QUESTIONS & ANSWERS

1. QUESTION: Please identify the existing contract that is being replaced by the program.

ANSWER: ACoRD is a follow-on effort to the CRDInAL Thrust 1 contract, FA8650-16-C-2644.

2. QUESTION: Is the contractor support to be provided on-site or remote?

ANSWER: Per Section I, Program Description, paragraph 6.b. of the BAA, Base support with network access is available. The Government is providing on-base support in the form of office and laboratory space along with network access, should the contractor choose to avail themselves of this support.

3. QUESTION: Does the Government have a preference for on-site versus remote work? Why?

ANSWER: It is not a requirement for contractors to be on-site, however, the Government does prefer it. Having contractors on-site facilitates their access to the Government team, their research, and enables better oversight of technical progress.

4. QUESTION: Is contractor expected to engage with academia?

ANSWER: Per BAA Attachment 1, Statement of Objectives (SOO), paragraph

2.1 states that “R&D projects shall involve the basic research community (including academia and independent external research organizations) ...”

5. QUESTION: Will this be a single award?

ANSWER: Per BAA, Anticipated Number of Awards: The Air Force anticipates awarding ONE (1) C-type award with a basic effort and two (2) option efforts for this announcement. However, the Air Force reserves the right to award zero, one, or more contracts for all, some or none of the solicited effort based on the offeror’s ability to perform desired work and funding fluctuations.

6. QUESTION: Can the Government choose part of a proposal?

ANSWER: Per the BAA, Anticipated Number of Awards: The Air Force anticipates awarding ONE (1) C-type award with a basic effort and two (2) option efforts for this announcement. However, the Air Force reserves the right to award zero, one, or more contracts for all, some or none of the solicited effort based on the offeror’s ability to perform desired work and funding fluctuations.

Per Section IV, Proposal and Submission Information, paragrah 1. of the BAA, The Government intends to review proposals and award some, all, or none of the proposals received without negotiation/discussion; however, the Government reserves the right to negotiate with those offeror(s) whose proposal is selected for funding.

Per Section V, Proposal Review Information, paragraph 2.a.ii of the BAA, The Government reserves the right to award some, all, or none of proposals. When the Government elects to award only a part of a proposal, the selected part may be categorized as Selectable, though the proposal as a whole may not merit such a categorization.

7. QUESTION: Is the incumbent contractor a lock to win the follow-on?

ANSWER: This requirement is being solicited via a Broad Agency Announcement, which is a competitive selection with full and open competition.

All proposals will be evaluated equally according to the specified evaluation criteria.

8. QUESTION: If we win, do we hire the incumbent staff?

ANSWER: The Government does not take a position on the hiring of incumbent staff. This is considered a strictly internal business decision. Reference Section IV.2.b.ii of this Amendment 1 (above) for applicable guidance should the offeror wish to pursue this strategy.
