TO Title: Integrated Photonics and Optoelectronics Design & Synthesis (IPODS)

TO Objectives: The objectives of this Integrated Photonics and Optoelectronics Design & Synthesis (IPODS)
Task Order are: (a) the development and metrology of novel manufacturable material for topological insulators and hyperbolic structures built on metamaterial superlattice structures and poly-crystalline structures, including specific strain and band-structure for tailored optical, thermal, and mechanical properties to meet fast-moving defense applications such as RF, optical, and quantum sensing and electronic warfare systems; (b) the development and improvement (design, synthesis, and metrology) of tailored quantum emitters for controlled placement, distribution, and distinct sizes for DOD applications such as quantum networking and information processing; and (c) the combination of (a) and (b) together to generate unique performance for dynamical operation of devices such as single-photon-emission on demand.
Description of Work:
The contractor shall develop materials with suitable structure compared to theory, practical limitations such as strain balancing, crystal structure, intermixing, surface states, etc. with desired functional (electrical, optical, thermal, mechanical, and dielectric) properties for the development of lightweight, low-power consumption, and efficient nanoelectronic materials. Materials such as near- and mid-wave quantum-dots for single-photon emission bismuth chalcogenides (Bi2Se3, Bi2Te3) for topological insulators, nonlinear oxides (BaTiO2), III-As/III-Sb heterostructures and other promising constituents shall be considered. The emphasis shall be given to room-temperature, efficient, dynamic performance to meet defense system requirements. Contractor shall work in a dynamic environment of civilian, military, contractual on-site scientists and engineers, as well as academic, commercial, and DoD collaborators in order to rapidly mature technology.
SECURITY REQUIREMENTS
OPERATIONS SECURITY (OPSEC)
The contractor shall participate in all activities associated with the disciplines of the organization’s Industrial
Security, Information Security, Personnel Security, Operations Security (OPSEC), and Antiterrorism programs, following appropriate measures in each program as required for this particular contract. Security measures are required to reduce program vulnerability from successful adversary collection, exploitation of critical information, and violations of export control requirements. The prime contractor shall ensure all subcontractors, if applicable, conform to these requirements as required by the prime contractor.
PROGRAM PROTECTION PLAN (PPP) REQUIREMENTS
Any potential critical program information (CPI) generated as part of this effort will be reviewed to determine the need for a PPP or to be included as part of an existing PPP.
