About this file

This document is a Questions and Answers (Q&A) file for Solicitation FA875125B0002, concerning boiler installation projects for Building 2 and Building 3 at Air Force Research Laboratory (AFRL). The Q&A addresses technical details such as construction scheduling, temperature control systems (Johnson Controls), plumbing fixture specifications (including an emergency eyewash station with specific model requirements), and water treatment specifications. A key technical note reveals a boiler pressure discrepancy on Building 3's drawings, with the boiler schedule incorrectly showing 30 psig instead of the correct 15 psig.

The solicitation requires email bid submissions by 2 PM EST on 21 April 2025, with a pre-bid conference and site visit tentatively scheduled for 15 April 2025. Bidders must complete a DBIDS Pre-Enrollment Request and submit a QR confirmation code to attend the site visit. Bids will be accepted on an all-or-none basis, with electronic submissions to Tabitha Haggart and Bryant Soule. The bid opening will occur at the AFRL/Information Directorate Visitor Control Center in Rome, NY, with specific instructions provided for submission and location access.

Q&A dated 4/18/25

Q1. Is there priority on which building to start with based on relocation of personnel?

A1. AFRL is not dictating the construction schedule for the work. Upon award of the construction schedule will be discussed and approved with the AFRL construction office for concurrence

Q2. Who is the temperature controls contractor?

A2. AFRL EMCS is a Johnson Controls product

Q3. Question regarding the sump pump discharge piping, shown in Attachment 3-Addendum, for Bldg. 2. Does the piping need to be installed in the floor, or can it be piped up above the rooms, under the ceiling and carried across the building?

A3. The pumped discharge piping is to be pumped overhead and not in the floor.

Q4. Is item tagged # EEE-1 a new Emergency Eyewash? Not listed on Plumbing Equipment Schedules, Attach 5 B3 Specifications, and piping connections not shown on drawing P-1. Please advise and provide make/model inform A4. At plumbing fixture EEE-1 provide Guardian model G1750 with a push flag operator rated for 2.5 gpm, or approved equal, mounted on the wall. And provide a tempering valve mounted on the wall near the fixture at 4’-0” above the floor, valve shall be Guardian model 3600LF or approved equal. Extend ½” DCW, ½’ DHW to this fixture, and extend 1-1/2” PVC DWV pipe to nearby floor drain. Small domestic water storage heater near column 1 and F1 shall remain to feed this EEE-1 fixture.

Q5. Specification section 23 52 95 Initial Cleaning & Subsequent Water Conditioning is provided in Attachment 5 Building 3 Construction Specifications; however, it is not included in Attachment 1 Building 2 Construction Specifications. Are these services required for both buildings or just building 3?

A5. The project at building 2 uses government standard specifications while the building 3 project used proprietary specifications. In the Building 2 project, specifications for ancillary items can be found within other sections, for example water treatment of steam system is found in Building 2 specification section 23 52 00, Heating Boilers, subpart 2.14 .

For building 3 additional information on water treatment can be found in section 23 64 26, and on the drawings.

Additional Information:

Towne Engineering was reviewing their drawings for the building 3 project and noticed a discrepancy on their construction drawings. On the boiler schedule located on sheet 32 (sheet H-22) of the drawing package the working pressure shows 30 psig when it should be 15psig. Please let the prospective bidders know this as it will prevent proposals that have escalated costs due to the wrong operating pressure.

For building 2, the boiler schedule is located on drawing M-11, sheet # 17/25, correctly lists the boiler pressure as 15 Psig.
