Electro-Optic Sensing Defensive Electronic Warfare (EOS-DEW) covers advancement of integrated threat warning throughout a system’s life cycle including research and development, procurement, and operations and maintenance. Multi-spectrum threat warning advancement primarily focuses on missile sensing, laser sensing and hostile fire sensing. The contractor will perform threat warning advancement activities through multi-spectrum threat modeling and simulation in representative mission scenarios, multi-threat simulation, fielded and developmental (components and systems) sensing technology hardware-in-the loop laboratory and field setting evaluations as well as generating and enhancing test and evaluation techniques.

Information requiring AF or DoD–level review will be reviewed by the unit’s OPSEC Program Manager or Coordinator who will in-turn forward to the entry-level public affairs office through the AFIMSC Public Affairs Office to the Secretary of the Air Force, Office of Public Affairs, Security and Review Division (SAF/PAX), 1690 Air Force Pentagon, Washington DC 20330-1690. SECURITY GUIDANCE:
a. Ref Item 1a: Contractor must be granted a TOP SECRET Facility Security Clearance prior to being granted access to TOP SECRET information.
b. Ref Item 1b: Contractor must obtain SECRET safeguarding capability from the authorizing official prior to being provided SECRET information.
c. Ref Item 10a: Contractor personnel will follow the security requirements of the host government activity.
d. Ref Items 10e(1)/10g/10k: Contractor requires access to SCI materials; SCI security requirements apply, (see 21 IS/INS, SSO WPAFB, SCI addendum, for details). Access to Joint Worldwide Intelligence Communications System (JWICS) is authorized. Users shall be briefed to NATO Secret IAW 32 CFR, Part 117, §117.19 (g) prior to access.
e. Ref Items 10e(2)/10g: Contractor will require access to intelligence information and must comply with directions provided by the Contracting Officer Representative (COR). The COR has determined that disclosure does not create an unfair competitive advantage for the contractor or a conflict of interest with the contractor’s obligation to protect the information. The COR will identify what intelligence information is required for the contractor to satisfy the contract and will submit that information to the AFRL/RY servicing Senior Intelligence Officer (SIO) at AFRL/RYOY for approval prior to granting access. Access to Secret Internet Protocol Router Network (SIPRNet) is authorized. SIPRNet users shall receive the Air Force NATO Security Awareness Briefing and sign an acknowledgment prior to SIPRNet access. Formal NATO briefing is required when 1) the SIPRNet enclave, or other classified networks, is approved for NATO and no addition security measures are in place to preclude access, or 2) Access to NATO information is authorized. A formal NATO briefing is required prior to granting access to NATO Secret information. See 32 CFR, Part 117, §117.19 (g) for details.
f. associated with contractor SAP performance under this contract will be managed at the government performance location. The contractor shall be responsible for the maintenance of personnel security clearances necessary for SAP access eligibility IAW the SAPNP and DoD Manual 5205.07, Vol. 2, dated 24 November 2015 Incorporating Change 2, Effective 30 Oct 2020. Per DoD SAPCO Memorandum, ''Temporary Periodicity and Clearance Submission Implementation Guide for Special Access Programs," dated 10 February 2017, DoD Manual 5205.07 Vol. 2 is temporarily amended to reflect the suspension of Periodic Reinvestigations (PRs) for SAP-briefed personnel every five years. Until the recension of this memorandum, personnel will be eligible for initial or continued SAP access as long as their Personnel Security Investigation (PSI) date does not exceed six years or the contractor has been enrolled in the Continuous Evaluation Program. The contractor will provide DSS (DISS) reporting of security incidents committed by contractor personnel at the performance location(s) as determined by the government Program Office and the Program Security Officer.
Defense Federal Acquisition Regulation Supplement (DFARS) Clause 252.204-7012, Safeguarding Covered Defense Information and Cyber Incident Reporting, applies to both SAP, classified, and unclassified contracts. Cyber incident reporting for contract SAP networks shall be IAW the DoD Joint Special Access Program Implementation Guide (JSIG), as required by DODM 5205.07 Volume 2, Enclosure
6. However, contractors operating under a classified/SAP contract shall comply with DFARS clause 252.204-7012 for their unclassified networks.
g. Ref Item 10j/11l: The contractor shall comply with DoDI 5200.48, Controlled Unclassified Information (CUI), Air Force Guidance Memorandum 2020-16-01, Air Force Guidance Memorandum for CUI, 23 Jul 20, and DoDM 5400.7-Air Force Manual 33‑302, DoD Freedom of Information Act (FOIA) Program. The contractor shall monitor CUI aggregation and compilation based on the potential to generate classified information pursuant to security classification guidance addressing the accumulation of unclassified data or information.
h. Ref Item 10k: Prior to assumption of duties, privileged users of an information technology system (IT Level I) as defined in DoD 8570.01-M, Information Assurance Workforce Improvement Program, 19 Dec 05, Change 4, 10 Nov 15, Appendix 1, definitions, must obtain, at a minimum, a favorably completed Tier 5 background investigation IAW DoDM 5220.22V2_AFMAN 16-1406V2, National Industrial Security Program: Industrial Security Procedures for Government Activities, 8 May 20, para 6.2.a(2)(a) (Added)(AF) and DoDM 5200.02_AFMAN 16-1405, Air Force Personnel Security Program, 1 Aug 18, para 3.2b(2) Table 2 (Added)(AF). Periodic reinvestigations are required every 5 years.
i. Ref Item 11c: Contractor SAP and SCI performance will occur on Wright-Patterson AFB. Secret classified work may be performed at the contractor location. Contractor will reference the appropriate security classification guidance when generating or deriving classified material or hardware. All classified information received or generated will be properly stored and handled according to the markings on the material. All classified information received or generated is the property of the U.S. Government. At the termination or expiration of the contract, the U.S. Government will be contacted to proper disposition instructions. Contractor will abide by the following security classification guidance. j. Ref Item 11d: The contractor is required to provide adequate and approved storage for classified hardware or material to the level of SECRET which because of size or quantity cannot be safeguarded in an approved storage container. (Add additional information, as applicable. Identify size/quantity of hardware). The contractor will require a (Restricted Area/Closed Area/open storage) for classified hardware or material.

The Contractor will notify the Government Contracting Activity and the Government Security Manager within 48 hours of any incident involving the actual or suspected compromise/loss of classified information to enable the Government to conduct immediate assessment of potential impact pending formal inquiry/investigation. | Block9: Electro-Optic Sensing Defensive Electronic Warfare (EOS-DEW) covers advancement of integrated threat warning throughout a system’s life cycle including research and development, procurement, and operations and maintenance. Multi-spectrum threat warning advancement primarily focuses on missile sensing, laser sensing and hostile fire sensing. a. Ref Item 12: Contractor is to submit requests through the Contracting Officer for OPSEC Program Manager review and public release authorization. The Contracting Officer will provide contractor with written approval/disapproval. Information requiring AF or DoD–level review will be reviewed by the unit’s OPSEC Program Manager or Coordinator who will in-turn forward to the entry-level public affairs office through the AFIMSC Public Affairs Office to the Secretary of the Air Force, Office of Public Affairs, Security and Review Division (SAF/PAX), 1690 Air Force Pentagon, Washington DC 20330-1690. Transmission of public release request via e-mail is not authorized.

c. SECURITY GUIDANCE:
a. Ref Item 1a: Contractor must be granted a TOP SECRET Facility Security Clearance prior to being granted access to TOP SECRET information.
b. Ref Item 1b: Contractor must obtain SECRET safeguarding capability from the authorizing official prior to being provided SECRET information.
c. Ref Item 10a: Contractor personnel will follow the security requirements of the host government activity.
d. Ref Items 10e(1)/10g/10k: Contractor requires access to SCI materials; SCI security requirements apply, (see 21 IS/INS, SSO WPAFB, SCI addendum, for details). Access to Joint Worldwide Intelligence Communications System (JWICS) is authorized. Users shall be briefed to NATO Secret IAW 32 CFR, Part 117, §117.19 (g) prior to access.
e. Ref Items 10e(2)/10g: Contractor will require access to intelligence information and must comply with directions provided by the Contracting Officer Representative (COR). The COR has determined that disclosure does not create an unfair competitive advantage for the contractor or a conflict of interest with the contractor’s obligation to protect the information. The COR will identify what intelligence information is required for the contractor to satisfy the contract and will submit that information to the AFRL/RY servicing Senior Intelligence Officer (SIO) at AFRL/RYOY for approval prior to granting access. Access to Secret Internet Protocol Router Network (SIPRNet) is authorized. SIPRNet users shall receive the Air Force NATO Security Awareness Briefing and sign an acknowledgment prior to SIPRNet access. Formal NATO briefing is required when 1) the SIPRNet enclave, or other classified networks, is approved for NATO and no addition security measures are in place to preclude access, or 2) Access to NATO information is authorized. A formal NATO briefing is required prior to granting access to NATO Secret information. See 32 CFR, Part 117, §117.19 (g) for details.
f. All Special Access work must be conducted within an AFOSI Office of Special Projects (PJ) approved location. Modifications to an existing SAP facility must comply with DoD Manual 5205.07 Vol 3 – AFMAN 16-703 V3.
Specific SAP access requirements, personnel access controls, SAP-Mandated security education, training, reporting, records retention, etc. associated with contractor SAP performance under this contract will be managed at the government performance location. The contractor shall be responsible for the maintenance of personnel security clearances necessary for SAP access eligibility IAW the SAPNP and DoD Manual 5205.07, Vol. 2, dated 24 November 2015 Incorporating Change 2, Effective 30 Oct 2020. Per DoD SAPCO Memorandum, ''Temporary Periodicity and Clearance Submission Implementation Guide for Special Access Programs," dated 10 February 2017, DoD Manual 5205.07 Vol. 2 is temporarily amended to reflect the suspension of Periodic Reinvestigations (PRs) for SAP-briefed personnel every five years. Until the recension of this memorandum, personnel will be eligible for initial or continued SAP access as long as their Personnel Security Investigation (PSI) date does not exceed six years or the contractor has been enrolled in the Continuous Evaluation Program. The contractor will provide DSS (DISS) reporting of security incidents committed by contractor personnel at the performance location(s) as determined by the government Program Office and the Program Security Officer.
Defense Federal Acquisition Regulation Supplement (DFARS) Clause 252.204-7012, Safeguarding Covered Defense Information and Cyber Incident Reporting, applies to both SAP, classified, and unclassified contracts. Cyber incident reporting for contract SAP networks shall be IAW the DoD Joint Special Access Program Implementation Guide (JSIG), as required by DODM 5205.07 Volume 2, Enclosure 6. However, contractors operating under a classified/SAP contract shall comply with DFARS clause 252.204-7012 for their unclassified networks.
g. Ref Item 10j/11l: The contractor shall comply with DoDI 5200.48, Controlled Unclassified Information (CUI), Air Force Guidance Memorandum 2020-16-01, Air Force Guidance Memorandum for CUI, 23 Jul 20, and DoDM 5400.7-Air Force Manual 33‑302, DoD Freedom of Information Act (FOIA) Program. The contractor shall monitor CUI aggregation and compilation based on the potential to generate classified information pursuant to security classification guidance addressing the accumulation of unclassified data or information.
h. Ref Item 10k: Prior to assumption of duties, privileged users of an information technology system (IT Level I) as defined in DoD 8570.01-M, Information Assurance Workforce Improvement Program, 19 Dec 05, Change 4, 10 Nov 15, Appendix 1, definitions, must obtain, at a minimum, a favorably completed Tier 5 background investigation IAW DoDM 5220.22V2_AFMAN 16-1406V2, National Industrial Security Program: Industrial Security Procedures for Government Activities, 8 May 20, para 6.2.a(2)(a) (Added)(AF) and DoDM 5200.02_AFMAN 16-1405, Air Force Personnel Security Program, 1 Aug 18, para 3.2b(2) Table 2 (Added)(AF). i. Ref Item 11c: Contractor SAP and SCI performance will occur on Wright-Patterson AFB. Secret classified work may be performed at the contractor location. Contractor will reference the appropriate security classification guidance when generating or deriving classified material or hardware. All classified information received or generated will be properly stored and handled according to the markings on the material. All classified information received or generated is the property of the U.S. Government. At the termination or expiration of the contract, the U.S. Government will be contacted to proper disposition instructions. Contractor will abide by the following security classification guidance. j. Ref Item 11d: The contractor is required to provide adequate and approved storage for classified hardware or material to the level of SECRET which because of size or quantity cannot be safeguarded in an approved storage container. n. The Contractor will notify the Government Contracting Activity and the Government Security Manager within 48 hours of any incident involving the actual or suspected compromise/loss of classified information to enable the Government to conduct immediate assessment of potential impact pending formal inquiry/investigation. Actual or suspected compromise of Covered Defense Information will be reported IAW DFARS Clause 252.204-7012.
