1.0 Introduction

The Rapid Sustainment Office (RSO) seeks to leverage technology advances to further its mission to reduce Air Force sustainment and operational cost and/or improve mission readiness. The RSO seeks to work with companies who can deliver innovative sustainment and operational advances to Air Force end users.

This announcement is for a Technology Focus Area (TFA)/Area of Interest (AoI) under the RSO Commercial Solutions Opening FA8684-20-S-C001, Amendment 01. Interested parties are highly encouraged to visit the Government Point of Entry (www.sam.gov) to review the RSO CSO special posting in its entirety to obtain more information on the process for submission and evaluation of the CSO solution white papers and proposals.

This Call seeks to solicit innovative solutions that meet the objectives detailed in Section 2.0. The term innovative is defined as any technology, process, or method, including research and development that is new as of the date of proposal submission, or any new application of an existing technology, process or method as of the proposal date.

The RSO is not obligated to extend a request for proposal or make an award as a result of this Call; all awards are subject to the availability of funds and successful negotiations. This Call is not an authorization to begin performance, and in no way obligates the Government for any costs incurred by the Offeror associated with developing a White Paper. 2.0 Technology Focus Area (TFA)/Area of Interest (AoI):

Agile Manufacturing/ Integrally Bladed Rotor (IBR) Repair Capability

As defined in the RSO CSO, the RSO publishes calls that seek to fund innovative technologies that propose new solutions to expand Air Force capabilities as it relates to the RSO TFA. Each TFA identifies an area where prospective Contractors can bring substantial value to meet the RSO’s mission.

The Advanced Manufacturing (AM) TFA is described as: The RSO is working to identify, develop, transition, and scale AM technology for the advancement of the Sustainment enterprise. This will leverage mature, new, and emerging AM technology to reduce operation and sustainment costs and improve readiness.

The Integrally Bladed Rotor (IBR) AoI envisions blending and repair capability through the use of adaptive automatic repair processes and Directed Energy Deposition (DED). The RSO is working to identify, develop, transition, and scale AM technology for the advancement of the Sustainment enterprise. This will leverage mature, new, and emerging AM technology to reduce operation and sustainment costs and improve readiness.

Over the last several years the United States Air Force has sought repair technologies that improve fleet readiness and reduce the cost of maintaining aircraft. Demonstrations during this time have shown that adaptive robotic blending and Directed Energy Deposition (DED) processes can be used for restoration of critical aircraft components.

This call is intended to solicit innovative solutions that address the described AoI. The RSO seeks to leverage existing commercial technology to establish the capability for blending and small area repairs to IBRs deemed repairable at locations throughout the Air Force to allow for organic repairs to be performed on unserviceable units.

iv) Automate the holding, positioning, and blending functions of the blend process

v) Address implementation of all required training and operation & maintenance requirements for using equipment and processes in the air logistics complex

vi) Demonstrate a strategy to achieve Cyber Resiliency and National institute of

Standards and Technology (NIST) Risk Management Framework (RMF)

vii) Document high-level architecture of data management processes using DoD

Architectural Framework (DoDAF) artifacts

2) IBR DED Repair

A) Describe technologies and processes to be utilized in the research and development of DED repairs on fifth generation fighter aircraft engine rotating components. Solution will:

i) Document path to qualify DED repair process for fifth generation fighter integrally bladed rotors

ii) Identify and demonstrate DED materials, processes and testing to be utilized in IBR repair

iii) Describe repair capability based on geometric and technology/equipment limitations

iv) Describe actionable plan for repair processes demonstrating TRL 5 and outlining path to TRL 6
