COMBINED SYNOPSIS AND SOLICITATION: FA877324Q0003
Description of Services: TEMPEST Mobile Assessment Vehicle (MAV)
Place of Performance: 346th Test Squadron JBSA San Antonio Texas
1. This is a combined synopsis and solicitation for the acquisition of two (2) Mobile Assessment
Vehicles (MAV) to be used for Radio Frequency (RF) testing.
2. The MAV has been classified as commercial In Accordance With (IAW) Federal Acquisition
Regulations (FAR) Part 2.101 All items on that make up the MAV must be commercial.
3. This combined synopsis and solicitation, Request for Quote (RFQ) FA877324Q0003, is issued In
Accordance With (IAW) FAR Part 12 “Acquisition of Commercial Items” and FAR Part 13
“Simplified Acquisition Procedures” (SAP).
4. This combined synopsis and solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC2023-03.
5. This combined synopsis and solicitation is a 100% small business set aside and will be issued under
NAICS 333924 with a size standard as 900 employees. Offerors company must be registered under this NAICS to receive award.
6. IAW FAR 52.204-7 “System for Award Management”, the offeror shall be registered in SAM in order to be eligible for contract award. If the offeror has an active registration in SAM, they are not required to complete FAR Clause 52.212-3 “Offeror Representations and Certifications –
Commercial Items” and submit it with the quote. Offeror must provide a statement confirming registration in SAM.
7. See Attachment 1, Statement of Objectives (SOO) for specific MAV requirements.
8. The Government intends to award a Firm Fixed Price (FFP) purchase order IAW FAR Part 13.
9. The award will be made on the basis of Lowest Price Technically Acceptable. The award will be based off offerors drawings and proposal that meets every element identified in Section 4 of the SOO.
10. Offerors shall submit all questions relating to the solicitation to both POC’s listed below. Questions about this RFQ shall be received NLT 2 Augst 2024 / 12:00 PM CDT. The Government may not provide a response to questions received after the above date. Offerors are not to contact base personnel or any other Government personnel with questions or inquiries about this acquisition.
11. Offerors must submit a proposal addressing all elements of the SOO for the total price along with drawing that clearly depict every aspect of the requirement.
12. Offers proposals are due NLT 12:00 p.m. 7 August 2024 CDT and should be emailed to both the
POC’s listed below.

14. Proposals must be valid for 45 days.
15. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.”
