THE PROPOSAL DUE DATE ONLY – changes are in red font
Intent to Propose: Offerors that anticipate submitting a proposal are requested to submit an e-mail to Michael Corbett, at (michael.corbett.13@us.af.mil) and Charlotte Chumack (charlotte.chumack@us.af.mil) containing the name of the contractor, the POC, and the contractor’s intent to submit a proposal. This “Intent to Propose” is requested by 12 March 2022, 3:00 p.m. E.D.T.
Proposal Due Date and Time change:
Proposal due date is changed from 12 April 2022, (2:00PM) to 25 April 2022 (2:00PM) Wright-Patterson AFB, OH E.D.T. NOTE: Proposal receipt after the due date and time shall be governed by the provisions of FAR 52.215-1(c)(3).
Delivery Instructions: Due to COVID 19, the AF requests electronic proposals be submitted using BOTH DoD SAFE (primary method) and email (backup method) to the following addresses:

The maximum email file size the Government can receive is 20 MB.
If the contractor needs a DoD SAFE drop-off invite from the AF, please send that request to michael.corbett.13@us.af.mil, charlotte.chumack@us.af.mil and joshua.ortiz.3@us.af.mil no later than 7 days prior to the due date of proposals to ensure a drop off code is provided in a timely manner.

a. Government Furnished Property (GFP) availability: GFP is not anticipated to be made available under any resulting contract.
b. Government Furnished Information and/or Software: Not Anticipated.
NOTE: Additional information regarding technical information for this effort is only available by requesting an Unclassified Distribution D Supplemental Package (via email only). The Supplemental Package can be requested by contacting the Technical Point of Contact, Allan Hartong, Allan.Hartong.1@us.af.mil and Contracting Officers, Michael Corbett, michael.corbett.13@us.af.mil and Charlotte Chumack, charlotte.chumack@us.af.mil.
The request should include your company name, a company Point Of Contact, address, and a copy of a current/valid DD Form 2345 “Military Critical Technology Data Agreement.” This Supplemental Package with the full text technical description will be necessary to understand the effort and provide a good technical and cost proposal for each.
Additional information that may be needed to secure a DD Form 2345 can be found in Section III(5)(b) (copied below).
1. Will the microgrid be off-grid (prime power) or grid-connected (backup power)?
1. Answer: Grid-Connected and backup power, Black start capability is desired
2. Does the Government want a 100% renewable solution?
2. Answer: Does not need to be a 100% renewable solution
3. There are four buildings/transformers listed. Is the Government looking for a single microgrid to connect to all of the buildings or four individual microgrids?
3. Answer: The solution needs to be a single DC MicroGrid that is connected to the current AC grid, yet is capable of islanding and future expansion. All four building are being made available for this demonstration, but not all four need to be a part of the demonstration.

4. Will the end user supply more detailed load data? Designing and pricing a microgrid would require more information on what they plan to power with it.
4. Answer: The supplied load data should be used as a design load.
The limiting factor will be the total funds available for the BAA. It is acknowledged that a comprehensive DC MicroGrid with Generation, Distribution, Storage, and Consumption all in the DC side would cost more that this BAA has available. Solutions should demonstrate a subset solution that also would enable future funding to expand this DC MicroGrid to create a complete DC Grid system. Focus on doing as much as you can for the funding, yet have the flexibility to add additional capability in the future. The demonstrated solution is intended to become part of the future energy system at Kirtland AFB.
The desire is to use the solution until it reached its end of life.
5. Does the Government have a preference between flexible, containerized microgrids versus a permanent build (with rooftop or carport solar arrays)?
5. Answer: The solution should be able to become part of the installation’s energy system. Solutions should be designed and built with the intent of being used after the demonstration. The ability to tie into other systems and components is important. The designated parking areas have been approved for carport solar, not that carport solar is required to be a part of a solution.
6. Where will the period of performance (PoP) take place?
6. Answer: The demonstration will be on Kirtland AFB and not a contractor site. The proposal should include that cost to perform the demonstration on Kirtland AFB integrating with the base infrastructure and grid. A proposal could include preliminary testing at a contractor site before the demonstration on Kirtland AFB.
7. Is this a SBIR or an OTA?
7. Answer: The Air Force reserves the right to award the instrument best suited to the nature of research proposed. It is anticipated that awards under this BAA will generally be Cost Plus Fixed Fee. Cost reimbursement contracts require successful offerors to have an accounting system considered adequate for tracking costs applicable to the contract.
8. For non-traditional types of contractors and small businesses not covered under CAS for a year and not audited by DCAA, is there an exception or any other options the Government can offer for the "acceptable" accounting system requirement?
8. Answer: You can provide an independent audit that shows your accounting system follows General Accepted Accounting Practices
(GAAP).
9. Can the Government please provide base map with mentioned locations?
