a. Government Furnished Property (GFP) availability: GFP is not anticipated to be made available under any resulting contract.
Solicitation Questions
1. What and where is the existing infrastructure associated with the current
DC microgrid?
a. The Air Force does not have any existing DC microgrid infrastructure at Kirtland. The Solicitation requires that your demonstration interact with the existing AC Grid. The interconnection to the existing AC Grid could be at the medium voltage line or the building(s) depending on your solution.
2. BAA – 1: Peer or Scientific Review Criteria a.v. The Government states that the technical proposal shall “demonstrate” technology, perform analysis, and provide results. Does the reference to demonstration indicate that an oral technical demonstration/presentation of software functionality will be required for the technical proposal or does it indicate that the proposal should address this through text and figures?
a. This BAA is not a solicitation for a study. The Demonstration will include the installation of hardware and or software that will become Air Force property and/or licensed for use without additional fees. Analysis, testing, and/or site visit(s) may be included of the current system to finalize your solution once awarded. You may include a study as the first phase to understand the current grid’s performance followed by the installation of your solution and then perform analysis in order to provide results. A study could be a site visit, modeling, temporary metering, or any other method of your choosing. Please explain you plan if needed in your proposal.
3. What is the exact gross square footage of parking lot space available to the north and south of the four buildings?
a. We do not have the exact size of the parking lot space available.
The provided map has a scale on it and offerors should be able to scale off the size to a sufficient degree of accuracy for the purposes of drafting a proposal. Please include any assumptions you make in your proposal.
4. There appears to be unused land south of the parking lot that is west of Bldg. 20687? Is that land available for use and what would be the gross square footage of that land?
a. The land south of the parking lot has not been approved for use for this project. This area or other nearby areas could be used for a contractor lay down yard/construction yard during construction.
For any other use, the contractor would have to propose specific area(s) and usage(s) and it would have to be approved at the Facilities Board. Please include any planned usage of the area south of the parking lot that is west of Bldg. 20687, or any other area(s) in your proposal. Also include potential secondary location should the Facilities Board fail to approve the request.
5. Are the rooftops of each building available for use? If yes, what are the roof loading specifications (lbs/ft2) or design characteristics?
a. The Installation Facility Standards (IFS) for Kirtland prohibit to the extent practicable the installation of mechanical equipment on rooftops. This includes PV panels and equipment. The KAFB IFS will apply to this project and can be found at https://www.wbdg.org/FFC/AF/AFIFS/Kirtland_AFB_IFS_Final.pdf.
6. Are there any fully restricted areas of use, either in the parking lots / land surrounding the buildings or inside any of the buildings? If yes, can a new building structure be constructed to protect equipment from weather and other potential sources of damage?
a. We have not been allocated space in any of the four buildings.
Depending on the space requirement, we can evaluate providing space inside the facilities. Please include any interior space requirements in you proposal. The building are not restricted access building. Equipment structures may be built to house your solution. Please include a general description of the location and construction type in your proposal. You do not need engineering drawing for the proposal, but you will need to show a schedule and budget for such items.
7. Are any buried utilities located in the proposed parking lots? Any https://www.wbdg.org/FFC/AF/AFIFS/Kirtland_AFB_IFS_Final.pdf environmental constraints at the proposed parking lots?
a. Buried utilities information is not publicly releasable. Kirtland CE will provide assistant once awarded. Planning for buried utilities is not an evaluation criteria. Include information on any utilities locations in your proposal.
8. If Carport PV is constructed, would the base consider EV charging stations at the carport structure? Will it be for just fleet use or for general use?
a. The Air Force is in the process of studying how we can install EV charging stations. EV charging will not be permitted as part of this demonstration. Although including information for the future addition of EV charging would be acceptable as part of the final report.
9. Which building(s) is the highest priority in terms of ensuring continuous, reliable power?
a. B20685 is the highest priority, as it currently has a backup generator, and the other 3 are all the same priority.
10.Will the Contractor be required to facilitate an Interconnection Agreement with the serving utility?
a. Yes, but Kirtland will help facilitate and be a part of the
Interconnection Agreement.
11.Can a potential Battery Energy Storage System (BESS) be charged by the
AC grid during time of grid connected mode?
a. yes
12.What is the desired BESS “islanding” capacity duration time (in hrs)?
a. We do not have data at this time. Make sure you clearly state the capacity of your design.
13.How many gallons of fuel (diesel/gasoline/propane) available for the 40 kW Emergency Generator? Will the back-up generator be allowed to support microgrid islanding?
a. The current Generator system is designed to meet the Air Force requirements. It will remain part of the system throughout the demonstration. The generator will be available as it is today for backing up the current systems.
14.Is an interim ATO required for software / control systems during the demonstration? If so, will Kirtland AFB IT staff support efforts to obtain that?
a. An ATO is required for any software connect to the Air Force network including the COINE network.
15.Can the Contractor perform a site visit for awareness of all limitations and constraints related to this solicitation?
a. Site visit are only available for the awarded contractor and their sub-contractor’s only after we are under contract. Please state all assumption in your proposal. No-cost adjustment(s) will be make once the Awarded contractor has made a site visit.
16. Do you have any guidance on what is wanted for your end goal?
a. The end goal is to advance DC Grid technology by demonstrating your solution at Kirtland AFB and if successful the transfer of the solution to Kirtland
AFB at the end of the demonstration. As the Solicitation states we are looking for some subset that contains some or all of the following: DC Generation, DC storage, DC distribution, and DC consumption. If your proposal does not address all areas you are free to pick any combination. The Solicitation defines some building that are allowed, but not requires, to be used as a consumer of energy. The Solicitation also listed some parking lots that are available for use if your solution includes Solar Shade for DC Generation. We do not believe that you could address all of the areas for all four building with the funding that is available. Your solution should be some aspects of a DC
Grid, and should be able to be expanded in the future. Your innovative solution should demonstrate the advantages to a DC Grid vs the legacy AC
Grid, and demonstrate how we can operate both for now as an integrated solution. Such a demonstration should if validated both in performance and sustainment cost be transferred to Kirtland AFB after the demonstration.
Hardware, Software, and process are to be installed as permanent not temporary. As stated in the solicitation “All construction is to be accomplished using applicable national codes, standards and UFC requirements.”
