| Attachment Name, # | Page # | Section | Question | Add'l Notes and Context | Government Response |
| Attachment 1- SOW.pdf | |||||
| Attachment 1- SOW.pdf | 1 | 1.1 | To confirm - is the Armament Directorate asking for 7 event productions and 3 content / video productions? | Section 1.1 states: "This consists of 3 smaller Armament Directorate events, the AFA (Air Force Association) Symposium (spring) and Conference (fall) and a bi-annual WEPCONs (Weapons Conclaves – spring and fall). Contractor shall provide up to 3 video production and editing sessions for the Armament Directorate throughout the year." | The government is requesting 3 smaller events and 2 AFA events totaling 5 events (WEPCONs are considered a part of the 3 smaller events) |
| Attachment 1- SOW.pdf | 1 | 1.1 | In relation to the question above - can you confirm if the 4 events will be at, or near, Eglin AFB (with the exception of the two AFA Symposium and AFA Conference)? | The Contractor has to consider travel costs for various staff. | All of the smaller events will be at or near Eglin AFB |
| Attachment 1- SOW.pdf | 1 | 1.11 | Can you clarify if the "2 major website updates throughout the year" are tied to any of the 7 events? Or is there a separate list of requirements that you can share? | Section 1.1 states: "Contractor shall also provide media updates to website and all social media platforms post events as well as 2 major website updates throughout the year." | The 2 major updates will be be tied to events. Updates will include updating innovation targets, events page, registration pages and current videos on website. |
| Attachment 1- SOW.pdf | 1, 2 | 1.1, 1.1.1, 2.1.1 | "Customer Portal" is mentioned 3 times in the SOW, but not in the CLINS. This idea was a separate idea that Directorate leadership asked for in 2020, but then removed the idea because the scope was vague, and the cost range was high because of development requirements. Two questions: (1) Was this ask intentionally left in there? (2) If yes, is the current technical option for "Customers" and Industry to submit questions via AirForceWeapons.com/connect and / or video upload via AirForceWeapons.com/UPLOAD considered sufficient and acceptable? | Section 2.1.1 states: "The contractor will also develop, support and staff a Customer Portal on the website where industry partners can submit questions to the Armament Directorate." | 1) Yes |
2) Yes
| Attachment 1- SOW.pdf | 1 | 1.1.2 - CLIN 1 | Is it fair to assume that "Design, Creation, Contact Information Items" also can mean gathering, managing, tracking meeting requests and conversations at the future trade show booth? | This is listed in CLIN 1. | Yes |
| Attachment 1- SOW.pdf | 1 | 1.1.2 - CLIN 2 | Is it fair to assume that "Development of Website" is going to be primarily tied to the event calendar listed above? Specifically, website development & event registration - for each of the 7 events above? | This is listed in CLIN 2. | Yes (for 5 events, not 7) |
| Attachment 1- SOW.pdf | 1 | 1.1.2 - CLIN 3 | Is it fair to assume the expectation of 'hours' the Directorate wants matches the previous monthly "Typical 3" allocation that has been utilized by the Armament Directorate? | N/A | Yes |
| Attachment 1- SOW.pdf | 1 | 1.1.2 - CLIN 4 | What is the estimated amount of videos that will need to be edited / created, per each of the 3 content / video productions? | Accomplices has created everywhere from 1-15 videos per production in 2021 for the Directorate, and this is a direct staffing and travel cost that can range - pending production expectations. | 1-3 videos per 3 video production requests (approximately 3-6 new videos) |
| Attachment 1- SOW.pdf | 1 | 1.1.2 - CLIN 5 | Like many small businesses, we do not currently have classified clearance. Is it considered acceptable to (a) provide itemized cost of graphic design services and animation services - noting that (b) we will have to secure and itemize the cost of a classified contractor at a later date? Or can the Armament Directorate supply an already-approved contractor, and / or Directorate staff to fulfill the classified requirement? | N/A | a) Yes |
b) The Disruptive Futures Division does not currently have a staff member that can provide classified graphic design/animations. The contractor can provide an itemized cost estimate of a classified contractor at a later date if the government pursues this option.
Attachment 1- SOW.pdf 2, 5 1.1.3, 2.2.11 There are 3 department of approvals on designed assets (Page 2, Sec 1.1.3), with additional directive for up to 3 versions (prior to final approval) on each designed asset (Page 5, Sec. 2.2.11). Will the approval process need to pass through all 3 departments and require 3 versions, every time? Accomplices has created everywhere from hundreds of design assets 2021 for the Directorate, and this directly increases staffing costs for our team. No, not necessarily, it will depend on the content and whether or not it has been previously approved.
| Attachment 2- Sec L (DRAFT).pdf | |||||
| Attachment 2- Sec L.pdf | 1 | 1.0. (a) | To confirm - is the Statement of Objectives (SOO) the same as the SOW (Attachment 1)? | N/A | Yes |
| Attachment 2- Sec L.pdf | 1, 2, 3 | 1.1 (b), 7.0, 8.0 | Accomplices CEO Tesa Lau has prepared a "Visual PDF" (a documentation of Analysis, Approach and Recommendations). For the Solicitation's scope of work - which is highly visual and creative in nature; complex in the depth of strategy and its recommended approach; and the SOW's inter-related services and products - we believe visuals via a Powerpoint deck (PDF) is an incredibly effective guide for the official proposal. Can this be included in the Proposal's Appendix, and referenced in the Proposal's Sections? And / or per Section 8.0 - can this document serve as the list(s) of tables and drawings, and a visual glossary - as it helps define the framework of our proposal? | Section 7.0 details the Proposal format. |
Section 8.0 states "The cover page, table of contents, list(s) of tables and drawings, abbreviations and acronyms glossary, blank pages, and cross- reference matrix are excluded from the page count.”
| Yes | |||||
| Attachment 2- Sec L.pdf | 2 | 7.0 - Vol III, Part B | Can you give us additional detail on what is sufficient and acceptable information for "Subfactor 1: Program Management"? Are these details on how we would strategize, manage, and execute the program's scope? | N/A | yes, these are details on how the contractor intends to strategize, manage and execute cost schedule and performance (i.e. program's scope). |
| Attachment 2- Sec L.pdf | 2 | 7.0 - Vol III, Part B | Can you give us additional detail on what is sufficient and acceptable information for "Subfactor 5: Technical Approach"? Are these details on the technical elements of the program's scope? For example - how we would manage the current AirForceWeapons.com technical architecture? | N/A | Yes, these are details on the technical elements on how the contractor will manage scope (e.g. technical architecture of AirForceWeapons.com) |
| Attachment 2- Sec L.pdf | 2 | 7.0 - Vol III, Part B | Per "Subfactor 2: Resumes" - is the resume of the CEO (lead consultant, and lead Program Manager) sufficient and acceptable? Accomplices has staffed dozens of consultants in relation to the scope listed in the SOW - and we are unable to supply resumes for all consultants in time for the Nov 15 deadline. | N/A | Yes, the resume of the CEO/Lead PM is sufficient and acceptable |
| Attachment 2- Sec L.pdf | 2 | 7.0 - Vol III, Part B | Per "Subfactor 3: Letters of Commitment" - is this required, at this proposal stage - or at a later date? If this is required - can you clarify what commitment expectations Contracting needs more detail on? | N/A | This is not required. |
| Attachment 2- Sec L.pdf | 2 | 7.0 - Vol III, Factor II: Cost / Price | Can you clairfy if this section is a Microsoft-Excel based proposal - with a detailed cost structure according to Referencing FAR 15.408 Table 15-2 (Section II-B and III)? | N/A | yes, a microsoft-excel based cost structure is acceptable |
| Attachment 2- Sec L.pdf | 2 | 7.0 - Vol III, Factor II: Cost / Price | 3 electronic copies is the denoted quantity for this. Does this mean 3 option years? Or are you wanting three duplicates of this Excel-based estimate? | N/A | 3 option years, duplicates are not necessary |
| Attachment 2- Sec L.pdf | 3 | 7.0 (a) | Will the "Evaluation Notice" process be included in this Solicitation process? Will we be given the update of an "Evaluation Notice" if the Government deems an item is missing in our proposal? | N/A | Yes and Yes |
| Attachment 2- Sec L.pdf | 3 | 11.0 | Can we have a copy of this "Compliance Matrix"? | N/A | The compliance matrix is listed on pg 3, section 11, table L-2.3 "Offeror Solicitation Exceptions" |
| Attachment 2- Sec L.pdf | 3, 4 | 10.0, 13.0 | The instructions for the required completed sections for SF33 listed in Section 10.0 does not match those listed in Section 13.0. Which instructions should we follow? | N/A | Section 13 |
| Attachment 3- Section M.pdf | |||||
| Attachment 3- Section M.pdf | 1 | 1(a) | This document states that Gov't will "select the proposal with the lowest Total Evaluated Price (TEP)..." but then goes on to say "source selection...is subjective". Is it fair to assume that even if we do not have the lowest price of all applicants, but still provide the greatest benefit to the Armament Directorate, it is possible that we may still be awarded the contract? | "The Government will select the proposal(s) with the lowest Total Evaluated Price (TEP) from among those meeting the acceptability standards for non-price factors...While the Government will strive for maximum objectivity, the source selection process, by its nature, is subjective, and therefore, professional judgment is implicit throughout the entire process." | Yes |
| SF33 RFP.pdf | |||||
| SF33 RFP.pdf | - | - | Please reference Row 25 for the only question related to this document. | N/A | Same answer as Row 25 |
| Could you please tell me if the Combined Synopsis/Solicitation posted as solicitation number FA865622R0037 will be a follow-on requirement to any work performed currently or in the past, or will this be a new requirement? |
| If possible, can you please provide the most recent contract or task order number? | Yes, this will be a continuation of work already preformed on www.AirForceWeapons.com and the accompanying social media accounts. However, the marketing, event planning and production are annual new requirements. | |
| The description reads the contractor shall provide up to 3 video productions throughout the year, [social] media updates, and 2 major website updates throughout the year. As I go through the attachments, there is also a request for event strategy and programming, trade show/event booth requirements. So, my questions are: |
Does the contractor have to fulfill each of the four items, or can a contractor fulfill an individual item or two as listed?
How many hours per week (personnel) do you require per item?
Ideally the contractor will fulfill each of the four items (subcontracting to other vendors is allowed), however, contractors will not be penalized for not being able to fill all requirements. There is no minimum requirement of hours per week. Hours per week will fluctuate throughout the year due to the nature of the services requested. For example, more hours will be required closer to events in order to prepare for the events.
