Item 8. OTHER TAILORING:
1. The Contractor shall utilize Computer Aided Design (CAD) techniques and equipment in the preparation of all drawings to be provided under this Contract. All hardware and components shall be modeled with sufficient detail to verify mechanical fit. Each drawing shall be marked with a “CAD MAINTAINED” statement. The official technical data package (TDP) product drawings and associated lists shall be delivered to the Government in native digital format STEP files and multi-sheet Portable Document Format (PDF). The Contractor shall provide copies of all design models and other supporting files required for full and accurate retrieval of the models, assemblies, and drawings. Design model settings files used during creation of the drawings (including but not limited to the detail file *.dtl and the Config.pro file) shall be delivered with the design models. Rastering of PWB master drawings is acceptable with a delivery in PDF. Stable base mylars shall be provided upon AAC/EBMS request. Rastering of schematics is acceptable and shall be delivered as a PDF file. PDF files shall be delivered for non-unique program drawings as well. The Contractor shall include in the drawing package design documentation that defines the installation, interface requirements, and control drawings for all installed Commercial Off-the-Shelf/Non-Developmental Item (COTS/NDI) equipment. The design model files shall be provided in a tiered folder structure on CD/DVD-ROM. The PDF TDP submitted after completion of the Physical Configuration Audit (PCA) shall be provided on a separate CD/DVD-ROM and shall be the official TDP, with native data as reference.
2. All parts identified in the design shall be defined by a detail drawing, Source Control Drawing (SOCD), Vendor Item Control Drawing (VICD), Altered Item Drawing, military specification, military standard, commercial specification, commercial data sheet, or commercial standard. A CAGE code must correspond to all items. For electronic components, the parts list will include the commercial part number and CAGE code. Commercial data sheets that are publicly available are not to be provided as part of the technical data package.
Source Control Drawing:
A Source Control Drawing depicts an existing or procurable commercial or vendor-developed item. The SOCD provides the performance, installation, and interchangeability characteristics of the specific application. This type of drawing is used when it is necessary to limit the source(s) of supply for an item used in a critical application because items from specific supplier(s) have proven satisfactory in qualification testing or in use. Critical applications refer to those uses where failure of an item would jeopardize its capacity to fulfill its intended function. The SOCD shall list approved sources of supply specifying vendor name, address, CAGE Code, and item identification number.
Vendor Item Control Drawing:
A Vendor Item Control Drawing (VICD) depicts and controls the performance and configurations of a “commercial item” or a “vendor-developed item” available commercially or procurable from a specialized segment of industry. The VICD shall list suggested sources of supply specifying vendor name, address, CAGE Code, and item identification number.
Altered Item Drawing:
An Altered Item Drawing depicts the details of an alteration to an existing item under the control of another design activity or nationally recognized standard. The drawing shall refer to the document which completely defines the unaltered item. Such documents are VICDs, SOCDs, and military and commercial standards. Any additional parts needed for altering the item shall be specified in a parts list.
3. The following data shall be provided for printed circuit boards (in English Units):
1. Gerber data in one of the following formats:
a. RS-274X (preferred)
b. RS-274D with separate comprehensive aperture list for all layers.
2. Drill data (drill file and tool list)
3. Fabrication drawing containing all relevant information required to tool and build the part including (as applicable):
a. Hole sizes with tolerances, and plating information
b. Board outline detail with all required dimensions and tolerances
c. Hole or feature to edge dimensions
d. Board thickness with tolerances, and measurement criteria
e. Surface finish information
f. Soldermask requirements
g. Silkscreen requirements
h. Any additional requirements
4. (Optional, preferred) ASCII Centroid File: component location file (Ref, X, Y, theta)
4. No drawing shall be larger than "D" size. All sheets of the same drawing shall be the same size. Multi-page CAD-generated drawings shall be delivered as multi-sheet Portable Document Format (PDF) rather than as individual files for each drawing sheet.
5. All drawing areas shall be defined to correspond with the sheet size used, and shall plot at a scale of 1=1.
6. All drawings shall include an application block.
7. A standard naming convention shall be used for all parts.
8. Drawings shall comply with ASME Standard Y14.100. Drawings shall be dimensioned and tolerance in accordance with ANSI Y14.5M using design functional relationships to ensure interchangeability of piece parts and assemblies. Limited dimension drawings are not allowed except by specific authorization from the procuring activity for the specific drawing(s).
All permitted limited dimension drawings shall be in accordance with ASME Y14.41-2003 and ISO 16792-2006.
9. Interface Control Drawings for Mechanical and Electrical components or assemblies shall be provided as part the Technical Data Package.
10. Product drawings/models and associated lists delivered shall permit manufacture, inspection and acceptance of items that are identical to the original items, including identical repair parts. They shall: a. Describe items so that they may be procured, assembled, and maintained to function in accordance with the Government approved specifications; b. Furnish all information required to test, inspect and accept the items(s) in accordance with drawing and specification requirements; and
c. Furnish the above in sufficient completeness to obviate the need for further research, development, design engineering or assistance from the design activity. The final drawing package shall reflect the approved, tested, and accepted configuration of the defined delivered item.
11. Drawings for special production tooling shall be included as part of the TDP. Casting and forging tooling drawings are not required provided that finished forging and casting drawings enable second sources to develop their own tooling.
12. Test equipment for subcomponent qualification and lot testing requirements shall be conventional and openly available or readily assembled from standard lab materials. Special test procedures shall be fully documented and delivered to the Government.
13. Programming instructions for programmable components shall be documented as part of the TDP.
14. Technical Data Packages (TDPs) are stored electronically in the Joint Engineering Data Management Information and Control System (JEDMICS). NATEC’s JEDMICS System is the Master Repository for NAVAIR engineering drawings and associated technical data.
15. Engineering Drawing Images PDF is the required file type. (PDF file compatibility version 1.6 minimum created with Acrobat 7.0 or higher) Submittal of complete TDPs and TDP updates after completion of the PCA shall be in accordance with the JEDMICS Compact Disk Engineering Data Exchange (CDEX) File Structure and Format Requirements to facilitate and ensure the loading of the data into JEDMICS, permit output, and ensure interoperability with other JEDMICS sites. All electronic drawings in PDF shall be limited to five (5) Mega Bytes (MB) or less. Multiple sheet electronic drawings exceeding 5 MB will be broken down into individual sheet number files for uploading into JEDMICS. Data submittals shall comply with the instruction files provided at the Webjedmics site:
https://webjedmics.navair.navy.mil/webjedmics/index.jsp under Misc. Downloads and Information then JEDMICS Compact Disc Engineering Data Exchange (CDEX) Information and JEDMICS Data File Index Structure (DFIS) **SUPERSEDED BY** Creating DLF SOP (MS Excel required). The DLF file requires the following data element columns: 1-13, 15, 16, 20-22, 26-31, 34, 38, 43-45, 49, 56, 57, 58, 61, 63.
