Statement of Objectives

1. SOO PRODUCTS PURCHASE

The 346th Test Squadron (TS) has a requirement to purchase two (2) Mobile Assessment Vehicles (MAV) to be used for Radio Frequency (RF) testing.

2. TEMPEST PROGRAM MANDATES

There are no items for this MAV that require TEMPEST certification.

3. SECTION 508 OF THE REHABILITATION ACT MANDATE

The Contractor shall meet the requirements of the U.S. Access Board’s regulations at 36 CFR Part 1194 Information and communication technology Standards and Guidelines. which implements Section 508 of the Rehabilitation Act of 1973, as amended. https://www.ecfr.gov/current/title-36/chapter-XI/part-1194 For more information about DoD Section 508 specific responsibilities, see the DoD CIO website https://dodcio.defense.gov/DoDSection508.aspx.

4. SPECIFICATIONS

Mousehole to run "ad hoc" cabling into/out of vehicle, installed in the lower portion of the wall on both sides of the vehicle. Mouseholes are lockable when not in use

Flooring – Gray Coin Tile Roll

2mm Industrial Grade coin tile made of premium grade ultra durable vinyl (must be antistatic Electrostatic Discharge compliant)

Operator Workstations Workstation console approximately 105" long by ~16" deep to provide space for four (4) work positions, each about 26" long.

Each operator workstation shall have:

Chairs Cable pathways for wiring/various plugs USB chargers built into power outlets

Roof Access Ladder Roof Access Ladder installed on the outside rear wall Aluminum ladder assembly

Shore Power - 50A 50FT 4-wire 120/240V

Allows for connection of the truck to shore or generator power, the truck shall include a 50

ft. four-wire 50 amp power cable terminated to a NEMA 14-50P.

6-FT 50A - 125/250VAC pigtail Storage of the power cable in a lower storage compartment.

Interior LED Lighting Minimum eight (8) flush ceiling mounted lighting assemblies

Power Drops & USB Charging Ports

Convenience and utility duplex 120v outlets located throughout vehicle interior.

Power Panel – 100A 125/240V AC and 12VDC panel – Single phase

Power Panel with a 240 volt, 100 amp, Single phase power The power will be routed through a phase, volt and amperage meter then into a breaker box for distribution throughout the shelter The shelter will have 120 volt 20 Amp service throughout the shelter.

The Single-phase power will be routed to a 100 amp Single-phase electrical main breaker All cables will be concealed behind the wall or in an enclosed cable tray.

The data cables and the electrical cables will be ran in separate trays.

The data lines and the electrical lines must be separated Soft copies of electrical wiring schematics will be provided

DC Auxiliary Power box w/ battery and Charger

Blue Top Battery (or equiv.) for interior lighting, DC voltage Battery tray & Bolt kit w/box 90a battery charger Wired to pwr panel with breakers/switches

Wired to power panel w/appropriate breakers Generator will be connected to a manual transfer rotary switch to select power the vehicle from generator or shore The generator should be fueled from the same fuel tank that supplies fuel to the chassis engine (one tank)

24” Monitors Two (2) Monitors attached to swing arms secured to upper area of rack 1 and of rack 5 such that arms can swing in front of racks as desired. Arms secure for travel.

Monitor has built in Tuner for direct reception of TV as well

5. TECHNICAL REQUIREMENTS

The contractor shall ensure that all applicable Commercial-Off-The-Shelf (COTS) IA and IA- enabled products comply with Air Force Instruction (AFI) 17-130, Program Management. All IT hardware, firmware, and software components or products incorporated into Department of Defense Instruction (DoDIN) must comply with evaluation and validation requirements in DoDI 8500.01 and Committee on National Security Systems Policy #11(CNSSP), National Policy Governing Acquisition of IA Products.

Contractor shall provide rendering drawings of the proposed build before the build for review prior to final construction. The contractor shall also provide a soft copy of the completed build to include electrical drawings/schematics.

5.1. Technical Refresh

In order to ensure new design enhancements and technological updates or advances, the contractor shall provide, under this contract, commercial hardware only. Furthermore, the contractor shall make available any commercial updates to the hardware under this contract. If such updates are available to other customers without charge, then they shall also be made available to the Government without additional charge. The contractor will ship these updates to existing customers who have acquired the hardware being updated under this contract. Vendor commercial product offerings shall include “state of the art” technology, i.e., the most current proven level of development available in each product category.

5.2. Trade Agreement Act (TAA)

All proposed products must be compliant with the Trade Agreements Act of 1979 (TAA) and related clauses in Section I of the awarded contract. In accordance with DFARS 252.225- 7021, the Trade Agreements Certificate at DFARS 252.225-7020 shall be provided for each end item defined and specified in a solicitation that exceeds the TAA threshold subject to the waivers and exceptions provided in FAR 25.4, Trade Agreements and DFARS 225.4 offered in response to any RFQ issued under this contract. Please note that Federal Acquisition Regulation (FAR) paragraph 25.103(e) includes an exemption from the Buy American Act (BAA) for acquisition of information technology that is commercial items.

5.3. Authorized Resellers

If the contractor is not an OEM reseller, the contractor shall clearly identify this on the submitted proposal and list the OEM resell partner’s registered relationship with the OEM. DOs may restrict the use of authorized resellers, specific OEMs, or identify required OEMs. The contractor shall ensure all products are genuine and eligible for any OEM warranties, maintenance agreements and licensing as offered. Genuine products are those products the OEM, by their policy, considers not “secondary”, destroyed, stolen or scrapped.

5.4. Remanufactured/Refurbished Products

All parts used for this MAV shall be new commercial products.

5.5. Items on Backorder

In the contractor response to this Request for Quote (RFQ), the contractor shall provide notification, if applicable, that a particular item is on backorder, the expected lead-time to fulfill the order, etc. Any items on back order shall be identified in contractors proposal at the time of quote submission.

5.6. Warranty

The contractor shall provide any OEM pass through warranty and standard commercial warranties applicable to the products being purchased at no cost. This shall apply to new equipment. The chassis and engine for this build shall maintained a warranty of five (5) years or 60K miles. All warranty work shall be done at the providers build site. Provided generators shall come with a Five (5) year 600 hour warranty.

5.7. Hardware and Associated Software and Peripherals

All hardware delivered under this award shall include associated software, documentation and associated peripherals required for operations (such as controllers, connectors, cables, drivers, adapters, etc.) as provided by the OEM. This is true only if the applicable OEM provides such items with the product itself.

6. DELIVERY REQUIREMENTS

6.1. Delivery Delays

Contractors are required to meet the timeframes as stated in section 6.1 unless Department of Commerce approval and/or review activities prevent the contractor from meeting these timeframes. In the event that the contractor determines they are unable to achieve the stated timeframes, the contractor shall notify the Contracting Officer within fourteen (14) business days of such determination.

Delivery time will be based on the vendors availability to required assets to construct the vehicles. An expectation of 180 to 240 days (six to eight months) from award is expected and acceptable. If vendor is expected to pass this time frame then the customer is expected to be notified within 60 days (two months) of known delay.

If contract awarded vendor is located outside a 400 mile radius of JBSA-Lackland then the vendor will make arrangements to have the vehicle delivered to the delivery address identified below after the in person completion inspection at the vendors facility.

If the contract awarded vendor is within a 400 mile radius of JBSA-Lackland then the Government will take procession of the vehicle after the in-person final inspection at the facility and driven back to JBSA-Lackland.

Once vendor has gotten to a 40% and 90% design of the vehicle then a telecom will be initiated so that the design can be explained and verified to government satisfaction.
