Enabling Cyber-Linked Physical Sensing Exploitation (ECLPSE)
Q&As
1. Question: Is the call looking for offensive or defensive capabilities?
Answer: Neither. It's looking for sensing and information exploitation.
2. Question: Since the effort is estimated to be 70% applied, to what systems or domains should the solution be applicable?
Answer: It's multi-domain. So from a sensing perspective, it doesn't matter whether it comes from space, air, ground or sea. However, cyber-sensing for cyber is not something we are currently exploring.
3. Question: Can we get more information on the " Electronic Warfare (EW)-kinetic effects" the BAA is supporting?
Answer: The EW-kinetic is how does EW induce a kinetic (or kinetic-like) effect or vice versa.
4. Question: What types of modeling and simulation is of interest? Would the capability to use Artificial Intelligence to defeat a device be of interest? Or do you want to identify pattern-of life for a connected device?
Answer: M&S for distributed sensing capabilities. This is a sensing effort or weapon system behavior.
We are not interested in PoL as far as we know, but we do not want to discount technology as it may be something we never knew could be applied in a certain way. We do not want to defeat security.
5. Question: Technical Objective d - Are you looking for a counter UAS capability? Are you looking for air-to-air or a multidomain?
Answer: Yes, all of the above, from a sensing or ISR perspective.
6. Question: Technical Objective e and k - There exists capability today to collect, process, and exploit information and derived knowledge. Are you looking for specific types of network such as 5G?
Answer: No, nothing specific. In fact, this BAA is meant specifically to open up engagement to provide solutions the AF, DoD, or our current Contracting partners have not thought of in this area. We have ideas on how to provide solutions, but then we would be using the same process to recycle the same thoughts and philosophies. We are looking for novel, innovative and game-changing.
7. Question: Technical Objective f is very broad. Please help narrow, are you interested in 5G and EW?
Would you like EW supported by cyber or use of AI/machine learning?
Answer: Yes, and as mentioned above, we are deliberately broad. If we had a solution, we would be using a different contracting process. This is our best way to invest in something novel.

8. Question: Regarding Technical Objective g and h – Would you be interested in AI around the security used to defeat sensor?
Answer: No. Our specific goals do not include cyber security applications directly. It would be a secondary or tertiary derivative. We are interested in AI, but it would have to apply to using CYBER- LINKED PHYSICAL systems/platforms for SENSING EXPLOITATION.
Basically … Is it a cyber-system?
If yes, then… does the cyber system interact with the physical world in some way?
If yes, then… does that interaction provide information about the world in a way similar to sensors?
If yes, then… what is the application (exploitation)?
If the answer is no to the above, it can still be considered if it in SOME way supports the above. The specifics are vague because we don’t want to bias the proposals or concepts.
