About this file

This document provides clarification to Amendment 2 of Broad Agency Announcement FA8650-23-S-2001, the Aeroscience Collaborative Research and Development program. The Air Force Research Laboratory seeks proposals for research and development in areas including the transfer of novel aerospace technologies from basic research to military applications, performance assessment of new technologies, quantification of integrated aerospace systems incorporating new technologies, and transfer of technologies to industry and the warfighter. Proposers must submit a Standard Form 424 with senior personnel details and representative resumes as attachments to the technical proposal. While resumes and references can be attachments, all content including front matter, technical approach, appendices and attachments will count towards the 25-page limit for the technical proposal. Resumes included as attachments must be double-spaced.

1-Step Broad Agency Announcement (BAA)

FA8650-23-S-2001, Amendment 2

Aeroscience Collaborative Research and Development

(ACoRD)

BROAD AGENCY ANNOUNCEMENT TITLE: Broad Agency Announcement FA8650-23-S-2001, “Aeroscience Collaborative Research and Development (ACoRD)”

FEDERAL AGENCY NAME: Air Force Research Laboratory, AFRL/RQ Aerospace Systems Directorate

CONTRACTING POC(s): Jodonna Alvarez @ Jodonna.Alvarez@us.af.mil and Christopher DeLaet @ Christopher.DeLaet.3@us.af.mil

The Broad Agency Announcement FA8650-23-S-2001, Aeroscience Collaborative Research and Development (ACoRD), is hereby amended per FAR 35.016(c) to make the following clarifications:

QUESTIONS & ANSWERS

1. QUESTION: BAA Section I.5.g (page 5) requires submission of SF-424

“Research and Related Senior/Key Person Profile (Expanded) Form” for all Senior/Key personnel proposed in support of AFRLI-61-113. Should this form be used in lieu of (or in addition to) resumes that will be submitted for this effort? Note that this form does require names and names are specifically not to be used for the resume submission requirement.

ANSWER: Offerors are required to submit as part of their proposal a completed initial Standard Form (SF) 424, Research and Related Senior/Key Person Profile (Expanded) Form, (Attachment 8) for all Senior/Key Personnel proposed in support of the AFRLI 61-113 Personnel Risk Assessment requirement. In addition, representative resumes of current personnel demonstrating the offeror's existing ability to conduct the proposed work should also be included as attachments to the technical proposal. With respect to your note, you are correct, the SF-424 does require specific names. The reason for this is so the Government can conduct a Personnel Risk Assessment, where we will review non-government research key/senior performers identified by the offeror on the initial SF 424 for workload conflicts and conflicts of interest.

2. QUESTION: BAA Section IV.2.b.i.6 (page 14) says pages shall be numbered starting with the cover page being Page 1. The AFRL BAA Guide (Chapter 7, Section B) seems to show all front matter (cover page, TOC, List of Figures/Tables, Executive Summary) as uncounted i, ii, iii, iv pages. We believe Page 1 should start with the “1.1 Technical Approach” section as shown in the BAA Guide. Do you concur?

ANSWER: The Government does not concur. The AFRL BAA Guide, is a guide.

The instructions listed in the BAA, to include what content will be included in the proposal page limit, takes precedence over anything listed in the guide.

3. QUESTION: BAA Section IV.2.b.i.6 (page 14) also states that appendices, attachments, and resumes shall be counted in the 25-page limit. We would like to include our employee resumes as attachments to the technical proposal (as instructed in BAA Section IV.2.b.ii) and also include an attachment for a bibliography of references. Would it be possible for the appendices, attachments, and resumes to be not counted in the page count? If the resumes can be supplied as an attachment, can they be single-spaced documents?

ANSWER: Per the BAA, the Technical/Management Proposal shall be limited to 25 pages. The page limitation covers all information including indices, photographs, foldouts (counted as 1 page for each 8.5 by 11 portion) tables, charts, appendices, attachments, resumes, etc. Resumes shall be double-spaced.
