About this file

This document contains a Statement of Work and pre-solicitation notice for a research and development contract. The Air Force Research Laboratory is seeking proposals to develop digital signal processing capabilities to detect signals of interest across the radio frequency spectrum and provide collection, detection, and geolocation of emerging signals. Work will include real-time processing solutions, automatic extraction of signal contents, and rapid prototyping of fieldable technologies. Offerors should monitor the Beta SAM website for release of the solicitation expected in March 2020, with a contemplated multiple award ID/IQ contract structure and maximum budget of $49.9 million over five years. Proposals are due 60 days after solicitation and awards will be cost-plus-fixed-fee orders. A facility security clearance is required at the prime level to handle classified work.

UNICORN BLUE – NETWORK OPERATIONS IDENTIFICATION AND SENSING ENVIRONMENT (NOISE)

(Task Order No. FA8750-20-F-1003)

PCSN G-0-2354

20 MAY 2020

(Solicitation Number FA8750-20-R-1001) Attachment No. 1 4.0 TECHNICAL REQUIREMENTS. The Contractor shall accomplish the following:

4.1 Conduct rapid Research & Development (R&D), design, prototyping, demonstration, scenario development, experimentation and evaluation, integration, testing, technical installation, and transition for ISR and/or cyber related activities. When applicable, usage of open architecture frameworks shall be used for development of software capabilities. Installation and fielding of developed technologies shall be accomplished with coordination of Government (both AFRL & Transition Partner) entities.

4.1.1 Develop real-time signal processing solutions for Command and Control (C2) and Size Weight and Power (SWAP) constrained platforms that break down complex defense system communication links to isolate specific data of interest and then stream results in real-time to national level consumers. The solutions must show effectiveness in both Radio Frequency (RF) and Cyber domains and be capable of accessing, creating and observing adverse effects within critical communications paths for defense systems. Demonstrated effects cannot simply be the result of electromagnetic interference, jamming, or denial of service and must demonstrate a detailed knowledge of RF and Cyber signal characteristics, external and internal structures, and data fields.

4.1.2 Develop capable solutions to perform high quality waveform captures of known and unknown wireless communication systems which are subject to degrading or degraded environmental effects to include co-channel, narrow and wideband interference or multipath fading while still ensuring maximum dynamic range of targeted emissions in order to consistently recover the original transmission content and data.

4.1.3 Develop tools and techniques to provide detection of specific uncooperative data of interest in adverse, contested and continuously changing active and passive collection environments.

4.1.4 Provide robust and interactive data analysis tools to enable search and survey capabilities for non-standard communication technologies or techniques.

4.1.5 Incorporate advanced machine learning and artificial intelligence methodologies to allow for autonomy to remote sensor operations.

4.1.6 Implement a mechanism to provide logical security, C2, software and firmware updates to multiple remote sensors or platforms, and provide on-demand loading of specific target processing capabilities.

4.1.7 Incorporate security hardening measures to include encryption of software payloads until point of use.

4.1.8 Create application modules that reside within network structures to perform content parsing, validation of data structures and automated detection of anomalies or effects.

4.2 Reports and Documentation

4.2.1 Continually determine the status of the effort and report progress toward accomplishment of Contract requirements. (See CDRL, A001) 4.2.2 Continually determine the status of funding required for contract performance. (See CDRL, A002)

4.2.3 Conduct oral presentations at such times and places as designated in the contract schedule. These presentations shall provide the status of the technical progress made to date in the performance of the contract. (See CDRLs, A003 and A004)

4.2.4 Document all technical work accomplished and information gained during the performance of this acquisition. This shall include all pertinent observations, nature of problems, positive as well as negative results, and design criteria established, where applicable: also procedures followed, processes developed, “Lesson Learned", etc. The details of all technical work shall be documented to permit full understanding of the techniques and procedures used in evolving technology or processes developed. Separate design, engineering, or process specifications delivered during this acquisition shall be cross-referenced to permit a full understanding of the total acquisition. (See CDRL, A007)

4.3 Software. Deliver all hardware and computer software developed, assembled, or acquired to be completely maintainable and modifiable without reliance on any non-delivered computer programs or documentation in accordance with the Contract schedule and the following:

4.3.1 Deliver all computer software developed under this effort as source and object (executable) code. (See CDRL, A005)

4.3.2 Provide complete software documentation to include installation, user, and maintenance instructions. (See CDRL, A006)
