About this file

This document outlines a task order under the Technical Operations VI contract to develop integrated magnetic and electronic systems. The contractor shall pursue materials design, deposition, characterization, modeling, and device fabrication and testing to develop novel 2D and resistive switching materials, dielectric magnetic materials, and wide bandgap semiconductors with desirable properties for applications in RF, sensing, communications, information processing, and power under extreme conditions. Work will include both materials and basic device studies, with an emphasis on alternative materials characterization. The task order is for a period of 96 months with total funding of $4.375 million distributed over six fiscal years. Required deliverables include CDRLs for reports and data with reviews conducted at the destination stated. The estimated level of effort is 40 person-years.

Technical Operations VI (TOPS VI)

Task Order Description/Work Statement

TOPS Effort #:

Date: 20 Sep 2021

Requestor: Ajit Roy, RXAN

TO Title: Integrated Magnetic and Electronic Systems

TO Objectives: The objectives of this Integrated Magnetic and Electronic Systems Task Order are: (a) the development, modeling, design, and characterization of 2D materials with electrical, magnetic, thermal, and mechanical properties to meet air force application needs in the areas associated with RF, sensing, communications, and information processing, (b) the development, modeling, design, and characterization of resistive switching systems for information processing and RF applications, (c) the development, modeling and characterization of dielectric magnetic materials for RF, communications and information processing and (d) ) the development, modeling and characterization of ultra-wide bandgap semiconductor materials with optimized electrical switching properties to meet air force application needs in the areas associated with RF, power conversion and information processing in extreme conditions.

Description of Work:

The contractor shall pursue materials design, develop materials, perform materials characterization and modeling to with desirable materials properties to test and demonstrate novel nanomaterial device concepts.

The work includes materials deposition and simple device fabrication development studies with supported material and basic device characterization studies. These studies shall be matched to appropriate modeling efforts when appropriate, leading to innovative materials and device design. The emphasis of the studies shall be given on alternative materials and characterization as opposed to more conventionally researched materials and characterization processes in these areas. Contractor shall work in a dynamic environment of civilian, military, contractual on-site scientists and engineers, as well as academic, commercial, and DoD collaborators in order to rapidly mature technology.

SECURITY REQUIREMENTS

OPERATIONS SECURITY (OPSEC)

The contractor shall participate in all activities associated with the disciplines of the organization’s Industrial

Security, Information Security, Personnel Security, Operations Security (OPSEC), and Antiterrorism programs, following appropriate measures in each program as required for this particular contract. Security measures are required to reduce program vulnerability from successful adversary collection, exploitation of critical information, and violations of export control requirements. The prime contractor shall ensure all subcontractors, if applicable, conform to these requirements as required by the prime contractor.

PROGRAM PROTECTION PLAN (PPP) REQUIREMENTS

Any potential critical program information (CPI) generated as part of this effort will be reviewed to determine the need for a PPP or to be included as part of an existing PPP.

Commented [BRGCUAA1]: These are the defaults

– I am leaving them here but I don’t know what each of these CDRLs align to, so I really can’t comment on the propriety.
