SOLICIATION FA8625-18-R-6701
EMAIL QUESTIONS AFTER INDUSTRY DAY
1. Does the kit(s) component value for an awarded PO (specifically considering there are some Air Force directed large business pieces) that the small business procures, as far as the calculation of small business spend, count toward the overall fifty percent required spend? Or if the small business fabricates the non-directed deliverables and procures the directed large business pieces have an overall value at 100% small business for the end small business amount?
ANSWER: The USG has specifically removed component value assumptions for Ballard and Mega Industries components. In order to comply with the NMR rules. It will be the Offeror’s responsibility to review the CFR references in the Solicitation and self-certify their strategy complies with these rules.
TDP Questions:
2. On the TCTO, sheet 4; 4D19142-103A and sheet 5; 4D19143-103A are listed as optional. Both drawings have notes stating the following, “Loose parts kit provided as a contingency to be employed if / as needed by installing authority.” “Disposition of unused balance to be at the discretion and direction of contracting authority.” Are we to assume all kits will require the optional -103A for the entire program?
ANSWER: Anything in the TCTO that is listed as “optional” will need to be included in the kits.
3. On drawing 4D19145, Panel – Edgelighted, Ant Select and Bunk PA, delta note 1 states;
Panel shall use AC Voltage and conform to LG02ER0187, we are unable to locate this document in the TDP.
ANSWER: A modified version of LG02ER0187 is provided as Section J004 of the Solicitation.
4. Lockheed parts such as standoffs, spacers, labels and such, example (LS35064A2B100) used on drawing 4D19143-101A, we would have permission to manufacture these so long as they meet the drawing specifications and would be marked with the Lockheed part number?
ANSWER: The Contractor/winning bidder/offeror/etc. is responsible for providing all line items listed with the 98897 cage code according to print. No special permission to produce is required. Standoffs and spacers (shims) are fabricated based upon the actual condition (example, a gap between panels) which can vary from shipset to shipset but still be within tolerance. These are designed with reference dimensions noting that the final dimensions are TBD. These are denoted Lockheed parts because they are made by the kit manufacturer. It doesn’t matter who the labels are bought from, as long as they meet the specifications indicated in the TDP.
5. Does the government’s contract to Rockwell include the Antenna Mount, p/n 622-5135- 823 and Antenna Plate, p/n 622-5137-601?
ANSWER: Yes, those parts will be included in the Government contract with Rockwell.
General note / question:
6. We have concerns with the CDRLs not being separately priced, the “A” kit and spare parts are going to absorb those related costs which does not give the government a clear true price structure for the kits and spare parts, nor does it demonstrate the effort and associated costs required for each of the CDRL. As well as, not providing the government a clear picture of the offeror’s understanding of the requirement. Would it at least be possible to show rollup of CDRL pricing in CLIN 0005, as a firm fix price. Breakout of total CDRL pricing would have backup for individual CDRL effort in the cost volume?
ANSWER: The Government considers the development and execution of Contract Data Requirements List (CDRL) data to be intricate to the overall scope of work for the effort and therefore requests CDRL pricing be kept inclusive of the FFP CLINs.
CDRL Question:
7. CDRL A009 Health Hazard Assessment Report (HHAR). In the CDRL it states:
“Blocks: 11, 12, 13: First submittal is due NLT 30 days prior to Critical Design Review (CDR). Revisions as applicable.” Is there a requirement on this program for PDR and CDR? Is there a requirement for a Production Readiness Review? The draft SOW doesn’t mention PDR, CDR, or PRR.
ANSWER: There is no requirement on this program for a CDR, PDR, or PRR. These were only applicable to the EMD program. The CDRL package has been significantly revised, and any references to CDR have been removed. The numbering on the CDRLs has also changed, as you will see in the package attached to the official RFP.
Pricing Matrix Questions:
8. In the pricing matrix CLINs 0001AA and 0001AB are broken out into 7 kits and 2 kits due to funding. The kit delivery schedule isn’t broken out the same. Can you please clarify?
ANSWER: The delivery schedule was developed for the convenience of the Offerors;
the Government was trying to make it easier for you to look at one document in order to get an idea of how to propose your delivery prices. The CLIN structure in the model contract is set up with a “parent” CLIN (0001) and SubCLINs (0001AA and 0001AB) solely for funding purposes. Ultimately, however, those SubCLINs are still part of CLIN 0001.
9. Are the formulas in the pricing spreadsheet correct? We only fill out the highlighted column E correct?
ANSWER: You will see in the pricing matrix that comes out with the RFP that the Government has locked down every cell that does not require Offeror input. You will only be able to input prices in certain cells and the formulas will calculate your overall
CLIN prices (in some cases) and your Total Evaluated Price. Additionally, a set of instructions has been added to the matrix to take you through a step-by-step process of how to properly fill out the pricing matrix.
10. Do Offerors need to get an NDA in place with KBR Wyle? A recent solicitation required
Offerors to have an NDA in place and submit with our proposal?
ANSWER: No. An NDA is not required for KBR Wyle. An NDA can be worked if companies request that Wyle have one for sharing of contractor information.
