I. This amendment provides answers to the following questions received regarding the BAA:

1. Q: “Do you know the rationale for the request for ‘no names on the resumes’ of Key Personnel” as stated in one section of the BAA Guide?

A: “Rationale for the request for ‘no names on the resumes’ of Key Personnel” – We can allow names since we are not hiring the person (like A&AS), but we don’t require them. However, this BAA is not requesting resumes. If the contractor chooses to, the information may be provided in the Basic proposals, but page requirements shall be maintained.

2. Q: “Do you know if technical proposal evaluation will be conducted in a ‘blind evaluation’ fashion with the names of the company and all key personnel being masked off or mentioned in terms of ‘contractor’ and ‘person A, B, C,…’?”

A: No, the evaluation will not be a “blind evaluation”.

3. Q: “Is there a place where we could register our interest in potential collaboration or teaming opportunities with prospective proposers?”

A: As of now, there is not a place to register. You are welcome to contact companies who have experience in this subject area and may be a potential offeror.

II. This admendment also incorporates the following FAR Clause:

FAR Provision 52.204-24, “Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment” and subsequent FAR Clause 52.204-25, “Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment” are hereby incorporated into subject BAA.

The proposal due date is unchanged and remains NLT 12:00 PM local time 18 September 2020. Reference receipt of Amendment 001 in your proposal.
