19 Q&A Question 19 Industry Day Posting n/a Substantive What is KR's multi-cloud strategy? What impact levels does

KR need multi-cloud?

There is no current multi-cloud requirement for C2SET.

20 Q&A Question 20 Industry Day Posting n/a Substantive

How does KR currently use NSA ‘Raise the Bar’ (RTB) cross domain solutions? Describe how they are used currently, and which flows are needed (i.e. UàS, SàTS, TSàS, TSàU etc).

C2SET doesn't have a requirement to use NSA ‘Raise the Bar’ (RTB) cross domain solutions

21 Q&A Question 21 Industry Day CRM n/a Substantive

“All C2SET components will be GOTS, open source or GPR”. Please confirm COTS will be part of/integrated with

C2SET, i.e., MS Office, best of breed M&S training tools—MDO CGFs, LVC comms, AAR, analytic, cross-domain solutions, cybersecurity RMF tools? If not, the AOC warfighter is not fully served.

The C2SET system has no requirements to integrate COTS tools within its deployment. COTS tools can be used in the support of C2SET development and execution and could integrate with COTS tools. However, the Government understands the need for flexibility and that there are potential COTS products that may benefit the application. The Government will add the wording, "All C2SET components will be GOTS, open source, or GPR where applicable."

22 Q&A Question 22 Industry Day CRM n/a Substantive

COTS products are typically Restricted Rights. If built to open-standards, then there is no vendor lock, and the

Government can leverage the agility of industry, especially small business.

Refer to Question 21 Response.

23 Q&A Question 23 Industry Day CRM n/a Substantive NAICS Code 541512, $34M limits a prime's ability to fully support AFAMS and AFAMS customers; suggest NAICS

Code 541330 (Exception 1), $47M The Government will review the NAICS Code as suggested.

Industry Day Q&A

Question 1 Industry Day Presentation n/a Substantive

If a contractor has inside knowledge into a key piece of the technology used in the program which is not accessible to other providers, is this an OCI?

Not necessarily. These sorts of issues are fact-specific and analyzed on a case-by-case basis. Part of such analysis depends on what the technology is, who developed it and how, and whether it was required by the contract or whether its use was determined by the contractor as its approach to performing the contract. A person or firm’s familiarity with the type of work required is generally not, by itself, evidence of an unfair competitive advantage. Normally no conflict due to unequal information exists when the knowledge is due to a natural competitive advantage, and generally incumbency does not create an OCI unless there are hard facts that the incumbent prepared the RFP, set its ground rules, had unequal access to non-public information of the nature that gives rise to an OCI, or otherwise has impaired objectivity.

Industry Day Q&A

Question 2 Industry Day Presentation n/a Substantive Is the natural advantages of incumbency defined anywhere?

There is no hard-set definition, but GAO case law provides insight into this topic. For instance, GAO has explained just last year that “It is well settled that an offeror may possess unique information, advantages, and capabilities due to its prior experience under a government contract as an incumbent contractor, and the government is not required to equalize competition to compensate for such an advantage unless there is evidence of preferential treatment or other improper action. The existence of an incumbent advantage, in and of itself, does not constitute preferential treatment by the agency, nor is such a normally occurring advantage necessarily unfair.” Similarly, in 2020 it explained “there is simply no requirement that an agency equalize competition to compensate for the advantage an offeror may possess based on unique information, advantages, and capabilities due to its prior experience under a government contract, either as an incumbent contractor or otherwise, absent evidence of preferential treatment or other improper action.”

Industry Day Q&A

Question 3 Industry Day Presentation n/a Substantive

What efforts are being made to sync AFSIM to the Army WARSIM construct?

Both C2SET and their air model will federate with joint partners. That includes JLVC, which is JS/J7 out of Suffolk hosting that federation. They host exercises, care of the people, the objectives, and the requirements of the exercises. Part of that handles the simulation, whether that's Air, Army, Navy, etc. WARSIM has just started federating with JLVC. JLCCTC is the Army's federation, which is where WARSIM played a huge role. JLCCTC is complete and in sustainment, and now we're looking at what's next.

Industry Day Q&A

Question 4 Industry Day Presentation n/a Substantive

On slide 47, on C2SET & AFMSTT, is it safe to assume C2SET doesn't need to maintain TBMCS integration?

Currently, there is AOC WS and the modernization AOC WS, with legacy model, air model, and the modernization air model. Our focus right now is the FY24 road map in making sure that modernizing that 2 components can integrate at the completion of this year, next year we'll focus back on TBMCS integration and provide backwards compatibility.

Industry Day Q&A

Question 5 Industry Day Presentation n/a Substantive Is the Schoolhouse at Hurlburt?

There are multiple schoolhouses in regards to our discussion. Speaking to ACEIOS Toolset with Intel Community at Goodfellow AFB, AOC WS has a schoolhouse at the 505th at Hurlburt AFB. During an exercise, we're working closely with the AOC fields down range to carry out the training in real time with the 505th. There's a huge user base at the 505th.

Industry Day Q&A

Question 6 Industry Day Presentation n/a Substantive What's driving the choice of C++?

The advance framework for simulation integration and modeling is that AFRL provided capability that is built in C++ as their code base. The program, as users of AFSIM, have provided plugins to assume we can develop our code within C++ that integrates with the framework to AFSIM so that those behaviors can be executed and represented ATO mission sets.

Our tech stack includes Java, JavaScript, C++, and a number of different codes languages.

Industry Day Q&A

Question 7 Industry Day Presentation n/a Substantive

Regarding service data layers, how is the Government doing the message passing between these memory blocks?

MSSV is used as the data framework for the internal C2SET components and has a sub/pub architecture where clients subscribe to interactions they are interested in.

Response Matrix of Industry Q&A for the C2SET program

This Q&A does not constitute an Invitation for Bids (IFB) or a Request for Proposals (RFP) nor does its issuance restrict the Government as to its ultimate acquisition approach. The Government will not reimburse firms for any costs associated with preparing or submitting a response to this notice.

Industry Day Q&A

Question 8 Industry Day Presentation n/a Substantive

How does the C2SET Prime Contractor make code changes to MSSV?

As part of the program office's current agreement with PEO STRI, The program can make any changes to the code base as we need to. Over time, the program has branched off to our own version, however, moving forward, we're looking to change that, and link back with PEO STRI's upgraded version, and overall contribute back to the PEO STRI code base.

Industry Day Q&A

Question 9 Industry Day Presentation n/a Substantive

Can you elaborate on the requirement for the data transfer improvement and for MSSV's data fabric? How mature is the data fabric? It sounds more like data link.

MSSV is fielded and used today in a number of PEO STRI products. A very mature product. It can interact with different models, and only listen for what its needed and not everything.

Industry Day Q&A

Question 10 Industry Day Presentation n/a Substantive

Regarding the question above, what types of improvements is the Government looking for?

Primarily the way it works is your model entity is developed to its try and create the minimal amount of memory used possible. The model is very customizable to the use case. So we need to make sure that the Air Force requirements, like an aircraft has all the different models, which is the customization asepct.

Industry Day Q&A

Question 11 Industry Day Presentation n/a Substantive

The way you describe the interface between MSSV and the models and the customization requirements, are there standard interfaces that have been defined? With emphasis on modular architecture and interfaces, how does industry get access to that in order to determin how we'll respond to the RFP?

The information will be released to industry as part of the bidder's library.

Industry Day Q&A

Question 12 Industry Day Presentation n/a Substantive

Where is the Government expected to be when this new contract takes place? Because it sounds like modernization is going on now. Do you have an MVP defined?

C2SET has a MVP or minimum marketale products, something that is deployable to the users. The program uses a strangler method approach that is going to deploy by Jan 2025, which will be supporting exercises with components of C2SET on the front end, with AWSIM as the air model.

Eventually, AWSIM will be replaced, in parallel, by strangling away behaviors. Our next milestone, Jan 2026, is to completely replace AWSIM.

The follow-on contract will focus on finalizing behavior development, platform development will continue forward, and more cloud integration.

Replacing air base SIM is also in the follow-on.

Industry Day Q&A

Question 13 Industry Day Presentation n/a Substantive

What's the thought process behind replacing AWSIM with

AFSIM?

The program is about 6-8 months into a year long project, working with the AFSIM Program Office. The program is working through some tweaks that enables a much higher entity count than originally anticipated. Therefore, getting closer to reaching the baseline of our requirement of meeting the entitty count. The program's hope is to have only one instance of AWSIM running per AOR required per AOC.

Industry Day Q&A

Question 14 Industry Day Presentation n/a Substantive

What lessons from prior attempts of this months isolation that you bring forward to this current association?

The biggest thing the program office has learned over the course of this modernization effort has been the platform requirements and the deployment methods. Today, the legacy system takes a week of configuration, multiple people, six different controllers configuring and its very hard problem to simplify that level of deployment and configuration.

So the biggest lesson learned has been cutomizing and building a M&S Platform that is unique to our use case, and hopefully streamline their workflows.

Industry Day Q&A

Question 15 Industry Day Presentation n/a Substantive Does the team do any type of strangler away behaviors? Yes.

Industry Day Q&A

Question 16 Industry Day Presentation n/a Substantive

Expansion of cloud infrastructure was mentioned multiple times in the 1st session. Please elaborate on that statement and vision.

C2SET rides on cognitive structure provided by Kessel Run. ADCP provides all domain common platform, provides a baseline infrastructure which includes AWS Gov Cloud, GitLab capabilities, everything else you can vision with that product. Our current intent is to continue following lock-step with KRADOS in regards to whatever platform and cloud infrastructure that they potentially might use. In the meantime, we have to be mindful of the Joint Environment and making sure we meet their needs as well. Being flexible is key.

Industry Day Q&A

Question 17 Industry Day Presentation n/a Substantive

Have you finalized your acquisition strategy? Specifically, what contract vehicle (GSA MAS?), NAICS code, small business set aside and any socio economic category, anticipated number of awards.

The Government currently does not have a finalized acquisition strategy and is focusing on market research. There is a chosen NAICS Code, but is currently under review due to industry feedback. As of now, the Government does not have a number of anticipated awards.

Industry Day Q&A

Question 18 Industry Day Presentation n/a Substantive

Could you describe the process to set your future modernization requirements? How do you receive, vet and prioritize your user requirements?

AFAMS generally engages with all the users, all the war fighters that utilize the systems, figure out what their needs are and we we standardize that through the requirements process guided by HAF/A5 and within that process then prioritized the requirements given to us. They prioritize the funding associated with those requirements and then we move forward and execute on those requirements. And Kessel Run Agile software development then take those big Requirements and deconstruct those into user level requirements and user stories to do our acceptance testing and automation and everything along those lines.

Industry Day Q&A

Question 19 Industry Day Presentation n/a Substantive

Is there a requirement to replicate high fidelity ISR or will that requirement remain with MUSE/AFSERS as an exponent?

This requirement will remain with MUSE/AFSERS and C2SET will integrate with those systems similar to how AFMSTT does it today.

Industry Day Q&A

Question 20 Industry Day Presentation n/a Substantive

Regarding interaction between KRADOS apps, and whether any of that is a part of that real time aspect, if there's any part of life dynamic HTML part of it, whether that's like an initial just kind of seeding of the C2SET simulation or if there's any as to say like creation of the dynamic ECS, there's feedback between the two?

Today, both the legacy and the modernization is really a like a seeding like you kind of described it. When a ACO, ATO are published, and a change comes through same day, the program responds and MAITAI provides friendly order of battle. That's kind of like the lay down and then the program can execute that ATO and without any user the program could fly out that entire thing. Then what is our kind of our next steps is really the real time injects. The program creates some dynamic capabilities that's why we have our users, but we don't do the anything automated, right now. For dynamic targeting specifically, some of the capabilities with the DT cells and what they are doing, the AOC, the program is still working to establish what tool sets and how to integrate with those users today. Its very manual, but that mirrors what the warfighters are doing today. There are a lot of new capabilitites coming out that are a little bit more automaed within the AOC. The program is looking to integrate and how we can integrate with those from a DT aspect. With the other side, there's a component link 16 where controllers could potentially task an aircraft using data link.

Industry Day Q&A

Question 21 Industry Day Presentation n/a Substantive

Follow up on the output side, rather than the input side, what's the kind of observability on the simulation both from operational side and technical performance side, like how many messages were created or how many performance?

The big picture, C2SET provides both data link. The common operating picture, all the aircraft that were flying all of the data link gets back to the AOC so that they can see a picture of the war and react as required. AOC provides feedback on what is happening, typically in a 24 hour cycle, but they do change ATOs throughout the day, so they need to see the entire picture in real time.

Industry Day Q&A

Question 22 Industry Day Presentation n/a Substantive

What is the team doing to leverage COTS in the solution and then how are you remaining compliant with FAR Part 10?

The Government is currently using GOTS based on the solutions evaluated and awarded from the previous fair opportunity selection that eventually awarded the current C2SET contracts. The Government is still in the Market Research phase for the C2SET Follow-on and is currently evaluating solutions/responses from industry after the RFI posting, Industry day, and 1-on-1 meetings.

Industry Day Q&A

Question 23 Industry Day Presentation n/a Substantive

For joint exercises, interacting with agencies, does the government plan on doing things like DIS, DIS HLA and then DIS six, seven?

The federates take advantage of the DIS, DIS HLA depending on which federate and they have requirements on how to implement it. Especially as

C2SET looks at with integrating with potentially the live situations, this is a huge part of that, and off the shelf, both MSSV and AFSIM are compatable with DIS, DIS HLA, but C2SET haven't made any of these connection points. The scope of the follow on contract is to expand C2SET's capabilities on DIS integration with live simulations.

Industry Day Q&A

Question 24 Industry Day Presentation n/a Substantive

With DIS link 16 connection, the follow-on would be the Mil Standard 3011, JRE to the end user?

Currently C2SET's architecture and this that is not necessarily the end state, but currently C2SET have a back channel to ACEIOS and ACEIOS provides R squared that we then take JUT to the user and that back channel is not this, it is because its custom connection between IOS, more research is needed here.

Industry Day Q&A

Question 25 Industry Day Presentation n/a Substantive

Are there plans on doing demon-integration as well as things like subordinate CRC, ACSes?

Yes, that is a future requirement and C2SET does not do it today.

Industry Day Q&A

Question 26 Industry Day Presentation n/a Substantive

What is the classification of the code base and what is the highest classification of whomever will support this contract?

The classification of the code base is, if we talk AFSIM, it's ITAR.

Everything else is CUI. With execution, it can be all the way up to TS.

One-on-One Meeting

Q&A Question 1 n/a n/a Substantive

With joint services collaboration, does C2SET envision with the reorganization some of the access to data and data sharing would be easier under C3BM or more challenging?

These challenges will always exist, right now, C2SET is in a phase of just discovering framing of what these toolsets are out there. It will take time for all of it to smooth out.

One-on-One Meeting

Q&A Question 2 n/a n/a Substantive Does the team anticipate another industry day? There are no plans at this time.

One-on-One Meeting

Q&A Question 3 n/a n/a Substantive Is Kessel Run still using Rebel Alliance?

Kessel Run is no longer using Rebel Alliance. Currently there are two paradigms of KRADOS, the currently fielded baseline which does include rebel alliance, but Kessel Run is in a transition phase to the next KRADOS application, which won't be using Rebel Alliance. Its going to be a single common shared database across applications with the API gateway for the client system to access.

One-on-One Meeting

Q&A Question 4 n/a n/a Substantive Is Kessel Run still using Kuba-Flow?

Nothing firm on the use of it yet, Kessel Run is more focused on laying down the foundation and exposing the data to determine if some tools could be used, but not enough research has been done to determine this.

One-on-One Meeting

Q&A Question 5 n/a n/a Substantive What does the timeline look like for C2SET until Oct 2025?

Prior to Oct 2025, C2SET will be established as a full-up air model in support of KRADOS operations in the JLVC federations. There will also be support of JLCCTC federation exercises and TBMCS backwards compatibility. Additionally, the AWSIM air model will be deprecated by

AFSIM.

One-on-One Meeting

Q&A Question 6 n/a n/a Substantive

What are the biggest failure and biggest risk moving forward?

The biggest risk is timeline integration with the actual weapon system, and keeping up with the constant changes. Making sure we keep in lockstep with any archietecture changes.

One-on-One Meeting

Q&A Question 7 n/a n/a Substantive

With the complexity of the program, a systems of systems engineering approach is needed, does the program do that from the government side or is the contractor expected to do so on the contract?

Each product team within the M&S has an architect lead that works with us to help guide the decision. The decision falls on the government, but heavily lean on the contractors to help guide the decision. Right now, we're in a good position of owning both the legacy and modernization efforts, making it easier to collab, and smart in how we move forward.

One-on-One Meeting

Q&A Question 8 n/a n/a Substantive

Have you considered what benefits are with working with 8(a) as a set-aside?

The Government is considering all options at this moment.

One-on-One Meeting

Q&A Question 9 n/a n/a Substantive

What is more important to the team, is it timeline or competition?

C2SET has been competed since the inception of this requirement, and the Government would like the C2SET to conitnue to be competed.

Industry Day Q&A

Question 10 n/a n/a Substantive

Has the Government considered Oral Presentation as a form of evaluation?

The Government is considering all options at this moment. The current C2SET contract did do an oral presentation as a form of evaluation method.

Industry Day Q&A

Question 11 n/a n/a Substantive

Are there any front end caps that the Government is trying to solve or were they just general competency?

They are just general competency.

Industry Day Q&A

One-on-One Meeting

Q&A Question 21 n/a n/a Substantive

With the increased scope, has the Government thought about going full and open competition?

Still too early to determine our acquisition strategy, but this is exactly why we're having Industry Day. Once we're able to determine the best path forward, we will be sure to announce it to industry.

One-on-One Meeting

Q&A Question 22 n/a n/a Substantive

Why did ACEIOS and C2SET not merge, as it was once thought to be?

Our mission requirement changed and drove the ACE-IOS architecture and baseline change. At a future time, the Government is looking to re-exam their relationship.

One-on-One Meeting

Q&A Question 23 n/a n/a Substantive

Regarding Fight Tonight, through AFRL, has the C2SET team looked into working with AFRL about this?

C2SET team is looking to re-engage with the Fight Tonight team and find out the process/training which is currently happening now, and should be reflected in our draft RFP package.

Industry Day Q&A

Question 24 n/a n/a Substantive

What does the Government see as the next iteration of the C2SET Contract?

Streamlining our process, streamline user training, exercise support, etc.

Now potentially looking at what the C3BM architecture transition process is.

Industry Day Q&A

Question 25 n/a n/a Substantive

How do you see the ACEIOS and C2SET capabilities merging in the future?

We are currently in a transition peroid, AFSIMS may not have the capability yet. This is too soon to say for sure what that timeline would look like, potentially down the line, the Government will have a clearer path forward.

Industry Day Q&A

Question 26 n/a n/a Substantive Can you please expand on data science?

This is a tough one, because everything goes back to the user requirement and really when it comes to our users, we're talking about the training audience and understanding what their current appetite for analysis is.

Unforunately, its very low appetite. Our goal is to start with a baseline capability of exposing the data layers within C2SET and provide templates capabilities of some of the things we can do and build on that within the

M&S platform.

Industry Day Q&A

Question 27 n/a n/a Substantive What about automation and AI? C2SET currently doesn't have a real requirement for it.

One-on-One Meeting

Q&A Question 28 n/a n/a Substantive What are the Government's thoughts on AR, VR, XR?

It always goes back to user requirements, and there is no need for AOC training.

One-on-One Meeting

Q&A Question 29 n/a n/a Substantive

Has the C2SET team interacted, and discuss sharing models with JSC at all?

The C2SET program office doesn't believe the constructive SIM can provide value yet, one day in the future perhaps C2SET can get there with virtual constructive interactions. There's just no real requirement yet.

One-on-One Meeting

Q&A Question 30 n/a n/a Substantive When does the Government anticipate draft RFP to be out? We are anticipating early 2025.

One-on-One Meeting

Q&A Question 31 n/a n/a Substantive

Regarding JLCCTC, what technical level 5-7 will it operate in?

Hard to say now, at what integration point it'll be at, whether at the AFSIM level or MSSV level, the program office is not 100% certain now. The program office is leaning MSSV level, as it's our state entity.

One-on-One Meeting

Q&A Question 32 n/a n/a Substantive Will the Government reveal the AWSIM Codes?

The Government plans to include this in the Bidders Library in our Draft RFP package.

One-on-One Meeting

Q&A Question 33 n/a n/a Substantive

Things seem to be going well with the current C2SET, why change?

Overall, from a technical perspective, things are going as planned. The current contract ends in July 2025, with a 6-month option to extend services.

One-on-One Meeting

Q&A Question 34 n/a n/a Substantive

Regarding AFSIM, how much work has been done in terms of how far that can go in terms of performance, in terms of number of entities and cost entities, along those lines?

We are about 90% solution. There's a little bit more to get us to the full 100% solution. Proving C2SET can meet the requirements, like ghosted entities, real simulated entities. The AFAMS program office is doing a little bit of work to tuning some of their parallel processing capabilities in certain areas.

Question 53 n/a n/a Substantive

With regards to stimulus, What are the Government's thoughts on regression testing with the past/fail criteria?

C2SET has ATO/ACO parsing capabilities, basic checking, and can build scenarios off those files. Additionally, C2SET can stimulate KRADOS applications, such as Direct which will provide a COP to the AOC. These capabilities combined enable C2SET an opportunity to act as a regression toolset for a few KRADOS applications. We have not realized this capability, so pass/fail criteria has not been established. This is a notional capability for the follow-on contract.

Industry Day Q&A

The Government has not finalized its acquisition strategy.

One-on-One Meeting

Q&A Question 86 n/a n/a Substantive

What recommendation do you have for a company that is not necessarily a DoD company and how we may be able to insert ourselves into this type of requirement within the Air

Force?

The company can work with other small businesses that have experience in the problem space. Possibly look into protégé/protegee program. Seek out the Small Business Administration website for more information.

One-on-One Meeting

Q&A Question 87 n/a n/a Substantive

Regarding regression testing and realistic interoperable is rapidly delivered, has a company been successful in achieving that?

The program has created autonomous regression test within both the Air Model (AFSIM) and the entire system as a whole (C2SET). C2WSPTT is used for regression testing of the legacy TBMCS applications, the program office intends to duplicate this capability with C2SET and KRADOS.

One-on-One Meeting

Q&A Question 88 n/a n/a Substantive

Is it correct to assume, Kessl Run is performing as an integrator? Does the C2SET team see that model as the approach for C2SET or are you looking for a company that has the capability to do that at the direction of the

Government?

In the MS portfolio, the program office leans completely on the contractor to do the integration, so there is no Government level involvement. The program office provides program level direction and the contractor executes. The M&S portfolio has always been set up that way and a little bit differently than the rest of Kessel Run and had great success in that paradigm.

One-on-One Meeting

Q&A Question 89 n/a n/a Substantive

Regarding legacy APIs, maintenance, external API, Just trying to figure out how constraint the overall team is, you know, if we're looking for a team that has that subject matter expertise in the current system or really kind of the state of the art next Gen teams.

It really depends. Right now C2SET system in development, we're hoping to field a pretty capable solution by January 2026 or by the end of 2025.

And a lot of that expectation would be the follow on would enhance and maintain that current capability because we do have the operational requirements to support exercises as the transition is occurring, and then once that transition, the contract is complete.
