II. This amendment also provides answers to the following questions received to date regarding the BAA:

1. Is there an expectation that an awardee will have responsibility to perform AFRL/RQHF research facility (Building 18) operational tasks as currently performed by existing AFRL/RQH onsite contractors, or only conduct research and possibly use these facilities? The intent is to find partnering organization(s) to execute the research and development described in the BAA. The effort can be conducted in the Governments research facilities or the contractors (or a combination of both). At the end of the BAA process we expect to award a Task Order to a contractor that will conduct research solely in our Research Cells, however, multiple awards are possible for Task Orders, opening up the possibility for specific research to be conducted. It is possible for two (or more) contractors to be working in the same research cell (requiring the need for the Associate Contractor Agreement).

2. Will each task order be awarded to only one performer or can a task potentially be split?

The task orders have the possibility of being split (multiple awards per Task Order). The Government has the option of awarding all, part, or none based on the proposal.

3. Will unused FY20 funds automatically roll into FY21? Yes, the initial Task Order Awards will likely be made with FY20 funding which can be obligated in FY21 (up to five years to expend).

4. Can you please arrange access to RQHF In-House Facility Descriptions; ETHOS BAA Call 0002, available from the Bidder’s Library for Call 0002. Interested offerors should submit a request, along with a copy of their DD Form 2345 (Militarily Critical Technical Data Agreement), to john.mcclellan.2@us.af.mil.

The proposal due date is unchanged and remains NLT 12:00 PM local time 18 September 2020. Reference receipt of Amendment 001 in your proposal.
