QUESTION/ANSWERS
NAICS Code: The NAICS Code for this acquisition is 541715 (Research and Technology in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology) with the Aircraft, Aircraft Engine and Engine Parts exception), and the small business size standard is 1,500 employees.

QUESTION: Should the DD Form 254 be part of the solicitation package? The Basic Statement of Objectives 2.4.1 Program Security Classification references the DD Form 254, but it was not provided.
ANSWER: Typically TOPS has not required classification. At this time no classification is anticipated, so no DD254 was included, if any Task Order in the future requires classification it will be incorporated at that time.
QUESTION: Does the 48-month period of performance for Task Order 0001 start in FY22? The BAA says anticipated award date April 2022, but the Task Order 0001 funding profile starts in FY21.
ANSWER: Yes, the 48-month period of performance for TO 0001 will begin in FY2022. The funding profile is just an estimate of available funds and FY21 funds are available for use on FY22 efforts.
QUESTION: Where are data items A017-A019 defined? The Task Order
0001 Statement of Objectives requires data items A018 & A019. The Contract Data Requirements List in Attachment 1 only includes data items
A001-A016.
ANSWER: The CDRLs which were attached as Exhibit A on the Model Contract are all the CDRLs which will be required for the contract. The three
Task Orders have been updated with the anticipated required CDRLs. Please note that the final resultant contract (and task orders) may contain different
CDRLs which will be negotiated prior to award.
QUESTION What are the Task Order 0002 & 0003 periods of performance? The Statements of Objectives say end date 96 months after mail date. The funding profiles are FY22-FY27. The BAA says overall PoP 99 months, ordering period 60 months.
ANSWER: The SOOs for the task orders have been updated to reflect the correct period of performance for the task orders. The overall awarded IDIQ will have an ordering period of 60 months with any potential task order to have an additional 30 months POP if awarded at the end of the ordering period.
QUESTION: Who is the Requestor for Task Order 0001? Who are the Requestors for Task Orders 0002 & 0003? The BAA says dialogue between prospective offerors and Government representatives is encouraged, but the Task Order 0002 & 0003 SOOs don’t identify these individuals.
ANSWER: The requestor for TO 0001 is Ashley Blackford. All technical questions should be directed to the program manager of the overall effort, Mr. Mark Groff at Mark.Groff.1@us.af.mil.
QUESTION Is data item A003, the Contract Funds Status Report, required on Task Orders 0002 & 0003? It isn’t listed in the Task Order 0002 & 0003
SOO deliverables.
ANSWER: If it is determined a cost type contract is appropriate the A003 will be included as a delieverible in the final negotiated contract.
QUESTION: Does the Government really want proposals delivered in hard copy? If yes, how many printed copies? Are CDs required too?
ANSWER: Due to unreliability in the past for online submission of proposals via e-mail and DOD SAFE, we were also requesting hard copy to ensure that receipt of any proposal is received. Using the address listed in the BAA will go to our building mailroom which is staffed full-time each day. UPS and FedEx does the drop-off a couple times a day with the carriers (but not sure of the times of deliveries). Please note that it is up to your company to ensure with the delivery provider that any proposals are received in time. The Government is requesting 1 Hard Copy at this time, no Cd’s are requested at this time. Also please follow the instructions to submit an electronic version via DoD Safe.
QUESTION Is it accurate that the proposals must be submitted in Word and not in PDF format?
ANSWER: You can provide your proposals in a .pdf file, but we request the full cost proposal to be an Excel file. In addition, the NON-PROPRIETARY statement of work (SOW) needs to be a word file in order for the Government to edit for any required statements.
QUESTION Is it permissible to submit with embedded excel spreadsheets as figures in the proposal?
ANSWER: You can have embeddded excel spreadsheets in your proposals, however the Government requests the full cost proposal to be an Excel file.
