SUBJECT: INDUSTRY QUESTIONS REGARDING FA8630-24-R-B008 CONTRACTOR LOGISTICS SERVICES FOR INDONESIA

The purpose of this document is to organize industry questions and Government answers, this document is subject to revisions as new questions are received. This document has been revised with current revisions captured in BOLD.

QUESTION Received 6 August 2024: The PWS requirement is for three (3) contracted training staff. Experience has shown that a MAAS training sessions of this scope can be quite successfully completed with two (2) trainers. Assuming the equipment and personnel are available and prepared, possibly even one (1) trainer is sufficient. This reduced manpower would of course be attractive to the end user from a cost containment perspective. Is it acceptable to propose a two-man team for both training sessions?

ANSWER Posted 6 August 2024: No, the scope of this requirement will not be changed.

QUESTION Received 5 August 2024: For hands-on training, it is required to have access to a Mobile Aircraft Arresting System (MAAS) – Will IDAF ensure that a system is made available during the two training sessions in Indonesia?

ANSWER Posted 8 August 2024: Yes.

QUESTION Received 5 August 2024: Translator/interpreter – if an individual proficient in Indonesian language is not available from the offeror, it is assumed that a translator or interpreter will be required. Will it be the responsibility of the offeror or IDAF to ensure a translator/interpreter is available at the time of the training?

ANSWER Posted 8 August 2024: No translation services are required as students should speak enough English and/or IDAF will have people available to translate.

QUESTION Received 5 August 2024: Help Desk Support – Will requests for support submitted to the help desk be in English or Indonesian language or a mix of both? Should responses to the help desk inquiries be provided in English or Indonesian language?

(1) ANSWER Posted 8 August 2024: Those calling/submitting RFIs to help desk will be English-speakers.

This one is in regard to the “Certified Ground Director”. Could you please describe this role, its specific tasks and responsibilities, as well as the requirements in connection with this specific effort?

ANSWER Posted 8 August 2024: This is a USAF certification (or equivalent) that the trainer must possess.

QUESTION Received 12 August 2024: Regarding the certification of the Ground Director, can you please provide which Air Force Specialty Code (AFSC) generally has this certification?

(2) ANSWER Posted 12 August 2024: The Ground Director certification would be equivalent to a USAF 7 level certified 3E0X2 (Power Production) technician, which is required to be present for any MAAS installation and certification.
