Air Force AFLCMC/RO “Rapid Sustainment Office (RSO)” Mobile Cold Spray Capability 541330 – Engineering Services Two-Step, Closed Call FA8684-20-S-C001, Amendment 01: Call 0008 28 July 2022 29 August 2022, at 5:00 PM ET
1.0 Introduction
The Rapid Sustainment Office (RSO) seeks to leverage technology advances to further its mission to reduce Air Force sustainment and operational cost and/or improve mission readiness. The RSO seeks to work with companies who can deliver innovative sustainment and operational advances to Air Force end users.
This announcement is for a Technology Focus Area (TFA)/Area of Interest (AoI) under the RSO Commercial Solutions Opening FA8684-20-S-C001, Amendment 01. Interested parties are highly encouraged to visit the Government Point of Entry (www.sam.gov) to review the RSO CSO special posting in its entirety to obtain more information on the process for submission and evaluation of the CSO solution white papers and proposals.
This Call seeks to solicit innovative solutions that meet the objectives detailed in Section 2.0. The term innovative is defined as any technology, process, or method, including research and development that is new as of the date of proposal submission; or any new application of an existing technology, process or method as of the proposal date.
The RSO is not obligated to extend a request for proposal or make an award as a result of this Call; all awards are subject to the availability of funds and successful negotiations. This Call is not an authorization to begin performance, and in no way obligates the Government for any costs incurred by the Offeror associated with developing a White Paper. Prior to commencement of any activities associated with performance under this Call, the Government will issue a written directive or contractual document signed by the Contracting Officer with appropriate consideration established.
The RSO reserves the right to modify the requirements of this Call.
The authority to issue this Two-Step, Closed Call is derived from AFLCMC/RO Commercial Solutions Opening, FA8684-20-S-C001, Amendment 01, dated 27 May 2022. The CSO authority is Section 879 of the National Defense Authorization Act for FY2017, Public Law 114-328, and Class Deviation 2022-O0007
2.0 Technology Focus Area (TFA)/Area of Interest (AoI):
Agile Manufacturing/ Mobile Cold Spray Capability
As defined in the RSO CSO, the RSO publishes calls that seek to fund innovative technologies that propose new solutions to expand Air Force capabilities as it relates to the RSO TFA. Each TFA identifies an area where prospective Contractors can bring substantial value to meet the RSO’s mission.
The Agile Manufacturing (AM) TFA is described as follows: The RSO is working to identify, develop, transition, and scale AM technology for the advancement of the Sustainment enterprise.
This will leverage mature, new, and emerging AM technology to reduce operation and sustainment costs and improve readiness.
Over the last several years the United States Air Force has sought repair technologies that improve fleet readiness and reduce the cost of maintaining aircraft. Demonstrations during this time have shown that cold spray can be used for dimensional restoration on aluminum and magnesium castings. A small number of component repairs have been approved. A number of these components/parts have been repaired and returned to service.
This call is intended to solicit innovative solutions that address the AoI objectives listed below. The RSO seeks to leverage existing commercial technology to establish the capability for a Mobile Cold Spray System (MCSS) that can be deployed to locations throughout the Air Force to allow for organic CS repairs to be performed at locations that have no CS capability.
OBJECTIVES
1. Design, test, and prototype a Mobile Cold Spray System (MCSS) to provide the capability for the
Government to perform manual Cold Spray (CS) repairs at Air Force locations without CS capabilities by deploying the MCSS and using it on location.
2. Procure and integrate commercial-off-the-shelf equipment to include, but not limited to: a High Pressure Cold Spray system that allows for AF-approved CS repairs; power generation; all required tooling, including specialized CS equipment; adhesion/cohesion test apparatus; and lockable flameproof storage locker for powder storage. The approach should take into consideration equipment that allows for mobile transport via ground and/or air vehicles.
3. Demonstrate the ability for the MCSS to protect and store all required equipment from all weather conditions such as hail, rain, sleet, snow, etc. and other environmental hazards such as animals, reptiles, insects, etc.
4. Demonstrate the ability for the MCSS to be towed by a 4x4 vehicle, making the MCSS deployable throughout CONUS via roadways. The solution should also demonstrate consideration as to the MCSS being deployable via USAF aircraft cargo transport.
5. Deliver a functioning prototype of the MCSS and associated maintenance documentation and manuals to a specified government location (eg a CONUS Air Force Base). Perform operational checks to confirm proper functioning of MCSS.
6. Develop and conduct required training to provide government personnel with capability to perform CS repairs at government locations with MCSS. The approach should be transferable to the government to allow for organic training of new personnel.
7. Team with the Government to provide live and/or virtual presentations of the innovative technology and its related data. Deliver the innovation developed under this effort to the Air Force at an Air Force location. All necessary data required for equipment operation, maintenance, repair, calibration, packaging, and deployment should be provided in the form of training materials and/or commercial manuals.
