I. This amendment provides answers to the following questions received regarding the BAA:

Question 1: “Does the common proposal format for a Technical Proposal on p. 18 of the AFRL BAA Guide for Industry need to be followed for the Basic IDIQ proposal - Technical and Management Proposal?”

Answer: The BAA Guide is specifically designed to assist the offeror in understanding the BAA proposal process. On page 18 of the BAA Guide under Paragraph B. Proposal Table of Contents/Checklist it states:

”NOTE: Always compare this guide’s instructions with the announcement instructions as they may vary for some projects and may differ somewhat from the instructions herein. Should that occur, you must comply with the announcement instructions.”

Therefore, the outline is suggested but follow what is required in the BAA.

Question 2: “On p. 20 of the AFRL BAA Guide for Industry, it says the following subparagraphs under Capabilities and Relevant Experiences are offered as possible areas to be addressed. Other items on the Proposal Table of Contents/Checklist is "Previous or Current Relevant IR&D Work and Points of Contact" and "Facilities/Resources." If these items are not applicable to our proposal, can we fully omit these items or do we have to address it and put "Previous or Current Relevant IR&D Work and Points of Contact: Not Applicable" and "Facilities/Resources: Not Applicable" in the proposal? Due to the space limitations, we are trying to avoid putting in anything that is not relevant.”

Answer: If these items are not applicable to the proposal, they can be ommitted.

Question 3: “Does a Schedule and Time Line Chart by Task need to be put in the Basic IDIQ proposal or can it just be put in the Task Order Proposals? “

Answer: It can be put in the Task Order Proposals.

The proposal due date is unchanged and remains NLT 12:00 PM local time 18 September 2020. Reference receipt of Amendment 001 in your proposal.
