Questions and Answers Solicitation FA8773-08-R-0136

Dover AFB DE Question 1: One of the instructions to offerors states, “(16) Volumes One, Two, and Three Specific Instructions. Submit one binder to include the original copies for all of Volumes I, II and II and labeled “Original”. Provide one disk copy of all Volumes I, II and III on the CD included in original file copy. Provide in additional binders the Technical, Volume I and Past Performance, Volume II together in one volume.”

Instructions also indicate each volume is to be submitted in a 2-in binder, and that price cannot be referred to in the Technical and Past Performance Volumes. Can you please clarify whether original copies of Volumes I, II, and III are to be included in the same or separate binders?

Answer: The original copies of Volumes I, II, and III are to be included in the same binder.

Question 2: Page 58 of the RFP specifies that Times New Roman, size 12 shall be used for the proposal text. However, the instructions do not specify a size for charts, tables, figures, and drawings. Is it acceptable for the text in charts, tables, figures, and drawings to be size 10 font?

Answer: Yes, the minimum font size is 10. Clause in 52.212-1 has been updated.

Question 3: Do you intend for offeror’s to send out questionnaires to our customers? The instructions say the past performance consists of reference information and questionnaire information, but no questionnaire information is described, nor is there a questionnaire attachment.

Answer: Offerors are not required to send past performance questionnaires and request for questionnaires is not included in the instructions.

Question 4: If past performance questionnaires are required, does it suffice to use questionnaires submitted for a previous BTS effort this year?

Answer: Past performance questionnaires are not required.

Question 5: At the pre-proposal meeting it was commented that the contractors must provide their own ARC-GIS data collection equipment. I do not see this specifically addressed. Can you verify that the contractors are required to provide this equipment?

Answer: PWS Appendix 5.8, specifically paragraph 5.8.2.

Question 6: 1.3.5.1 Collection of Communication Feature Data (CFD).

In addition to location staking and marking IAW paragraph 1.3.5, Contractor shall collect geospatial CFD using GPS and record CFD for the staked features in the CVC database when requested by the QAP. Contractor shall collect and record CFD for up to 100,000 feet of cable and number of GPS features (Manholes, Pedestals, DB Splices, etc.) per base period and each option period (if exercised). Additional quantities of collecting geospatial CFD using GPS and recording CFD using CVC will be ordered via work order. Contractor shall locate features using GPS to the geospatial accuracy specified in Appendix 5.8 and record the GPS portion of the CFD in the CVC database within four duty days of collecting the data.

It appears that there should be a quantity associated with the “number of GPS Features” that was omitted from this paragraph. It is estimated 100 ea per year for Data collection in PIDs 2260, 2261, and 2262, but it appears that it has not been specified the threshold number of how many points must be recorded before billing can be started. Can you please address?

Answer: The CFD done under 1.3.5.1 would be done under the monthly maintenance total for up to 100,000 feet of cable and 200 GPS features (Manholes, Pedestals and DB Splices). See revised PWS Paragraph 1.3.5 per Amendment 0002. Any additional footage would be included on a work order and billing would be IAW the Pricing Table quoted price under CLIN X008 GPS. See revised Pricing Table, Tab C&D, per Amendment 0002. PID number 2262 will remain as each price per data point but PID numbers 2260 and 2261 have been revised to Lineal Foot for pricing purposes.
