TECHNICAL DATA PACKAGE (TDP)
INDUSTRY DAY QUESTION & ANSWERS
26 Oct 2017
1. Has the Government identified all directed sources for components and hardware? Will there be standard pricing among those sources?
Answer: The directed sources are Honeywell, Rockwell Collins, Mega, Ballard, and FTG Aerospace. Honeywell and Rockwell will have a separate contract that will provide its hardware as government furnished property to the government. Mega and Ballard have confirmed that they will have standard catalog pricing and FTG has not provided the government with an answer yet as to whether or not they will have standard pricing.
2. Is it ok to send an email to request pricing to the sources listed in the technical data package (TDP) since those companies are outside of your own company?
Answer: The statement of not transferring information outside your own company applies to the documents within the TDP because they are ITAR Restricted, but it is okay to contact the sources for pricing. A list of the POC’s for each of the directed sources will be provided on FBO.
3. Modified vs. non-modified C-5M aircraft are different for C-Model aircraft. Will bidders know the difference?
Answer: All aircraft are planned to be C-5M configuration. If a different C-5 model aircraft required a kit configuration variation, the prime contractor would coordinate with the Engineers at Robins AFB to identify any potential deviations that may change the required kit configuration. With approval from the contracting officer, the contractor would be granted use of the Over & Above CLIN (CPFF) to modify any specific kits/components for differences.
4. Will the Government give an itemized list of parts/pieces to the bidders? Can the itemized list of parts and pieces of kitting referenced in the TCTO be re-formatted into an Excel sheet?
Answer: The TCTO is the key document to review the package. Someone on the phone suggested a way that the list could be reformatted without the Government having to reformat and re-post. Basically “Save-as” Excel format instead of pdf.
5. Is it still the Government’s intent to keep the bidding period at 60 days?
Answer: Yes, and there will be no extensions. That is still the Government’s intent with a draft RFP posted ahead of time.
6. Will the Government hold another industry day and will it be in person that will increase Bid and Proposal costs?
Answer: There will be a draft SOW Industry day telecom, a Section L+M Industry day telecom, and a Model Contract Industry Day telecom. None will be an in-person event. We are hoping to have information for contract deliverables on FedBizOpps for 2 days prior to the Industry Day where we will discuss the draft model contract. The Industry Day in which we will be discussing the Draft Model contract will be similar in setting to the TDP Industry Day and is projected to last between 2-3 hours.
7. Is the prime contractor responsible for producing kits for Weapon System Trainers (WSTs) and Aircraft Maintenance System Trainers (AMSTs)?
Answer: The WST trainers will be on a separate contract out of our Simulators division and not on this contract.
Answer: The prime contractor will be responsible for producing kit components for the two (2) AMST trainers as outlined in the Statement of Work.
8. Is the government still considering a “penalty” clause on incentives?
Answer: We are currently looking at both incentives and disincentives to include in the contract.
9. Will the Waveguide produced by Mega require extra stock as Over & Above (O&A)? Sensitive parts, keep extra parts in storage?
Answer: The Mega Waveguide will be delivered direct to the Depot. Initial spares may be delivered directly to the Depot and if consumed, an ECP may be issued to increase the number of spares.
10. Has the Government made a determination on the number of spares?
Answer: Yes. We will direct the number of spares in years 1-3, but may have to adjust that number in the last year of the contract.
11. Will the Government be posting these questions and answers on FBO?
Answer: Yes.
12. If there are time constraints relative to the lead time with the Waveguide (for example?) can the company supply their own with an alternative source?
Answer: Specific directed subcontractors have been approved for the CMC/WxR System. The proposed solution would already need to have completed first article testing and would have to be a qualified source. Another Waveguide could disrupt the configuration.
File details come from the government source that posted it.
