About this file
This document outlines the requirements for a multiple award indefinite-delivery, indefinite-quantity research and development contract. The Air Force Research Laboratory, Information Directorate, Rome NY requires research, development, enhancement, and integration of technologies to develop digital signal processing capabilities that will scan through the Radio Frequency spectrum to detect high priority emissions. Work will also include providing collection, detection, exploitation and geo-location capabilities of emerging signals of interest to various collection platforms. Anticipated deliverables include technical documentation, technical reports, software, and hardware. The total ordering period is sixty months with a maximum value of approximately $49.9 million. Offerors must have a Top Secret facility clearance at the prime level and any subcontractor level where work will be performed. Foreign participation will be excluded at the prime level. The North American Industry Classification System code is 541715 and small businesses must have 1000 employees or fewer. The solicitation will be issued on the beta SAM website and questions can be directed to the specified Contract Specialist and Contracting Officer.

4.0 TECHNICAL REQUIREMENTS
4.1 Develop real-time signal processing solutions for Command and Control (C2) and Size Weight and Power (SWAP) constrained platforms to exploit next-generation 5G communications waveforms and associated technologies. The solutions must be effective to address the appropriate aspects and maximize the return on investment of the following concepts: Increased Data Volume (1000x over 4G), Decreased Network Latency (approx. 1 ms), Faster data-transfer speeds (1-10Gbps), and More Devices (up to 1000 per square km). Also address appropriate exploits for the following novel communications strategies with respect to SIGINT and Cyber algorithm development.
4.1.1 Develop strategies for interception and interference mitigation of Millimeter Wave frequencies (30GHz – 300GHz).
4.1.1.1 Research and develop geolocation algorithms for Millimeter wave frequencies using algorithms such as: TOA/TDOA (Time of Arrival/Time Difference of Arrival), FOA/FDOA (Frequency of Arrival/Frequency Difference of Arrival), AOA (Angle of Arrival), or other appropriate and novel algorithms.
4.1.2 Develop strategies for interception of Small Cell transmissions. Address mitigation of multiple cells under simultaneous collection conditions.
4.1.3 Research and develop strategies and algorithms for interception and exploitation of multiple separate and combined 5G transmission innovations:
4.1.3.1 Mitigation of Massive MIMO (Multiple-Input Multiple-Output).
4.1.3.2 Develop hardware and/or software technologies to intercept beamformed transmissions.
4.1.3.3 Develop synchronized intercept algorithms for interception and reconstruction of Full Duplex communications technologies.
4.1.4 Research SIGINT and Cyber aspects of Software Defined Networking (SDN) and Network Functions Virtualization (NFV) algorithms and their applications to 5G communications.
4.2 Develop software solutions, and algorithms in an environment that supports a common open framework architecture. The architectures used could be open source such as REDHAWK Tactical Open Architecture (TOA), OpenCPI or be Government-provided such as Open Mission Systems.
4.2.1 Further develop the current state of REDHAWK and TOA frameworks..
4.2.2 Refine existing and add new capabilities for OATL using the standard development architectures noted in paragraph 4.2 or other new architectures as appropriate.
4.2.3 Integrate and test new signal capabilities in a variety of open architectures to adhere to Government and effectiveness standards.
4.2.4 Research and identify any emerging platform hardware for possible inclusion by the OATL facility team for V&V testing as needed.
4.3 Perform data collection and processing analysis, demonstrated through simulated real-world environment at the USAF Stockbridge Test Facility to support SIGINT system testing and evaluations.
4.4 Reports and Documentation
4.4.1 Continually determine the status of the effort and report progress toward accomplishment of Contract requirements. (See CDRL, A001) 4.4.2 Continually determine the status of funding required for contract performance. (See CDRL, A002)
4.4.3 Conduct oral presentations at such times and places as designated in the contract schedule. These presentations shall provide the status of the technical progress made to date in the performance of the contract. (See CDRLs, A003 and A004)
4.4.4 Document all technical work accomplished and information gained during the performance of this acquisition. This shall include all pertinent observations, nature of problems, positive as well as negative results, and design criteria established, where applicable: also procedures followed, processes developed, “Lesson Learned", etc. The details of all technical work shall be documented to permit full understanding of the techniques and procedures used in evolving technology or processes developed. Separate design, engineering, or process specifications delivered during this acquisition shall be cross-referenced to permit a full understanding of the total acquisition. (See CDRL, A007)
4.5 Software. Deliver all hardware and computer software developed, assembled, or acquired to be completely maintainable and modifiable without reliance on any non-delivered computer programs or documentation in accordance with the Contract schedule and the following:
4.5.1 Deliver all computer software developed under this effort as source and object (executable) code. (See CDRL, A005)
4.5.2 Provide complete software documentation to include installation, user, and maintenance instructions. (See CDRL, A006)
