1.0 Introduction

The Rapid Sustainment Office (RSO) seeks to leverage technology advances to further its mission to reduce Air Force sustainment and operational cost and/or improve mission readiness. The RSO seeks to work with companies who can deliver innovative sustainment and operational advances to Air Force end users.

This announcement is for a Technology Focus Area (TFA)/Area of Interest (AoI) under the RSO Commercial Solutions Opening FA8684-20-S-C001. Interested parties are highly encouraged to visit the Government Point of Entry (www.beta.sam.gov) or the RSO website (www.AFRSO.com) to review the RSO CSO special posting in its entirety to obtain more information on the process for submission and evaluation of the CSO solution white papers and proposals.

This Call seeks to solicit innovative solutions that meet the objectives detailed in Section 2.0. The term innovative is defined as any technology, process, or method, including research and development that is new as of the date of proposal submission; or any new application of an existing technology, process or method as of the proposal date.

The RSO is not obligated to extend a request for proposal or make an award as a result of this Call; all awards are subject to the availability of funds and successful negotiations. This Call is not an authorization to begin performance, and in no way obligates the Government for any costs incurred by the Offeror associated with developing a White Paper. Prior to commencement of any activities associated with performance under this Call, the Government will issue a written directive or contractual document signed by the Contracting Officer with appropriate consideration established.

The RSO reserves the right to modify the requirements of this Call.

Figure 1: AGORA Process Flow

2.0 Technology Focus Area (TFA)/Area of Interest (AoI): AGORA (Always Guaranteeing Operational Ready Aircraft) Web based Digital Marketplace for Advanced Manufacturing Parts As defined in the RSO CSO, the RSO publishes calls that seek to fund innovative technologies that propose new solutions to expand Air Force capabilities as it relates to the RSO TFA. Each TFA identifies an area where prospective Contractors can bring substantial value to meet the RSO’s mission.

The Agile Manufacturing TFA is described as: The RSO is working to identify, develop, transition, and scale AM technology for the advancement of the Sustainment enterprise. This will leverage mature, new, and emerging AM technology to reduce operation and sustainment costs and improve readiness.

The RSO seeks an innovative solution designed to leverage the United States Air Force’s (USAF) portfolio of technological solutions to develop an implementation strategy, requirements package, roadmap, and a pilot of a digital marketplace for organic and industry Advanced Manufacturing (AM) and Engineering services. Additionally, this includes workflow management and enables visibility across key processes (Parts Induction, Machine & Materials Qualification, Design, Prototype, Testing, Technical Data Package Development & Approval, and Production) required to develop approved AM Technical Data Packages (TDPs) for distribution to AM partners for parts production. The system should simplify processes, foster collaboration between partners, and integrate with other USAF Product Lifecycle Management (PLM) solutions and other systems. The goal is to foster innovation, reduce cost, and create a more rapid and agile supply chain for parts that suffer with long lead times or from Diminishing Manufacturing Sources, thereby contributing to increase Operational Readiness.

This call is intended to solicit innovative solutions that address the AoI objectives listed below.

Objectives:

A. Demonstrate an innovative approach to implementing an AGORA pilot project. The following

Figure is provided to notionally illustrate the potential stakeholders and Department of Defense systems, and the manner in which AGORA is expected to be positioned in the process flow. This visual aid is offered for reference only; although it may be utilized it is not mandatory and Offerors are encouraged to set forth their own solutions.

B. Develop and document a strategy and plan for the implementation of an enterprise cloud-based solution to incorporate AM as an alternative source of supply into the USAF supply chain:

i. Solution should address a digital marketplace for AM and engineering services that enables secure collaboration/communication with USAF organic and industry partners.

ii. Solution should address automation of the process to transform a part request into an approved AM Technical Data Package (TDP) by navigating automated workflows, change management, and approvals processes

iii. Solution should address use and/or interoperability with PLM systems

iv. Solution should address integration with other USAF and Defense Logistics

Agency (DLA) (i.e. JAMMEX) systems

v. Solution should address capability to store and search for previously approved AM

TDPs that can quickly be reused to manufacture additional parts by securely distributing TDPs to pre-approved AM partners

vi. Solution should address reporting, analytics/metrics, and an enterprise level view of the process to transform AM part requests from inception through TDP Approval and onto production that is visible to USAF stakeholders

C. Document progressively elaborated functional and technical requirements for the solution D. Develop and document an Implementation Roadmap that documents vision, project goals, and milestones, and creates project timelines and schedules E. Develop a pilot/prototype that demonstrates prioritized capabilities in a low-risk, low-cost, secure environment F. Document high-level architecture of the solution using DoD Architectural Framework

(DoDAF) artifacts
