About this file

This document provides details on a two-step open Broad Agency Announcement (BAA) solicitation seeking research and analysis proposals related to cyber-physical sensing and Electronic Warfare (EW)-kinetic effects. The solicitation is seeking to enable understanding of how cyber-connected devices interact with the physical environment across applications such as manufacturing, utilities, transportation, agriculture, and medicine. Research objectives involve analyzing behaviors, interactions, and vulnerabilities across domains from a multi-domain sensing perspective; modeling, simulation and analysis; experiments, testing and evaluation; Small Unmanned Systems Exploitation; cyber research and development; electronic warfare research and development; machine learning; autonomy; information fusion; and novel exploitation products. The estimated period of performance for projects funded under this solicitation ranges from one to four years, with the effort estimated to be 15% basic research, 70% applied research and 15% advanced research, and an expected Technology Readiness Level range of 1 to 4. The solicitation was released by the Department of the Air Force Materiel Command Research Laboratory.

Enabling Cyber-Linked Physical Sensing Exploitation (ECLPSE)

Q&As

1. Question: Is the call looking for offensive or defensive capabilities?

Answer: Neither. It's looking for sensing and information exploitation.

2. Question: Since the effort is estimated to be 70% applied, to what systems or domains should the solution be applicable?

Answer: It's multi-domain. So from a sensing perspective, it doesn't matter whether it comes from space, air, ground or sea. However, cyber-sensing for cyber is not something we are currently exploring.

3. Question: Can we get more information on the " Electronic Warfare (EW)-kinetic effects" the BAA is supporting?

Answer: The EW-kinetic is how does EW induce a kinetic (or kinetic-like) effect or vice versa.
