PROJECT PROVISIONS

1.01 SCOPE

A. The work covered under this Contract consists of furnishing all labor, equipment, devices, and materials and performing all work required to alter power distribution system at the Stockbridge Test Site in accordance with these technical specifications and applicable drawings.

1.02 REFERENCED CODES AND STANDARDS

A. Codes and standards referred to in this specification shall be the latest adopted issue at the Date of Bid, unless otherwise specifically indicated.

1.03 LOCATION

A. The work areas are located at the Stockbridge Test Site at Air Force Research Site, Stockbridge, New York.

1.04 PRINCIPAL FEATURES

A. The work to be performed involves the following principal features:

1. Upgrade the primary distribution system to Building 1477 and the GIB Site.

2. Upgrade the secondary distribution system to building 1477 and the GIB site.

3. Upgrade the underground communication systems conduit system to the GIB site.

B. The above description of work is for the purpose of general information only and is not intended to include and describe every feature of work or to define the scope of the work.

1.07 UTILITIES

A. All reasonable quantities of electricity and water will be made available to the Contractor without cost to the Contractor. The Contractor will be responsible for all connections of utilities from the existing supply points. The Government will identify service tie-in points. The Government will not be held responsible for interruptions of utility service and will not be liable for Contractor delays, damages, or increased costs occasioned by any such interruption of service.

1.08 SANITARY FACILITIES

A. The Contractor and his work force may use the existing sanitary facilities in the various work area buildings, subject to the regulations governing their use by Government personnel. Maintain in a sanitary condition at all times.

1.09 FIRE PROTECTION

A. The Contractor shall perform all work in a fire-safe manner in accordance with fire prevention standards of the Rome Research Site. The Contractor shall have an approved fire extinguisher at the site at all times during working operations.

HALON AND C02 TYPE FIRE EXTINGUISHERS ARE NOT AUTHORIZED FOR USE. The Contractor will call the City of Rome Fire Department, 315-339-7734, before working with any flame or spark producing equipment such as tar buckets, grinders, or welders, for approval of the contractors safety measures and to obtain a "Burn Permit" for this type of work.

1.10 POLLUTION CONTROL

A. The Contractor will perform all work consistent with the requirements of all Federal, State and Local laws, rules and regulations pertaining to pollution control.

1.11 WORK CONDITIONS

A. All work on this project will be performed while the building work areas and rooms adjacent to the work areas are occupied by military and civilian personnel. The Contractor is required to protect persons and property throughout the progress of the work. The work area will be kept clean of all debris at all times. All flammables and combustibles stored on-site must be kept in a locker and area, both of which are approved by the Contracting Officer or his designated representative.

1.12 WORKMANSHIP

A. All work to be performed under this Contract shall be under the supervision of workmen skilled in the trades involved. Special qualifications for certain work are listed in the appropriate sections of this specification.

1.13 SUBMITTALS

A. All items indicated in the Schedule of Material Submittals shall be submitted for approval:

1. Any other items required, per specifications, that cannot be visually verified shall be submitted for approval when requested by the Contracting Officer or the designated representative.

2. Submittals which may be required by this Contract, if submitted in printed matter, shall be made in four copies. One copy of the printed submittals will be returned to the Contractor.

3. The Contractor must submit for approval those items which deviate from the specifications. Submission will be on an AF Form 3000.

B. At the pre-construction conference, the Contractor, Contracting Officer’s Technical Representative, and the Contract Administrator will review the submittal requirements. The Contractor must be prepared to discuss the delivery dates for those submittals which are required, or for the items the Contractor plans to submit for approval. Once approved, the submission deadlines shall be incorporated into the Schedule of Materials submittals.

C. The Contractor is reminded that any item(s) installed prior to the Contracting

Officer's approval is being done at his/her own risk. If any item does not meet the Contract requirements as determined by the Contracting Officer, the Contractor will be required to remove same at his/her own expense.

D. Equipment submittals, unless otherwise specified, shall conform with the following:

1. Submittals shall be complete with the manufacturer's product description literature. SUBMITTALS WITH INSUFFICIENT LITERATURE WILL BE

DISAPPROVED.

2. Submittals shall include a complete listing of all associated parameters contained in the Technical Specifications and Drawings (materials, finishes, capacities, temperatures, pressures, electrical characteristics, etc.). THE

CONTRACTING OFFICER OR HIS TECHNICAL REPRESENTATIVE WILL NOT

TRANSFER INFORMATION FROM THE TECHNICAL SPECIFICATIONS AND

DRAWINGS TO THE SUBMITTALS. INCOMPLETE SUBMITTALS WILL BE

3. Submittals shall be clearly marked to differentiate between the applicable and extraneous portions. THE CONTRACTING OFFICER OR HIS TECHNICAL

REPRESENTATIVE WILL NOT MARK THE SUBMITTALS. UNMARKED

SUBMITTALS WILL BE DISAPPROVED.

1.14 INTERRUPTION OF UTILITIES

A. No utility services shall be interrupted to make connections, to relocate, or for any purpose, without approval of the Contracting Officer.

B. Request for permission to shut down services shall be submitted in writing to the

Contracting Officer fourteen (14) days prior to date of proposed interruption. The request shall give the following information:

1. Location of shut-off.

2. Services affected.

3. Hours and date of shut-off.

4. Approximate length of time shut-off will be in effect.

C. Services shall not be interrupted until receipt of approval of the proposed hours and date from the Contracting Officer.

1.15 FIELD MEASUREMENTS

A. The Contractor shall verify all measurements and be responsible for dimensions, fitting and proper trimming of items directly connected with all work described in this Contract. The Contractor shall immediately notify the Contracting Officer of any discrepancy prior to starting the work.

1.16 SECURITY REQUIREMENTS

A. The work to be done on this project is located within areas that are under security.

To gain access to the areas to examine the work to be done for estimating purposes, arrangements must be made with the Contracting Officer. Contractor personnel will be granted escorted entry into the areas. Prior to initial work commencement, the Contractor shall supply the Contracting Officer a letter identifying all personnel employed during construction. Each time additions or deletions to the letter occur, an updated letter shall be forwarded to the Contracting Officer. Identification data shall include name, social security account number and company name/phone number of each person.

B. All buildings in the project are Controlled Areas and Contractor personnel shall stay in their work areas and not wander freely throughout the buildings. Names of the Contractor personnel who will be working during non-duty hours shall be furnished in writing at least one week in advance. Access to Rome Research Site (RRS) facilities is controlled by a card entry system. Contractor personnel shall be required to obtain magnetic entry cards for all personnel who will be involved in the work and who need to have access to the building. The magnetic entry cards can be obtained from the RRS Security Office, AFRL/RIOF, in Building 3. These cards shall be returned to the Contracting Officer’s Technical Representative before completion of the final inspection.

1.17 DELIVERY AND STORAGE

A. Materials shall be delivered to the work area in undamaged condition, stored in fully covered, well ventilated areas, and protected from extreme changes in humidity and temperature.

B. The Contractor is responsible for securing materials in the storage area to protect from pilferage and vandalism.

C. The storage areas for this project are located as shown on the Drawing Title Sheet.

Access to these work areas is provided off main routes within the Griffiss Business and Technology Park Complex.

1.18 SAFETY

A. The Contractor shall:

1. Comply with all safety and health requirements necessary for the protection of personnel, facilities and equipment including, but not limited to all applicable

Occupational Safety and Health Administration (OSHA) standards, while performing this contract at the Air Force Test Site, Stockbridge, NY.

2. Maintain a written Safety Program, as required by OSHA and make said plan available for review by the government upon request by the contracting officer.

3. In the event of a mishap during the performance of this contract on AFRL RRS premise, notify the contracting officer in an expeditious manner. Notification shall include the following information:

a. Contract, contract number, name and title of person(s) reporting.

b. Date, time and exact location of accident/incident.

c. Brief narrative of accident/incident (events leading to accident/incident).

d. Cause of accident/incident (if known).

e. Type of injury sustained and/or estimated cost of accident/incident

(material and labor to replace/repair) when damage is to government property.

f. Nomenclature of equipment and personnel involved in accident/incident.

g. Corrective actions (taken or proposed).

h. Other pertinent information.

1.19 PROPRIETARY EQUIPMENT

A. Reference to any equipment, material, article or patented process by trade name, mark or catalog number shall be regarded as establishing a standard of quality and shall not be construed as limiting competition. The Contractor may use any equipment, material article or process which is equal to that named as approved by the Contracting Officer.

1.20 PROTECTION

A. Protection of existing work:

1. The Contractor shall take all necessary precautions to insure against damage to the existing work to remain in place, to be reused, or to remain the property of the Government; i.e. walls, light fixtures, carpet, etc.

2. The Contractor shall insure that structural elements are not overloaded and additional structural supports required as a result of any cutting, removal, or demolition work performed under any part of this Contract are added.

B. Protection of buildings from the weather:

1. The interior of the building and all materials and equipment shall be protected from the weather at all times.

C. Dust control:

1. The amount of dust resulting from demolition shall be controlled to prevent the spread of dust to occupied portions of the building and to avoid creation of a nuisance in the surrounding areas.

D. Temporary closures:

1. The Contractor shall provide temporary closures at all openings in outside walls affected by their work to maintain weather protection and security.

E. Protection of personnel:

1. Where the safety of non-Contractor personnel is endangered in the area of removal work and new construction, barricades shall be used.

1.21 REMOVED MATERIALS AND EQUIPMENT

A. General:

1. All materials and equipment indicated to be removed as part of the work become the property of the Contractor for removal from the job site at the Contractor’s expense, unless otherwise shown on the drawings or specified.

B. Items re-used as part of the work:

1. Items indicated to be re-used will be stored by the Contractor until such time as they may be reinstalled.

1.22 DISPOSAL OF REMOVED MATERIALS

1. Materials removed from the project which are designated as unusable by the Government shall be disposed of by the Contractor at his own expense off the Griffiss Business and Technology Park in accordance with applicable regulations.

2. All debris to be removed from the work site shall be transported in canvas covered trucks with the canvas tied down to prevent loss of materials while in route to the disposal areas.

3. The Contractor shall police the truck routes continuously and all debris which has dropped shall be picked up immediately.

B. Materials for Contractor salvage:

1. This material shall be removed from Government property before completion of the Contract.

2. Materials for salvage shall not be sold on the site.

1.23 REMOVAL AREAS

A. Patch existing construction and finishes damaged or left incomplete due to removals. Patching, unless otherwise indicated, will be limited to areas where removals occurred and will match existing in material, color and finish.

B. Cap or otherwise terminate existing utility services to removed equipment on all utilities that are to remain active.

1.24 SPECIAL CONDITIONS

A. Should any materials be encountered during construction which are suspected to contain hazardous materials and are not indicated as such on the drawings, immediately stop work in that area and report the encountered condition to the Contracting Officer’s Technical Representative.

1.25 SEQUENCING AND SCHEDULING

A. Provisions must be made to leave each entrance secured at the end of work each day and to minimize the duration of time each entrance is worked on from start to completion. Any work which affects the use of a required building exit must be coordinated with the Rome Research Site Safety Office.

B. The Contractor is required to maintain circulation corridors, exits and exit stairs in all building areas occupied by the Government.

C. Traffic control:

1. Routes of ingress and egress on the grounds and within existing buildings to the location of the work shall be over routes as directed by the Government.

2. Areas for parking vehicles belonging to the Contractor and his employees will be designated by the Contracting Officer’s Technical Representative. Maintain the parking areas free of debris and obstructions, including snow.

1.26 CONSTRUCTION SCHEDULING

A. The Contractor may be paid for materials on site, however, they must appear on the Contract Progress Schedule and be inventoried by the Contracting Officer’s Technical Representative prior to payment.

1.27 WORK SCHEDULE

A. Working hours for the Contractor will normally be between the hours of 0700 and 1600 hours (7:00 a.m. and 4:00 p.m.), excluding Saturdays, Sundays and Federal holidays.

B. If the Contractor desires to work during periods other than above, additional government inspection forces may be required:

1. The Contractor must make his/her request to the Contracting Officer three (3) days in advance of his/her intention to work during other periods to allow assignment of additional inspection forces.

2. If such force is reasonably available, the Contracting Officer may authorize the Contractor to perform work during periods other than normal duty hours/days.

3. However, if inspectors are required to perform in excess of their normal duty hours/days solely for the benefit of the Contractor, the actual cost of inspection at overtime rates will be charged to the Contractor. These

adjustments to the Contract Price may be made periodically as directed by the Contracting Officer.

1.28 REMOVAL OF TEMPORARY FACILITIES

A. Maintain all temporary facilities and controls as long as needed for the safe and proper completion of the work.

B. Remove all such temporary facilities and controls as rapidly as progress of the work will permit or as directed by the Contracting Officer.

1.29 CLEAN-UP

A. Debris and rubbish control:

1. Remove all debris and rubbish daily from the site.

2. Remove debris and rubbish into a dumpster; then transport in a manner that will prevent spillage on streets or adjacent areas.

3. The Contractor shall make his/her own arrangements for dumping off the

Griffiss Business and Technology Park.

4. Burning of waste material on Griffiss Business and Technology Park is prohibited.

B. Regulations:

1. All disposal and hauling equipment and methods used shall comply to Federal, State, OSHA, and local regulations.

C. If the Contractor utilizes a collector box, it must be provided with a cover.

D. The Contractor shall protect and restore lawn areas and plant materials during the course of this Contract. Lawn areas shall be protected and restored to a condition equal to that prior to the start of work of this Contract.

1.30 DIGGING PERMITS

A. The Contractor shall have an approved Contracting Officer's Work Clearance Permit in his possession before any excavation work is permitted:

1. Twenty-one days prior to any planned excavation, the Contractor shall notify the Contracting Officer in writing of his request to obtain a Work Clearance Permit (digging permit).

2. Work clearance permits are processed by the Contract Management Office

(IFOCO) of Rome Research Site Civil Engineering upon receipt of request from the Contracting Officer.

3. The Contractor shall have staked the area of excavation prior to initiating request.

4. Upon receipt of request, IFOCO will notify AFRL/IFOCC and other appropriate offices for location of underground communication and other utility lines within the staked areas of excavation.

5. The Contractor shall hand-excavate the immediate area where communication and utility lines are identified. In areas of uncertainty where communication and utility lines are known to exist, but the location is uncertain, Government personnel, given a minimum of fourteen (14) days notice by IFOCO, will indicate locations in the field.

6. The Contractor shall hand excavate the immediate area where communication and utility lines have been located in the field.

7. All excavation work in the above described known and uncertain areas where communication and other utilities have been identified and staked shall be hand-excavated by the Contractor a minimum of five feet on both sides of staked areas.

8. If staked lines in these areas are not found, the Contractor shall notify IFOCO immediately before proceeding with any further excavation.

B. The Contractor shall notify the Contracting Officer 14 days prior to the start of demolition work.

A. Government intends to occupy the Project upon Substantial Completion.

REGULATORY REQUIREMENTS

PART 1 - GENERAL

1.01 CODES

A. Conform to the requirements of all Federal, State and Local Codes and Ordinances, unless otherwise noted below.

B. Conform to the requirements of all public utility companies.

C. The requirements of Military Handbook 1008B, the Uniform Building Code, National Fire Protection Association Codes and National Electric Code apply to this project.

D. Conform to OSHA requirements, including Part 1910, General Industry, and Part

1926, Construction.

1.02 PERMITS, FEES AND INSPECTIONS

A. All permits (other than building permits), fees and inspections required by Governmental agencies, regulatory agencies, utility companies or others during the course of the work shall be obtained by the Contractor.

B. The Contractor shall arrange for and pay all costs of such permits, fees and inspections.

1.03 REFERENCED CODES AND STANDARDS

A. Codes and standards referred to in this specification shall be the latest adopted issue at the Date of Bid, unless otherwise specifically indicated.

3.01 CONFLICTING REQUIREMENTS

A. In the event of conflict between applicable Codes and Regulations and the requirements of the referenced Standards or these specifications, the provisions of the more stringent shall govern.

HAZARDOUS MATERIAL IDENTIFICATION AND MATERIAL SAFTEY DATA

1.01 REQUIREMENTS

A. “IAW FAR Clause 52.223-3, each Contractor must provide the Contracting Office

(CO) with a list of proposed Hazardous Materials (HAZMAT) that it plans to use on the installation during the performance of the contract. IAW AFI 32-7086, contractors must obtain Air Force authorization prior to using HAZMAT on an Air

Force installation, and must report usage data to the Environmental and

Occupational Health Office (RIOCV). This includes fuels used to run generators and other construction/maintenance equipment.

1. Contractors shall submit through the CO to RIOCV, Safety Data Sheets

(formerly known as Material Safety Data Sheets or MSDS’s), for all potentially hazardous materials/products that will be brought on to the installation.

2. RIOCV will review all potentially hazardous materials and identify the materials deemed as HAZMAT that require tracking. RIOCV may remove any materials from consideration for use by the Contractor that contain ingredients prohibited buy the AF or other regulatory agency.

3. RIOCV will communicate to the Contracting Officer Representative the list of

HAZMAT that will require AF-EESOH-MIS tracking. Those materials will require the completion of one Hazardous Materials Worksheet per HAZMAT by the

Contractor (except for portions reserved by RIOCV). RIOCV will provide the

Hazardous Material Worksheet to the Contractor and can assist the Contractor with this documentation if requested.

4. RIOCV will complete their portion on the Hazardous Material Worksheet and load all information from the Worksheets into the AF-EESOH-MIS data system. The Contractor will retain a copy of their Hazardous Material

Worksheet for the duration of the specified project.

5. If the contractor needs to bring a material on the installation that was not included in the original HAZMAT listing, the contractor must first notify the CO and then obtain prior authorization, if RIOCV determines the material to be a

HAZMAT.

6. The Contractor will submit a Contractor Material Usage Data Sheet provided by RIOCV to the CO once a month for contracts over 60 days. For contracts less than 60 days, a Material Usage Data Sheet will be submitted by the

Contractor to CO at the completion of the contract.

7. The CO will provide a copy of the Usage Data Sheet to RIOCV.

8. Any HAZMAT brought on site for the contract and not used in its entirety will be removed from the installation by the Contractor. If HAZMAT can be used in another contract at this installation, please contact RIOCV for assistance.

1.01 SCOPE OF WORK

A. Furnish and install equipment and materials required to provide a complete electrical system.

1.02 REQUIREMENTS

A. Systems shall conform with the applicable portions of American National Standards

Institute (ANSI), Institute of Electrical and Electronics Engineers (IEEE), Insulated

Power Cable Engineers Association (IPCEA), National Electrical Manufacturer’s

Association (NEMA), International Electrical Testing Association (INETA) and the associated utility company standards.

B. Systems shall conform with the applicable portions of the requirements set forth in the National Electrical Code (NFPA-70).

C. Components and/or systems tested by Underwriters Laboratories, or other suitable nationally recognized independent testing laboratories, shall bear the associated label, seal or stamp of conformance.

1.03 CONNECTIONS TO EXISTING EQUIPMENT

A. Furnish and install branch circuits serving equipment that is existing in accordance with the sizes and locations shown on the drawings, complete with final connections, including provisions for disconnects and receptacles as required.

1.07 FABRICATION DRAWINGS, MATERIAL LISTS AND EQUIPMENT

SUBMITTALS

A. Unless otherwise noted or herein specified, the following is required:

1. Material lists:

a. Wire and conduit.

b. Supporting systems.

c. Overcurrent protection devices.

d. Fuses.

e. Grounding systems components.

2. Equipment submittals:

a. Panelboards.

c. Pad mounted distribution transformers.

d. Pad mounted gear.

3. Record drawings.

4. Maintenance manuals.

2.01 ACCEPTABLE MANUFACTURERS

A. Materials and equipment shall be in strict accordance with the parameters herein specified.

B. Material and/or equipment of the same category (e.g.: service entrance equipment, panelboards, load centers, circuit breakers, receptacles, switches, etc.)

shall be of the same manufacturer; special systems which are a composite of several manufacturer’s components (e.g., fire alarm, security alarm, communication) shall be supplied and serviced by a single source of responsibility.

2.02 ACCESSORIES AND COMPONENTS

A. It is the intent of this specification that systems and equipment shall be complete with the necessary quantity of accessories and components required to insure a properly functioning installation.

3.01 INSTALLATION

A. Unless otherwise noted or herein specified, materials and equipment shall be installed in strict accordance with the manufacturer’s recommendations.

B. Electrical work herein specified and/or noted shall be executed in strict conformance with the National Electrical Code.

3.02 REMOVALS

A. The disposal of associated components containing asbestos and/or polychlorinate biphenyls (PCB’s) shall be in strict conformance with governing federal, state and local regulations.

3.03 SUPPORTS

A. Provide auxiliary steel (beams, channels, angles, formed shapes, etc.) required to properly support equipment and distribution systems.

B. Utilize galvanized components (wherever practical) or field apply 2 coats of corrosion resistant primer.

3.04 RECORD DRAWINGS

A. Promptly record (in a neat, legible and red-color-only accentuated fashion, on a complete, designated set of contract documents containing no other markings) significant differences reflected by the actual installation (sizes, capacities, locations and features of distribution systems and equipment).

B. Thoroughly review such recordings weekly with the Contracting Officer’s Technical

Representative and submit the completed set at the completion of work.

C. Additionally, prepare appropriately scaled drawings showing conduit locations below grade and within concrete slabs.

3.05 MAINTENANCE MANUAL

A. Manuals shall contain copies of approved fabrication drawings, material lists and equipment submittals, equipment operation/maintenance bulletins and names, addresses and telephone numbers relative to parts and service.

3.06 INSPECTION

A. Obtain New York Board of Fire Underwriters (NYFBU) or Independent Electrical

Inspection Agency (IEIA) inspection certificate and deliver to the Contracting

Officer.

3.07 PERFORMANCE

A. Disconnect switches:

1. Furnish and install disconnect switches in strict accordance with National

Electrical Code.

3.08 POWER DISTRIBUTION SYSTEM CHECK OUT

A. Subsequent to testing, concurrently energize related branch circuit loads on a feeder-by-feeder basis and correct associated phase imbalance.

3.09 INSTRUCTION

A. Provide thorough, organized instruction regarding equipment and systems operation to the Contracting Officer’s Technical Representative (secure written acknowledgement and forward to the Contracting Officer).

CUTTING AND PATCHING

1.01 DESCRIPTION

A. Cutting and patching covers adjustment to, and necessary reworking of, elements of construction in both new and existing work. The following definitions for cutting and patching apply to this Contract:

1. Cutting:

a. Physical modification of construction work, both new and existing, or removal of existing or installed materials, excluding excavation and earthwork.

2. Patching:

a. Restoration or replacement and installation of construction material, both new and existing, including finishing and patching.

C. Provide equipment, labor and incidentals necessary for cutting and patching as required for the installation of all work.

D. Provide lintels capable of supporting wall construction above openings that are cut in existing walls.

2.01 MATERIALS FOR REPLACEMENT OF WORK REMOVED

A. Comply with specifications for type of work to be done.

3.01 INSPECTION

A. Prior to cutting, drilling or removal, investigate both sides of the surface involved.

Determine the exact location of structural members.

B. Inspect existing condition of work, including elements subject to movement or damage during cutting and patching.

C. After uncovering work, inspect conditions affecting installation of new products or performance of the work.

3.02 PREPARATION

A. Provide shoring, bracing and supports as required to maintain structural integrity of existing construction.

B. Provide protection for materials on adjacent surfaces from damage.

C. Provide protection when work will be exposed to the elements.

3.03 PERFORMANCE

A. Each trade shall be responsible for the moving, removal, cutting, patching, and repair to work under his supervision including coordination with other trades so as to cause the least damage to each type of work encountered, and so as to return the building as much as possible to the appearance of new work. Patching of finish materials shall be assigned to mechanics skilled in the work of the finish trade involved.

B. Patching:

1. Where any portion of an existing finished surface is damaged, lifted, stained, or otherwise made or found to be imperfect, patch or replace the imperfect portion of the surface with matching material.

2. Provide adequate support or substrate for patching of finishes.

3. If the imperfect surface was a painted or coated one, repaint or recoat the patch portion in such a way that uniform color and texture over the entire surface results.

4. Where the surrounding surface cannot be matched, repaint or recoat the entire adjoining floor, wall or ceiling.

5. Fit work airtight to pipes, sleeves, ducts, conduit and other penetrations through surfaces.

C. Transitions:

1. Where new work abuts or finishes flush with existing work, make the transition as smooth and workmanlike as possible. Patched work shall match existing adjacent work in texture and appearance to make the patch or transition reasonably imperceptible to the eye.

2. Where masonry, or other finished surface is cut in such a way that a smooth transition with new work is not possible, terminate the existing surface in a neat fashion along a straight line at a natural line of division and provide trim appropriate to the finished surface as approved by the Contracting Officer or his/her authorized representative.

3. Where two or more spaces are indicated to become one space, rework floors and ceiling so that horizontal planes are without breaks, steps or bulkheads.

4. Mechanically or chemically treat existing substrates to obtain compatibility with newly applied materials.

D. Matching:

1. Restore existing work damaged during construction to a condition acceptable to the Contracting Officer or his/her authorized representative.

2. Where partitions or walls are removed, patch the floors, walls and ceilings with finish materials to match adjacent finishes.

3. Remove existing surfacings which may tend to cause delaminations of new surfacings from existing substrates.

E. Overall requirement that the work be completed:

1. Where a product or type of construction occurs in the existing building, and it is not specified as a part of the new work, provide such products or types of construction as needed to patch, extend or match the existing work.

F. Exercise extreme care to maintain the integrity of dampproofing, waterproofing, and roofing materials. Repair defective existing materials damaged by penetrations and preparations required for installation of the new work.

3.04 REPAIR

A. Replace work damaged in the course of alterations.

B. If the repaired work is not brought up to the standard for new work, the

Contracting Officer or his/her authorized representative will direct that it be cut out and replaced with new work.

3.05 FIRE/SMOKE PENETRATIONS

A. All penetrations through fire-rated or smoke partitions require sleeves, fire-taping and fire-safing:

1. Fire-tape and seal between drywall and sleeve.

2. Fire-safe between the sleeve and the pipe, duct, conduit, etc.

B. Penetrations through the existing concrete floor require fire-safing/sealant:

1. Maintain fire rating of system that has been penetrated.

C. Products:

1. USG Fire Stop System.

2. Tremco Fire Stopping Systems.

CLEARING, GRUBBING AND REMOVALS

A. Remove structures, fences, pavements and other miscellaneous items and trees and other vegetative cover as shown on the drawings or as required to complete the work.

B. Maintain and protect all benchmarks, monuments and reference points. If the benchmarks, monuments or reference points are disturbed or destroyed, they shall be replaced to the satisfaction of the Contracting Officer or his/her authorized representative at the Contractor’s expense.

C. Protect and barricade, where necessary, existing trees, shrubs, sidewalks and other features outside the work limits, and within the work limits where designated, from damage due to this construction.

D. State and local requirements shall govern the disposal of materials from clearing and grubbing operations.

NOT USED.

3.01 CLEARING

A. Unless otherwise indicated or noted on the drawings, the limits of clearing shall be

10 feet beyond the limits of grading.

B. Remove slabs and foundations of demolished structures, walks and paving within the clearing limits.

C. Trees, shrubs, sidewalks and other miscellaneous features damaged or removed during the performance of the work that are not designated for removal shall be replaced by the Contractor, to the satisfaction of the Contracting Officer or his/her authorized representative, at no cost to the Government.

3.02 GRUBBING

A. The limits of grubbing shall coincide with the clearing limits.

B. Remove all stumps, roots over 4 inches in diameter and matted roots. The removal shall be to a depth not less than 18 inches below the original ground level.

Unless further excavation is required, depressions made by grubbing shall be filled and compacted with common earth to the density of the surrounding soil such that the surface conforms to the contour of the adjacent ground.

C. Remove topsoil to its full depth and stockpile separately from other excavated materials and preserve for reuse. Provide silt fence as required to control water borne sediments.

3.03 TRIMMING

A. Provide trimming and protection of trees and root systems that are to remain but interfere with, or are close to, new construction. Obtain approval for trimming from the Contracting Officer or his/her authorized representative.

3.04 DISPOSAL

A. All logs, stumps, roots, cuttings and other material resulting from clearing, grubbing and removal operations shall be removed from the site and legally disposed of by the Contractor.

B. Burning of waste materials is prohibited on or off site.

C. Unless otherwise indicated, all salvageable material from the clearing, grubbing and removal operations shall become the property of the Contractor.

SELECTIVE DEMOLITION

1.01 SUMMARY

A. In accordance with pertinent provisions of this section, carefully demolish and remove from the site those items scheduled to be so demolished and removed.

1.02 QUALITY ASSURANCE

A. Use adequate numbers of skilled workmen who are thoroughly trained and experienced in the necessary crafts and who are completely familiar with the specified requirements and methods needed for proper performance of the work of this section.

3.01 SURFACE CONDITIONS

A. Examine the areas and conditions under which work of this section will be performed and correct conditions detrimental to timely and proper completion of the work. Do not proceed until unsatisfactory conditions are corrected.

3.02 DEMOLITION

A. By careful study of the Contract Documents, determine the location and extent of selective demolition to be performed.

B. In company with the Contracting Officer or his/her authorized representative, visit the site and verify the extent and location of selective demolition required:

1. Carefully identify limits of selective demolition required.

2. Mark interface surface as required to enable workmen to also identify items to be removed and items to be left in place intact.

C. Prepare and follow an organized plan for demolition and removal of items:

1. Shut off, cap and otherwise protect existing public utility lines in accordance with the requirements of the public agency or utility having jurisdiction.

2. Completely remove all items scheduled to be demolished and removed, leaving surfaces clean, solid and ready to receive new specified materials.

3. In all activities, comply with pertinent regulations of governmental agencies having jurisdiction.

D. Demolished material shall be considered to be the property of the Contractor and shall be completely removed from the site.

E. Use means necessary to prevent dust becoming a nuisance to the public, neighbors and other work being performed on or near the site.

3.03 REPLACEMENTS

A. In the event of demolition of items not so scheduled to be demolished, promptly replace such items to the approval of the Contracting Officer or his/her authorized representative at no additional cost to the Government.

EARTHWORK

A. Excavate, load, haul, place and compact all soil materials necessary to install underground utilities and grade the site to the elevations indicated on the drawings.

1.02 DEFINITIONS

A. EXCAVATION consists of the removal of material encountered to subgrade elevations and the reuse or disposal of materials removed.

B. SUBGRADE is the uppermost surface of an excavation or the top surface of a fill or backfill immediately below subbase, fill or topsoil materials.

C. PIPE SUBGRADE is the bottom surface of a trench excavation upon which bedding material is placed.

D. BORROW is soil material obtained off site from approved sources when sufficient approved soil material is not available from excavations.

E. UNAUTHORIZED EXCAVATION consists of removing materials beyond indicated subgrade elevations or dimensions without direction by the Contracting Officer or his/her authorized representative. Unauthorized excavation, as well as remedial work directed by the Contracting Officer or his/her authorized representative, shall be at the Contractor’s expense.

1.03 PROJECT CONDITIONS

A. Existing utilities:

1. Do not interrupt existing utilities serving facilities occupied by the

Government or others except when permitted in writing by the Contracting

Officer or his/her authorized representative, and then only after acceptable temporary utility services have been provided.

a. The known structures, potable water, sewers and drains, manholes, pavements, walls, fences, poles, electric lines and similar features located on or adjacent to the proposed work site are shown on the drawings. The information is provided for the convenience of the

Contractor but may not be complete or without error. The size and location of underground structures and utilities may be inaccurate and other obstructions may be encountered. The Contractor shall perform his own inspection of the work site and not solely rely upon the information shown on the drawings.

b. Provide a minimum 72 hours notice to the Government and receive written approval before interrupting any utility.

2.01 SOIL MATERIALS

1. Provide approved borrow soil materials from off site when sufficient approved soil materials are not available from excavations.

B. Select earth:

1. Previously excavated material free from clay, loam, organic material, debris, frozen material and containing only small amounts of stones, pebbles or lumps over 1 inch in greatest dimension, but non over 2 inches in greatest dimension.

C. Common earth:

1. Previously excavated material, consisting of clay, loam, sand, gravel, topsoil and similar material, free from debris and frozen materials; may contain some stones, pebbles, lumps and rock fragments up to 6 inches in largest

D. Unstable material:

1. Debris, soft or loose earth or other material which will not provide sufficient bearing capacity to satisfactorily support pipes, backfill, structures or other work placed thereon.

E. Pipe bedding material:

1. As specified in specification for utility or as shown on drawings.

F. Unsuitable material:

1. Excavated material which does not meet specification requirements for fill or backfill purposed, including “unstable material”.

2.02 WARNING TAPE

A. 3.5 mils thick, 2 inches to 6 inches wide, detectable, appropriate APWA color code, heavy duty polyethylene.

3.01 PREPARATION

A. Protect structures, utilities, sidewalks, pavements and other facilities from damage caused by settlement, lateral movement, undermining, washout and other hazards created by earthwork operations. Repair or replace at Contractor’s expense items damaged or destroyed as a result of the work.

B. Provide erosion control measures to prevent erosion or displacement of soils and discharge of soil-bearing water runoff or airborne dust to adjacent properties and walkways.

3.02 DEWATERING

A. Prevent surface water and subsurface or ground water from entering excavations, from ponding on prepared subgrades and from flooding project site and surrounding area.

3.03 EXCAVATION

A. Explosives:

1. DO NOT USE EXPLOSIVES.

B. Excavation is unclassified and includes removal, loading, hauling and placement of all materials of every name and nature to the required subgrade elevations.

C. Strip and stockpile topsoil for later reuse, separate from other excavated materials.

3.04 STABILITY OF EXCAVATIONS

A. Comply with OSHA, Industrial Code, Local Codes, Ordinances and requirements of authorities having jurisdiction to maintain stable excavations.

3.05 EXCAVATION FOR TRENCHES

A. Excavate trenches to uniform widths to provide a working clearance on each side of pipe or conduit. Excavate trench walls vertically from trench bottom to 8 inches higher than top of pipe or conduit, unless otherwise indicated.

3.06 UNAUTHORIZED EXCAVATION

A. Where indicated widths of utility trenches are exceeded, provide stronger pipe or special installation procedures as required by the Contracting Officer or his/her authorized representative.

3.07 STORAGE OF SOIL MATERIALS

A. Stockpile excavated materials acceptable for backfill and fill soil materials, including acceptable borrow materials. Stockpile soil materials without intermixing.

Place, grade and shape stockpiles to drain surface water. Cover to prevent windblown dust. Provide silt fences to contain water borne sediments.

3.08 UTILITY TRENCH BACKFILL

A. Place and compact bedding courses on trench subgrade. Shape bedding to provide continuous for bells, joints and barrels of pipes and for joints, fittings and bodies of conduits:

1. Carefully compact material under pipe haunches and bring backfill evenly up on both sides and along the full length of utility piping or conduit to avoid damage or displacement of utility system.

B. Place and compact initial backfill of select earth material to a height of 12 inches over the utility pipe or conduit.

C. Coordinate backfilling with utilities testing.

D. Install warning tape directly above utilities, 6 to 12 inches below finished grade, unless otherwise shown.

3.09 FILL

A. Preparation:

1. Remove vegetation, topsoil, debris, wet and unsatisfactory soil materials, obstructions and deleterious materials from ground surface prior to placing fills:

a. Plow strip, or break up sloped surfaces steeper than 1 vertical to 4 horizontal so fill material will bond with existing.

B. When subgrade or existing ground surface to receive fill has a density less than that required for fill, break up ground surface to depth required, pulverize, moisture-condition or aerate soil and recompact to required density.

3.10 MOISTURE CONTROL

A. Uniformly moisten or aerate subgrade and each subsequent fill or backfill layer before compaction to within 2 percent of optimum moisture content.

3.11 COMPACTION

A. Place backfill and fill materials in compacted layers not more than 12 inches in loose depth for material compacted by heavy compaction equipment and not more than 6 inches in loose depth for material compacted by hand operated tampers.

B. Place backfill and fill materials evenly on all sides of structures to required elevations. Place backfill and fill uniformly along the full length of each structure.

C. Percentage of maximum dry density requirements:

1. Compact soil to not less than the following percentages of maximum dry density according to ASTM D 1557:

a. Under pavements, walks and shoulders, compact each layer of backfill or fill material to 95 percent maximum dry density.

b. Under lawn or unpaved areas, compact to 90 percent maximum dry density.

3.12 GRADING

1. Uniformly grade areas to a smooth surface, free from irregular surface changes. Comply with compaction requirements and grade to cross sections, lines and elevations indicated.

a. Provide a smooth transition between existing adjacent grades and new grades.

B. Site grading:

1. Slope grades to direct water away from buildings and to prevent ponding.

Finish subgrades to required elevations within the following tolerances:

a. Lawn or unpaved areas: Plus or minus 0.10 foot.

b. Pavements: Plus or minus 1/2 inch.

3.13 PROTECTION

A. Protecting graded areas:

1. Protect newly graded areas from traffic, freezing and erosion.

2. Keep free of trash and debris.

B. Repair and re-establish grades to specified tolerances where completed or partially completed surfaces become eroded, rutted, settled or lose compaction due to subsequent construction operations or weather conditions.
