13, and 16 of the DD Form 1423-1. The following codes used in the DD Form 1423-1 are either extracted from Department of Defense (DoD) 5010.12-M or are common usage within the Space and Missile Systems Center (SMC).

4.0 DATA ACCESSION LIST (DAL)
Requests from the PCO for data ordered from the DAL shall be provided at no increase in contract price. Requests for quantities greater than two each per document shall be honored upon receipt of PCO direction and with Contractor concurrence that such requests can be filled at no increase in contract price.
5.0 ORDER OF PRECEDENCE
For all compliance documentation reference herein, Attachment 3, Compliance Document List (CDL) takes precedence and contains a complete list of approved alternates and substitutes.
