C-5 CMC/WXR (PIMA)
SOLICIATION FA8625-18-R-6701
STATEMENT OF WORK
INDUSTRY DAY QUESTION & ANSWERS
21 Nov 2017
1. Will the delay in the Acquisition Strategy delay the release of the RFP?
Answer: No, there will not be a delay in the release of the RFP.
2. How will OSS&E apply to DMSMS issues?
Answer: The part number will be taken through the CCB board process and that will evaluate the OSS&E changes that may potentially then need to be addressed through an ECP.
3. Is SOW Para. 2.2.4, Vendor/Subcontract Management and Small Business Contract Reporting referring to a small business subcontracting plan?
Answer: This is referring to the reporting of execution of small business metrics. But, even if the prime is a small business the non-manufacturing rule will apply. In that case, we will reissue guidance and/or requirements for the NMR compliance that was initially put out in the C-5 Industry Day back in July.
4. Will an Offeror that has a Quality Management certified program be viewed more favorable than one not?
Answer: No, we do not want to get into a situation of a competition barrier for an uncertified company; therefore, there will be no strength applied for a certified company.
5. In reference to SOW Para. 2.2.4.1, should AS9100 or AS9110 be listed in there?
Answer: No, AS9100 is more specific for expectations as AS9110 is a depot-like standard. AS6500 should be the only one listed in 2.2.4. Quality defines section of 9100D to be in compliance with, so we will remove AS9110 from SOW and keep 9100D.
6. What is meant by the term “high quality delivery”?
Answer: Quality will be described in terms of what we want in Sections L & M of the RFP. We may have to consider this to be identified as a new performance metric. These performance metrics are important because we don’t want a delay to the Government during the kit builds and delivery.
7. In reference to para. 2.2.10, will the B kit components be delivered with IUID markings or is that the responsibility of the contractor?
Answer: All components should be provided with everything that needs to be IUID-compliant but if something has not been marked, then it will be the responsibility of the contractor. There will not be any IUID marking on Group A components.
8. Would the Government consider some type of warehouse strategy for the DD250 items in case the depot gets behind?
Answer: It is actually more likely that the depot will speed up instead of getting behind because of the lean practices that have been applied. The depot has consistently not missed PDM deliveries in 5 years and has 100% on time. It is estimated their learning curve is 92.5%. So, the risk is not really in a depot delay but more likely a shortening of the timeframe or an acceleration.
9. So, then will the Government accept early delivery as a benefit?
Answer: No. Actually too many kits ordered or delivered too early would create storage problems at the depot.
10. Would the CPARS rating on an early delivery be only satisfactory and nothing better? Because in the corporate world satisfactory is only a “C” grade.
Answer: The Government will take this under advisement and consider it an action item to look into further.
11. Would the Government be ok with storage at Contractor facility or shipping the kits early and keeping them in GFP at the depot like a ship in place arrangement? Could there be an incentive built into the contract for that kind of early delivery?
Answer: The Government will take this under advisement, but we do understand that cash flow is driving this question and we will look into this sort of incentive or cash flow issue.
12. Will transportation costs be covered?
Answer: The shipping will be provided by the Government but we expect to do F.O.B. Origin with the intent to do DTS pick-up and delivery much like the DLA model. But, we will get back to you after getting some more clarity on this from our Logistics folks.
13. Will there be distribution statement for all CDRLs?
Answer: CDRLs should all be marked Distribution “D.”
14. In reference to the Associate Contractor Agreements, a question was posed to Rockwell and Honeywell; are the OEMs waiting until the RFP drops to hold discussions with interested offerors?
Answer: A representative from Rockwell, Reagan Echols, was on the line and answered that Rockwell would be willing to discuss the agreements now depending on the type of communication and the level of work. He stated he has already provided quotes for some companies and offered his contact information to the other contractors. The Government committed to sending out the Associate Contractor’s contact information to everyone interested on the call.
15. Has a final decision been made regarding Rockwell equipment being provided as GFP?
Answer: Yes, the Rockwell component it will be provided under a separate contract.
16. Can you speak more to the Waveguide component? Will it be delivered to the contractor facility or go direct to the Depot?
Answer: We spoke with Mega (the producer of the waveguide) after we ran into some issues on the EMD contract. There were shipping configuration challenges, and we really don’t want damage during shipment on this effort. So, the Waveguide will need to be shipped directly to the Depot. Ultimately, however, you as the prime will be responsible for the shipment from Mega to the Depot and for acceptance of the Waveguide at Mega prior to it shipping. If we identify problems with this after the first few shipments, we can look at a possible ECP for better shipping containers, different locations, or something like that.
17. Do you plan on providing more detail on the kitting packaging requirements?
Answer: The only thing we can tell you is that we have an expectation for high quality and we’ll be looking for that in your proposal.
18. If WAWF will be used for the first set of kits how many days until the depot actually “accepts” in that system because that could potentially delay payment?
Answer: We anticipate being able to avoid that issue with acceptance at Origin and not Destination.
19. Will the Over & Above CLIN also be Firm Fixed Price?
Answer: No, the O&A CLIN will be Cost Plus Fixed Fee (CPFF). The expectation will be for contractors to propose a fixed fee with in regulatory requirements. Your proposed fixed fee would have an impact on your Total Evaluated Price.
20. There was some concern expressed from a contractor about potentially having to be CAS compliant because it is a “huge hurdle” for a small business to overcome.
Answer: The Government took this as an action item.
21. Does the Government require the contractor to propose warranties?
Answer: We are not expecting any specific warranties but contractors can propose warranties for their items.
File details come from the government source that posted it.
