THIS IS A ONE-STEP SOLICITATION FOR CALL 02 ISSUED UNDER MSDEW ARA.
Unless otherwise stated in this call, all requirements listed within the basic ARA announcement are considered applicable. Offerors should monitor the Federal Business Opportunities website at www.sam.gov in the event this announcement is amended.
Proposal Due Date and Time: Wednesday, 02 March 2022, 4:30 PM, Wright- Patterson AFB local time (EST).
NOTE: Any proposal received at the Government office designated in this Call after the exact times specified above is “late” and will not be considered except at the Contracting Officer’s discretion. Offerors may choose to only submit an electronic copy of the proposal. In this case, the Offeror should email the Contract Specialist (CS) at john.dancer@us.af.mil indicating the desire to submit electronically only. The CS will respond with an emailed link to DoD SAFE, a secure Department of Defense website designed for the exchange of sensitive information; the Offeror should then use this link to “drop off” their proposal. Offerors are still required to have emailed the CS and request the DoD SAFE link in enough time to have the proposal uploaded by the proposal due date and time. For hard copy proposal submission, it should be noted that this installation observes strict security procedures to enter the facility. These security procedures are NOT considered an interruption of normal Government processes, and proposals received after the above stated date and time as a result of security delays will be considered “late.” Furthermore, note that if offerors utilize commercial carriers in the delivery of proposals, they may not honor time-of-day delivery guarantees on military installations. Be advised, if the U.S. Postal Service is used, this building only receives U.S. Postal Mail twice a week and delivery by that means may not meet the proposal due date and time. Early proposal submission is encouraged.

Type of Contract/Instrument: The Air Force reserves the right to award contract(s) and/or Other Transaction(s) pursuant to 10 U.S.C. 2373 or 10. U.S.C. 2371(b), based on the instrument deemed most appropriate. It is anticipated that the contract awarded under this call will be a Cost Plus Fixed Fee (CPFF) completion type. Cost reimbursement contracts require successful offerors to have an accounting system considered adequate for tracking costs applicable to the contract.
Estimated Call Value: The total estimated call value is $44,400,000 (the AF reserves the right to exceed this amount if determined to be in the best interest of the Government).
Anticipated Number of Awards: The Air Force anticipates awarding one (1) CPFF contract for this call. However, the Air Force reserves the right to award some, all, or none of the proposals.

Amendment 1 Announcement
1. This Amendment to Call 02 will only identify the information that is changed from the original posting, made 30 November 2021.
2. The following paragraph is added to the Statement of Objectives:
7.3 Information Security/Information Assurance (INFOSEC/IA)
The contractor shall apply Security+ subject matter expertise to manage the unique multilevel security information system and networking requirements of the various System Engineering (SE) and System of Systems (SoS) Research and Analysis, Advanced Technology Demonstrations, and Integrated Technology Assessments task areas as identified in Section 4.0. This subject matter expertise should also include detailed knowledge and demonstrated applications of the Risk Management Framework (RMF) and TEMPEST processes.
3. Any “CUI” markings on the originally posted Statement of Objectives are hereby removed.
4. All other aspects of the original solicitation posted, 30 November 2021 remain unchanged.
