About this file

This document is a Response Matrix of Industry Questions and Answers for the Command and Control Simulation Environment for Training (C2SET) program. The C2SET program is being conducted by the United States Air Force AFLCMC/C3CO (Kessel Run) to understand capabilities related to sustaining, building, integrating, and modernizing Modeling, Simulation, and Analysis (MS&A).

The key details are: The C2SET program has objectives to simulate and stimulate the AOC WS and other CFACC/JFACC/C5ISR/CJADC2 applications, sustain and maintain the C2SET fielded capabilities, continue to modernize existing air warfare simulation capabilities, and maintain interoperability with the ASCCE network. The government is interested in understanding industry's plans for migrating from AWSIM to AFSIM, experience with data fabrics like MSSV, and ability to support the established C2SET technology stack. The government is holding a virtual and in-person C2SET Industry Day on September 4-5, 2024 in Bedford, Massachusetts to provide a program overview and conduct one-on-one sessions. There is no current multi-cloud requirement for C2SET.

20 Q&A Question 20 Industry Day Posting n/a Substantive

How does KR currently use NSA ‘Raise the Bar’ (RTB) cross domain solutions? Describe how they are used currently, and which flows are needed (i.e. UàS, SàTS, TSàS, TSàU etc).

C2SET doesn't have a requirement to use NSA ‘Raise the Bar’ (RTB) cross domain solutions

21 Q&A Question 21 Industry Day CRM n/a Substantive

“All C2SET components will be GOTS, open source or GPR”. Please confirm COTS will be part of/integrated with

C2SET, i.e., MS Office, best of breed M&S training tools—MDO CGFs, LVC comms, AAR, analytic, cross-domain solutions, cybersecurity RMF tools? If not, the AOC warfighter is not fully served.

The C2SET system has no requirements to integrate COTS tools within its deployment. COTS tools can be used in the support of C2SET development and execution and could integrate with COTS tools. However, the Government understands the need for flexibility and that there are potential COTS products that may benefit the application. The Government will add the wording, "All C2SET components will be GOTS, open source, or GPR where applicable."

22 Q&A Question 22 Industry Day CRM n/a Substantive

COTS products are typically Restricted Rights. If built to open-standards, then there is no vendor lock, and the
