Class 2 configuration changes: Class 2 changes are changes to a Government approved technical baseline that do not meet the definition of a Class 1 change.
Concurrency: The condition where the configuration and operation of the training systems matches configuration and function of the reference prime mission system(s).
Courseware: All instructional material including technical data, textual materials, and audio tapes, slides, movies, video tapes, video discs, and other audiovisual materials.
Days: All days referenced in the PWS refer to calendar days unless otherwise stated.
Distributed Mission Operations (DMO): Warfighter training that utilizes the integration (networking) of live-fly, virtual (man in the loop), and constructive (computer generated) entities, systems, and environments to complete mission essential competencies required for a combat ready force. DMO focuses on individual and small team unit-level training, utilizing a unit’s organic resources to train assigned warfighters to perform their wartime tasks. It also expands a unit’s training capabilities and resources to facilitate Inter-team training among geographically separated and composite force teams to execute missions (or significant portions of missions) and mission rehearsal scenarios.
Instructional System Design (ISD): A deliberate and orderly process for planning and developing instructional programs that make sure personnel are taught the knowledge, skills, and attitudes essential for successful job performance. Depends on a description and analysis of the tasks necessary for performing the job, objectives, and tests clearly stated before instruction begins, evaluation procedures to determine whether the objectives have been reached, and methods for revising the process based on empirical data. (See AFMAN 36-2234)
Interactive Courseware (ICW): A computer program controlled instruction that relies on trainee input to determine the order and pace of instruction delivery.
Master Training Task List (MTTL): Documentation of total training tasks developed for a prime mission system and its respective mission. It includes the entire spectrum of tasks in each functional area (operations, maintenance, and support) requiring training. The MTTL provides the training task baseline for all acquisition, modification, support, management, and funding actions through comparison with predecessor or future prime mission systems.

Minimum Essential Subsystem List (MESL): List that shows which device subsystems are required for each specific training mission for each training device.
PWS Paragraph (paragraph.): Refers to the paragraph referenced in the PWS.
PWS Section (section): Refers to paragraph and all subparagraphs referenced in the PWS.
Simplified Acquisition Threshold: See Federal Acquisition Regulation (FAR).
Simulator Certification (SIMCERT): The process of ensuring through validation of hardware and software baselines that a Training System and its components provide accurate and credible training. The process also makes sure the device continues to perform to the delivered specifications, performance criteria, and configuration levels.
It will also set up an audit trail regarding specification and baseline data for compliance and subsequent contract solicitation or device modification.
Simulator Validation (SIMVAL): The process for (1) comparing a training device’s operating parameters and performance to the current intelligence assessment of a weapon system, threat and interaction between the weapon system and threat and (2) documenting the differences and impacts. This process includes generation and deployment of an intelligence data baseline of the system, comparison of simulator characteristics and performance, support for the modification and upgrade of the simulator, a comparison of simulator and threat operating

KDAM ATARS
This Performance Work Statement (PWS) describes the requirements of this contract. While there are separate Sections in this PWS, the Contractor shall consider the PWS in its totality, as most Sections complement other Sections. The Contractor shall develop their processes, procedures, approaches, etc. to accomplish requirements of this contract.
1 MANAGEMENT
The Contractor shall provide all management, support personnel, staff, hardware, software, materials, equipment, consumables, peripherals, tools, packaging, shipping, etc. as required to accomplish the requirements of this contract and to maintain flexibility to react to real-world events and changing requirements.
a) All Contractor personnel shall communicate in English and shall be fluent in reading, speaking, and writing in English.
b) The Contractor shall operate and maintain all assets listed within Section J, Attachment 7 - Asset List, and equipment within specifications and operational limits.
c) The Contractor shall provide management, support personnel, and staff who have thorough knowledge of their jobs, including the job duties and tasks, and the associated intellectual skills to accomplish job duties and tasks.
d) The Contractor shall maintain professional relationships, IAW Air Force Instruction (AFI) 36-2909, Professional and Unprofessional Relationships and Air Education and Training Command Instruction (AETCI) 36-2205, Formal Flying Training Administration And Management (being re-written as 36-2605).
e) The Contractor shall support Government no-notice tests, inspections, audits, certifications, and validations and shall report corrective actions proposed/taken to correct discrepancies found within three working days.
f) The Contractor shall coordinate, collaborate, and co-operate with other contractors providing ATARS services to accomplish requirements of this contract. For example, if the KDAM ATARS Contractor is responsible for Aircrew Instruction and a different ATARS Contractor is responsible for CLS on the same asset, the Contractors shall coordinate to ensure devices are set up for training events and schedule Aircrew Instruction in coordination with the other ATARS Contractor and during Scheduled Training Time.
g) If Government provides training to Contractor personnel, the Contractor shall incur a 1-year employment commitment with respect to the applicable training and position. If the trainee’s employment ceases within the year, the Contractor shall owe equivalent training/cost reimbursement to the Government.
h) The Contractor shall monitor reference documents, publications, and Technical Orders (TOs) identified within the Reference Document List above, for updates and or changes and deliver a Notification of Reference Document Change detailing the updates and or changes and the impacts to this contract to the Government within seven (7) days after the update and or change being formally published.
i) Contractor Identification
i. Contractor personnel and their subcontractors must identify themselves as Contractors or subcontractors during meetings, telephone conversations, in electronic messages, or correspondence related to this contract.
ii. Contractor-occupied facilities (on AFMC or other Government installations) such as offices, separate rooms, or cubicles must be clearly identified with Contractor supplied signs, name plates or other identification, showing that these are work areas for Contractor or subcontractor personnel.

1.1 Locations

1.3 Commercial Training

1.4 Accident/Safety Investigation Board (AIB) (SIB)
The Contractor shall support one AIB/SIB per year as requested by the Contracting Officer’s Representative (COR).
This activity may include support recreating the incident based upon data provided.
1.5 Aircraft, Simulator and Courseware Concurrency/Obsolescence/Material Shortages The Contractor shall maintain interfaces with all Aircraft Platform Program Management Offices (PMOs) as related to this contract within Section J, Attachment 7 - Asset List. The Contractor shall track, forecast, mitigate, and report aircraft modifications/concurrency/diminishing manufacturing sources/material shortages/obsolescence to the appropriate review boards discussed throughout this PWS. 1.6 Technology Insertion (TI) Working Group
The Contractor shall provide enterprise-wide TI upgrades per annual Period of Performance (PoP) IAW Contract Line Item Number (CLIN) Series X007. The Government will select the TI candidates from a list presented by the Contractor semi-annually. The Contractor shall provide a detailed cost proposal and implementation timeframe for TI candidates. The Contractor shall not include profit, cost of money, or proposal preparation costs within TI proposals; these costs shall be considered a cost of doing business and will not be reimbursed.

1.7 Budgetary Estimates
The Contractor shall provide budgetary estimates as requested by the Government PMO. Budgetary estimates shall include estimated cost (labor, material, travel, courseware, etc.), schedule, and assumptions.
1.8 Re-competition Support
The Contractor shall provide a Re-competition Support Package (RSP). The RSP includes GFP (See GFP definition) and data. The Contractor shall support an annual Government audit of the RSP.
a) The RSP is a complete listing/accounting of hard, soft, and intellectual assets required to accomplish the requirements of the contract.
b) The Contractor shall be responsible for baseline documentation and shall ensure a complete set exists in a useable condition with latest revisions incorporated. The Contractor shall replace missing, unusable, or outdated documentation.
c) The Contractor shall maintain software media and license agreements to accomplish the requirements of this contract.

1.9 Maintenance Data Collection (MDC) System

1.10 Government Furnished Property (GFP)
The Contractor shall be liable for loss of Government property furnished or acquired under this contract. GFP is listed in Section J, Attachment 18 - GFP. The Contractor shall report GFP accurately as part of the RSP.
1.10.1 Loss of Government Property Reporting
The Contractor shall report any loss/damage of Government property IAW Federal Acquisition Regulation (FAR) 52.245-1 Government Property, and shall deliver said report to the Government within 72 hours of discovery of the loss or damage.

1.11 Transition
a) The Contractor shall complete transition during the Ramp-Up Transition period. The Contractor shall coordinate with the incumbent Contractor to provide a seamless transition for the completion of classes still in progress when the contract transfers. At completion of the Ramp-Up Transition period, the Contractor shall be responsible for all requirements of this contract.
b) The Contractor shall develop, submit, implement, and maintain a Ramp-Down Transition Plan to the follow-on program to ensure no negative impact to contract performance. During the Ramp-Down transition, the Contractor shall provide the successful offeror with training on all systems, equipment, devices, etc., support to the Government and successful offeror to facilitate orderly transition, and provide successful offeror full access on a non-interference/no cost basis. 1.14 Bi-Weekly Program Status Briefing
The Contractor shall monitor and report the status of overall program performance to include IMP/IMS activities and events, obsolescence, courseware development and updates, database development and updates, and Cybersecurity. The Contractor shall conduct a bi-weekly briefing divided into sections following the structure of the IMP/IMS, provide both graphical presentations and narratives of program activities and events, and accommodate Government recommendations for format and content. The briefing shall identify and describe the event(s), event status, and pertinent narrative details for event status, risks identified, recovery plans if required to mitigate identified issues or risks adversely impacting event completion, status of system safety, and other topics as required.

1.15 Field Service Report (FSR)
The Contractor shall deliver monthly FSRs providing the overall narrative of the activities at each site. The FSRs shall contain the following:

b) The Contractor shall participate in environmental health and safety activities with local site authority to ensure compliance with base regulations.
c) The Contractor shall submit a System Safety Plan and respective site safety checklists within 60 days after contract award and immediately implement the submitted plan.
i. The Contractor’s plan shall include appropriate measures to ensure the Contractor reacts promptly to investigate, correct, and track alleged safety and health violations and or uncontrolled hazards in Contractor work areas.
ii. Installation-specific references and policies may be included (or attached) to the plan.
d) The Contractor shall take additional immediate precautions as directed by the Procurement Contracting Officer (PCO) for health and safety purposes.
e) The Contractor shall ensure system safety is not degraded or compromised.
f) The Contractor shall be responsible for the proper handling, storage, transportation, and disposal of hazardous waste resulting from performance of this contract IAW AFI 32-7042, Waste Management, host-base directives and guidelines, 40 Code of Federal Regulations (CFR), Parts 260 - 271, and 49 CFR, Parts 171 and 172 and paragraph 2.2.9.4.
g) The Contractor shall maintain Material Safety Data Sheets for hazardous materials at each location.
h) The Contractor shall develop, manage, and maintain a process to control Electrostatic Discharge (ESD) IAW American National Standards Institute (ANSI)/ESD S20.20-2007, Protection of Electrical and Electronic Parts, Assemblies and Equipment.

1.18.1 Mishap, Accident, Incident Reporting, and Investigation
a) A mishap is an unplanned occurrence, or series of occurrences, that results in damage or injury and meets Class
A, B, C, or D mishap reporting criteria IAW AFI 91-204, Safety Investigations and Reports.
b) In the event of a mishap, the Contractor shall:
i. Immediately secure the mishap scene and damaged item(s) or wreckage until released by the accident investigative authority as designated by the Wing Safety Office.
ii. Notify the COR, Program Management Office (PMO), and local AF safety representative as soon as possible (no later than 12 hours) following the mishap, regardless of the time of day.
iii. Abide by all other stipulations outlined in AFI 91-204, paragraph 2.4.6.1.
c) In the event of an accident or incident, the Contractor shall:
i. Report accidents and incidents within 12 hours following the event, to the local COR and PMO. The Contractor’s report shall contain available facts relating to any damage to Government property and or injury to any personnel.

1.25 Working Groups/Boards/Meetings
The Contractor shall support and chair/co-chair working groups/boards/meetings as identified in Table 1: Working Groups/Boards/Meetings with the Government. For each event, Table 1 summarizes the purpose of the meeting/event, identifies the chair responsibility, lists the frequency of the event, the event location/media used, and the documentation produced. Agendas, Minutes, and Briefing Charts comprise the documentation required by the majority of the events. Many of the events are weekly and the administrative burden resulting from formal contract delivery of all documents could be counterproductive for the Government/Contractor participants.
At its discretion, the Government will identify the mode of delivery for each document: 1) deliver the documents formally (F); 2) deliver the document informally (I); or 3) delivery of the document is not required (NR). Formal
(F) delivery of the Minutes shall be through DI-ADMN-81250A, Conference Minutes and Briefing Charts through DI-ADMN-81373/T, Presentation Material.
For informal (I) delivery of Agendas, the Contractor shall coordinate and provide the Agenda electronically to the Government POC at least two calendar days prior to each event. For informal (I) delivery of Minutes and Briefing Charts, the Contractor shall provide the Minutes and/or Briefing electronically to the Government POC within 2 calendar days after the event.
