C-5M Super Galaxy Enterprise Industry Days 25 – 26 July 2017 Kettering, Ohio
Questions & Responses
I. LAIRCM Block 30
Question 1: Will the first two installs be performed at contractor facility?
Answer – No, we currently anticipate the installations will be performed at the depot or at a C-5 operational base. The exact location has not yet been decided though.
Question 2: Are any software changes going to be required?
Answer – No software modifications are required for the development of the Group A kits. Software modifications are likely required to incorporate the LAIRCM Block 30 upgrade on the C-5 trainers.
Question 3: Are there other key drivers other than contract award date?
Answer – Yes, we are looking for “just-in-time” delivery of kits to support depot installation schedules– no early deliveries due to storage constraints
Question 4: Will trainer update be a C-5 or Simulators contract?
Answer – The program office is still determining whether the upgrade to the trainers will be included in the same contract as the procurement of the Group A non-recurring effort and consolidated Group A and B kits.
Question 5: Will TDP be available before RFP?
Answer – The Block 20 TDP will be available when the RFP is released.
Question 6: Safety of Flight qualifications? Airworthiness qualifications?
Answer – The Group B kit contents are already cleared. We are working to determine the level of testing which will be required for the Group A kits. We are not currently expecting the contractor to provide a flight crew though.
Question 7: Is there a requirement for a Durability and Damage Tolerance Assessment or bird strike testing?
Answer – The Government is still evaluating the requirements for testing. Currently, however, the plan is to utilize Eglin AFB for any required testing.
II. Replace Multifunctional Controls/Displays Program (RMCD)
Question 1: Will there be a change to the Electronic Flight Bag (EFB)?
Answer: No, this program only includes the EFB hard mount and power source.
Question 2: What is the EFB platform?
Answer: The EFB platform is Apple iPad.
Question 3: Who owns the display software?
Answer: It depends on the software partition, but the owners are Lockheed Martin Aeronautics (LMA) or Honeywell.
Question 4: Will all efforts be rolled into LMA Engineering and Manufacturing Development (EMD)?
Answer: A solution that does not require LMA EMD could be pursued.
Question 5: Will program require changes or upgrades to Flight Mission System (FMS)?
Answer: Changes or upgrades to FMS will be required.
Question 6: Will displays competition be conducted by LMA or the Government?
Answer: Display competition is projected to be conducted by LMA.
Question 7: Is the C-5M equipped with Tacview?
Answer: No, the C-5M is not equipped with Tacview.
III. Communications, Navigation, Surveillance/Air Traffic Management Program (CNS/ATM):
Question 1: Has the Government considered combining the radio requirement with MUOS?
Answer: CNS/ATM requirements will not be bundled with MUOS; only GEN 5 radios are part of CNS/ATM Program.
Question 2: Due to the emphasis on schedule and rapid response, will this be a best value source selection?
Answer: Final strategy is not yet determined, but we are looking at potential tradeoffs.
Question 3: Is Government planning for utilizing contractor transportation?
Answer: Yes, we are leaning toward contractor providing transportation for kits (FOB Destination)
Question 4: Will the Technical Data Package (TDP) be Lockheed Martin proprietary?
Answer: No, the EMD contract requires delivery of TDP without LM proprietary markings. Government plans to provide 80% TDP with proposal and a Final TDP once available (estimated after contract award).
Question 5: Regarding SATCOM, is Government looking for different solutions?
Answer: No, we will request currently tested part numbers, and there will be no new development effort. Group A is the only area to be developed for specified Group B LRUs.
