MODEL CONTRACT INDUSTRY DAY
QUESTION & ANSWERS
14 DEC 2017
1. How far in advance of the option exercise period will the Government notify the contractor of its intent to exercise that option?
ANSWER: The Government normally gives 60 days advance notice of its intent to exercise an option. If that is not an adequate amount of time to put in the orders and get the kits ready to go for the start of that option period please advise us now so we can consider a more appropriate time period. We will look into extending the option notification period to 90 days potentially taking into consideration government funding constraints.
2. Why are the Data (CDRLs) CLINs Not Separately Priced (NSP)?
ANSWER: This is a normal course of operation for the Government. It is typical that when proposing the cost of the CDRLs is incorporated into the largest dollar value CLIN that is Firm Fixed Price (FFP) and spread the cost for the CDRLs across that FFP CLIN price.
3. Are some of the drawings in the TDP package Lockheed Martin (LM) drawings? The concern is LM has often required companies to follow their QPL List even if the parts are mil spec. So for the CMC/WxR will potential Offerors be required to use LM’s QPL sources because that would limit the source options?
ANSWER: The Government is trying to keep this an open competition as much as possible, so if you have to go back to LM and they will direct the vendor you use, please let us know. If anyone else sees particular references to LM in our TDP, please let us know so we can work with our Government engineers. Caveat: We need specific examples if an Offeror believes we are directing them to a particular source.
4. In the solicitation potential Offerors are directed under the Non-Manufacturing Rule (NMR) to use small businesses for 51% of the work under this contract, but still wanted to know if the small businesses are required to have 1,500 or 500 employees or if they were to go by the NAICS code in the solicitation.
ANSWER: IAW 13 CFR, the small business requirement is a size standard of 500 people; if a company creates a separate affiliation that affiliation must still comply with the 500 employee size standard. You can search the CFR for assistance with the ostensible subcontractors, and Section K of the solicitation will guide you through this information as well. To avoid most of the issues that have the potential to arise under this standard, just make sure your company does the majority of the work.
5. Is there a requirement to resource load the Integrated Master Schedule (IMS)?
ANSWER: No.
6. Will an Offeror be penalized if they put CDRL deliveries in the IMS?
ANSWER: No. Just put them in a separate section at the bottom of the template that will be provided in the Section L Attachments. The Government would prefer the proposal focus on different key areas and CDRL deliveries aren’t something we would asses risk on.
7. What is the IMS template you reference?
ANSWER: Several templates and attachments will be included in the final solicitation package. We are still working these documents so they have not been posted in draft form. You will likely not see them until final RFP release.
8. Why do Offerors need to email our intent to propose?
ANSWER: It helps the government plan how long we have to complete our evaluations and how it will affect our overall procurement schedule. For instance, if we would need to notify the Depot that we have so many potential Offerors we may miss a deadline for plane delivery. Also, we could use this information to then notify our internal management that we may need additional resources to perform proposal evaluations.
