14 November 2014

Comment/Question Response Will the Government identify which of the software applications, if any, in Appendix L & M require an annual license or maintenance agreement with the OEM and the cost associated with each?

The software listing in Appendix L&M are GFP available at the TSSC. Any necessary annual license or maintenance agreements will vary depending on OEM. There is at least an annual license renewal for Norton Internet Security. It is a 12 month subscription that is utilized on the TSSC government PC. Price ranges from $52 to $70, dependant upon the location of the TSSC.

What level of student interactivity was developed in the current IMI courseware?

Level 1 - Passive.

Level 2 - Limited participation.

Level 3 - Complex participation.

Level 4 - Real-time participation.

Of the 290 hrs of Mx training, almost 95% is Level 1. The remaining 5% (approx. 15 hrs) is a mix of Level 2 and Level3.

Respectfully request clarification regarding page count for the C-5 MATS Price Volume IV. Is the TEP matrix (Attachment 12 to solicitation), as formatted in the spreadsheet, considered part of the 20 page limit to the Price Volume?

The TEP Matrix is NOT considered part of the 20 page limit.

Can the government please confirm that this is a services contract under NAICS 336413.

This is a services contract under NAICS code 336413. Reference last Q&A entry on 3 Nov 2014 for more detail.

Part IV – Representations and Instructions, Section M

– Evaluation Factors for Award – Our legal counsel questioned the validity of the FAR SUPP Solicitation Provision. In both provisions, are we expected to list out every CLIN in c) Other products or services?

None of the offered services or products will come from a Central Asian state or Afghanistan.

252.225-7990 PREFERENCE FOR PRODUCTS OR

SERVICES FROM A CENTRAL ASIAN STATE OR

AFGHANISTAN (DEVIATION) (APR 2014)

252.225-7998 PREFERENCE FOR PRODUCTS OR

SERVICES FROM CENTRAL ASIA, PAKISTAN, THE SOUTH

CAUCASUS, OR AFGHANISTAN (DEVIATION) (APR

2014)

These provisions should have been removed from the solicitation as they are not applicable to this requirement. The solicitation will be amended to remove:

252.225-7990 PREFERENCE FOR PRODUCTS

OR SERVICES FROM A CENTRAL ASIAN STATE

OR AFGHANISTAN (DEVIATION) (APR 2014)

And

252.225-7998 PREFERENCE FOR PRODUCTS

OR SERVICES FROM CENTRAL ASIA,

PAKISTAN, THE SOUTH CAUCASUS, OR

AFGHANISTAN (DEVIATION) (APR 2014)

Does the Government intend for Section J, Attachment 12 TEP Matrix to be included in the printed Price Volume? If so, will it count against the 20-page limit for the Price Volume?

The TEP matrix should be printed in the price volume and should be submitted via Excel format; however the TEP Matrix is NOT considered part of the 20 page limit.

To ensure accurate information, may an Offeror provide DCAA Accounting System adequacy determination documents as exhibits to the Price Volume that do not count against the page limits?

Reference Section L, para. 6.2.1. If there are changes during the last 3 years in the offeror’s estimating or accounting practices that impact the proposal’s historical data or basic assumptions then the offeror must describe and fully explain it in writing. The offeror also shall submit any changes to their accounting system that are planned or are required to comply with requirements for the acquisition phase. If there are no changes then the contractor may provide information regarding DCAA Accounting System adequacy however it must be included in the price volume page count.

Although not required, a statement regarding estimating or accounting system approval may be made in para. 6.2.1 Section 1: General Information. The government will confirm with DCAA & DCMA regarding the status of each offerors’ systems status.

Question previously posed on 6 Nov 2014:

PWS 5.3 NLGT REFURBISHMENT – “The contractor shall refurbish the NLGTs located at Dover AFB and Travis AFB respectively by completing the following tasks:

Additional Information to Previous Response:

The wiring on the trainer will fall into two categories of “aircraft wiring” and “trainer peculiar wiring”. Aircraft wiring will meet

Replacement of all trainer wiring” and 5.4 BMLGT REFURBISHMENT – “The contractor shall refurbish the BMLGTs located at Dover AFB and Travis AFB respectively by completing the following tasks:

Replacement of all trainer wiring”

Does the terminology “all trainer wiring” include actual aircraft wiring/cabling on the landing gear or is this limited to the “trainer unique” wiring?

aircraft wiring requirements of gauge, shielding, and aircraft wire identification markings per C-5 Technical Orders. The C-5 aircraft referenced is 6900024 which is a converted C-5A to C-5M model configuration.

The trainer peculiar wires are ones that are identified as prefixes of “LAS” or “ARINC” before the wire numbers. These wires are are for simulated functions.

7 November 2014

Since consumables, expenses and common items are required to support the C-5 MATS, shouldn’t paragraph PWS 3.9.6 costs be included in CLINx009? If it is to be priced as part of the CLS options, non-incumbent bidders have no knowledge of consumption rates.

Please provide consumption data or consider items being Government provided.

Also, PWS 3.9.3 Shipment should also be considered for inclusion in CLINx009. Because the contractor is responsible for shipping Government spares etc., non-incumbent bidders experience a significant cost risk.

Para. 3.9.6 will not be included in CLIN x009 as the government believes offerors can obtain information regarding consumption data within the line items in the Field Service Reports located in the Bidders’ Library.

PWS 3.9.3 will not be included in CLIN x009.

Information determined from the Field Service Report should aid offerors in pricing shipping in order to mitigate cost risks for offerors.

6 November 2014

WD 2013 was issued with the RFP but WD 2014 is out.

Should the contractors price the base cost of 2013, the 2014 WD, or both?

The government response on 3 Nov 2014 for this question was that the 2014 odd-numbered WD would apply to this requirement. After further research and discussion with Department of Labor, the government has determined that the most recent even-numbered WD should be used based on localities of Dover, Travis, and Lackland AFBs. Therefore the 2013 WDs attached to the current solicitation are the most recent even-numbered WD.

PWS 3.4.12 – How much software (i.e. lines of code) are included in the maintenance requirement? Under what CMMI level was this code developed? What COTS licensing is included in the maintenance requirement?

There are four MTDs with software and the ARPTT has software. Of these mentioned, all lines of code are included in the maintenance requirement.

The CMMI was not in use when the ARPTT was developed, so there is no CMMI level for the ARPTT. The AMST and FCST has proprietary software from Lockheed Martin, and Lockheed Martin has not disclosed the CMMI level developed. The FST and CD&RST was developed under a CMMI level 2.

As far as COTS licensing, current COTS licensing needed for the MATS effort is going to be added to the PWS as Appendix L: ARPTT TSSC COTS List and Appendix M: MTD TSSC COTS List.

Section J, Appendix A - Will there be classified data associated with performance of this contract? If so, are contract personnel required to have appropriate security clearances?

No. There will be no classified data associated with the trainers on contract. All trainers will operate at an Unclassified level.

PWS 3.9.2 - “The contractor shall manage, maintain, and replenish the investment spares and support equipment (SE) as required to ensure the TDs meet the trainer availability requirements.” A number of spares listed in the C-5 MATS GFE-GFP-RSP are shown as zero quantity. Can the Offeror assume these items will be replenished prior to contract award?

Yes, these will be replenished prior to contract award. Spares for the AMST and FCST will be delivered with the device deliveries at Travis.

PWS, Appendix D - Contracted Hours (CH) is used in calculating the availability rate, the acronym is not defined in the Abbreviations page(62).

There are no specific contracted Hours for each device specified in the PWS. Trying to correlate the required contracted hours using the utilization reports indicate a 10 hour a day 5/7 operating window. Some of the devices appear to be scheduled in excess of this. Are there provisions for Over And Above utilization?

CH is defined in PWS, Appendix D, Para. 1.2(i) as the hours the device is to be available for use. The definition has been amended to clarify the hours of operation at each site from 8 am to 6 pm, Monday through Friday, excluding federal holidays.

The acronym will be added to PWS, Appendix F – Abbreviations.

There is no CLIN for over and above at this time.

Model Contract, Section B - CLIN 0017 thru CLIN 3017 and CLIN 5017 all state “Noun: DISPOSAL HST TRAVIS (OYX)”. CLIN 4017 states “Noun: DISPOSAL AARRT TRAVIS (OY5)” but the Descriptive Data refers to the demilitarization, disposal, and disposition activities for the Hydraulic System Trainer. Does this require a correction for the title of CLIN 4017?

The title for CLIN 4017 was a typo. It should read “DISPOSAL HST TRAVIS (OY5)”. This error will be corrected in the amended Model Contract, Section B.

PWS 3.1.7 - This section requires the contractor to participate in Course Reviews at government request.

– As the contractor does not have any curriculum requirements for this contract what is the purpose for attending the reviews? And how many reviews should the contractor attend on a yearly basis? Where would the reviews be located? Are there additional preparatory efforts required for the reviews?

The PWS will be amended to remove para.

3.1.7 for curriculum reviews. This task was meant to maintain concurrency. Reference instead PWS 3.1. If the offeror chooses to attend reviews then the quantity and location will vary.

PWS 3.3.1 - Direct Connect Online – Should this be Defense Connect Online?

This was a typo. It should be Defense Connect Online. The PWS will be amended for the correction.

PWS SS-04/3.1.1 - In the first bullet of SS-04, should the word “Purchase” read “Program”?

This was a typo. The first bullet of SS-04 will be amended to read “Program” instead of “Purchase”.

PWS, Appendix D 1.2 - There is no accounting for non-chargeable downtime in the availability rate computation. How will the contractor account for such times?

Non-chargeable downtime is subtracted from contracted hours.

Section J, Attachment 1 requires the proposed engineers to have a bachelor’s degree. Will the government accept an appropriate amount of experience on the specific MTDs and/or ARPTT in lieu of a formal degree?

Per PWS, Appendix I, a bachelor’s degree is required for hardware/software engineer.

The PWS has been amended to add the wording “all required” after the minimum qualifications heading for ARPTT Maintenance, MTD Maintenance, and Hardware/Software Engineer.

PWS, Appendix E - There are a number of DoD Publications that appear not to apply to either the MTDs or ARPTTs. There is no instruction on this program nor are there any reasons to maintain the following documents that are not required in the delivery of the defined services:

• AFI 11-202, Vol. 1 Aircrew Training, 22 Nov 2010

• AFI 11-202, Vol. 2 Aircrew Standardization/Evaluation Program, 13 Sep 2010

• AFI 11-202, Vol. 3 General Flight Rules, 22 Oct 2010

• AFI 11-2C-5, Vol. 1 C-5 Aircrew Training, 25 Apr 2012

• AFI 11-2C-5, Vol. 2 C-5 Aircrew Evaluation Criteria, 26 Sep 2011

• AFI 11-2C-5, Vol. 3 C-5 Operations Procedures, 24 Feb 2012

These documents apply to the overall training program since the MTDs are used at times for Aircrew Training. Reference PWS 3.2.5.1.

• AFI 36-2648 Community College of the Air Force, 29 Oct 2013

• AFMAN 11-210 Instrument Refresher Program, 03 Feb 2005

• AFMAN 36-2236 Guidebook for Air Force Instructors, 12 Nov 2003

• AFMAN 36-2234 Instructional System Development, Nov 1993

• AFI 11-290 Cockpit / Crew Resource Management Training

Program, 15 Oct 2012

PWS 5.3 NLGT REFURBISHMENT – “The contractor shall refurbish the NLGTs located at Dover AFB and Travis AFB respectively by completing the following tasks:

Replacement of all trainer wiring” and 5.4 BMLGT REFURBISHMENT – “The contractor shall refurbish the BMLGTs located at Dover AFB and Travis AFB respectively by completing the following tasks:

Replacement of all trainer wiring”

Does the terminology “all trainer wiring” include actual aircraft wiring/cabling on the landing gear or is this limited to the “trainer unique” wiring?

Does the terminology “all trainer wiring” include the “Panel No. 2” of the NLGT and BMLGT?

Does the terminology “all trainer wiring” include the interconnections between the two panels of the NLGT and BMLGT?

“All trainer wiring” is all wiring on the trainer.

There is no actual aircraft wiring/cabling on the landing gear, it is all simulated. The MTS owns a wire-printer suitable to construct all of the required wiring bundles.

“All trainer wiring” does include the “Panel No. 2” of the NLGT and BMLGT.

“All trainer wiring” does include the interconnections between the two panels of the NLGT and BMLGT.

PWS 5.1 DEMILITARIZATION, DISPOSAL, AND

DISPOSITION – “Upon option exercise, the contractor shall demilitarize, dispose of, and disposition the following TDs IAW DoD 4160.21-M, Defense Materiel Disposition Manual, and DoDM 4160.28-M Volumes 1 & 3”:

Is it correct to assume in that the trainers listed for disposal are not munitions and that there is no “risk that DoD personal property could be diverted into the hands of the enemies of the United States”; that the DEMIL Code that has been assigned in the Disposal plan is Code “A”?

If this is not a correct assumption, please identify the DEMIL Codes that are to be assigned to each of the trainers designated for disposal.

The trainers listed for disposal are not munitions.

The contractor is required to follow the PCARRS process for disposing of the TDs.

The DEMIL code for each training device will be added as an amendment to Attachment 3 “Trainer Inventory”. All of the TDs are Code A, except the following:

• FST – Code B

• CDRT – Code C

• AMST – Code C

• FCST – Code B

• ARPTT – Code B

Total Evaluated Price Matrix, Section J, Attachment 12, CLIN pricing for Disposal and Refurbishment, can we assume the government expects contractors to price for each CLIN/Period of Performance and the price

The government expects offerors to price each FFP CLIN for every Period of Performance. The TEP Matrix should be completely filled out. The price submitted by should be similar (expect for escalation variances) throughout, knowing the Total Evaluated price will be inflated as these are expected to be one-time events?

offerors for each CLIN will be evaluated by the Government in order to allow for option exercise if it is needed. Since many of the requirements can only be exercised one time, the government is aware that the Total Evaluated Price will appear inflated but this allows the government the flexilibity to exercise options when needed. It is the offerors’ choice as to whether or not escalation variances occur.

PWS, Appendix I - Paragraph 1.0 of the referenced Appendix states that the minimum qualifications for maintenance personnel is the performance of tasks in accordance with the DOL’s definition of labor category “23182 Electronics Technician, Maintenance II.” Typically, we employ multiple levels of technicians (ET Is, IIs, and IIIs) in support of training devices and occasionally use other labor categories within the DOL as well. The wording, as is, seems to direct contractors to use the specific 23182 labor category or possibly 23183 for an ET III since use of any other labor category definition may not completely fulfill the requirements of as set forth for 23182. Can the Government please confirm that this is the intent of this requirement.

This wording was used to direct contractors towards the tasks to be performed under the labor category. The government used this labor category to identify the minimum requirements for this job. Offerors can propose the use of an alternative labor category and mix of multiple levels of technicians that still meets the minimum requirements outlined in PWS, Appendix I.

In the most recent C-5 MATS Q&A release on 03 November, the Government stated regarding the NGLT and the BMLGT modifications that, "Refurbishment will be conducted on-site."

Does the Government mean that refurbishments can be conducted only on-site?

The offeror may choose to perform the refurbishment on or off site.

3 November 2014

WD 2013 was issued with the RFP but WD 2014 is out.

Should the contractors price the base cost of 2013, the 2014 WD, or both?

Offerors should price based on the 2014 WD.

The RFP will be amended to attach revised WD statements for Dover, Lackland, and Travis.

Can the government provide the number of IMI hours associated with each of the courses listed in IMI chart in addition to the file size?

The IMI hours are now reflected in the bidder’s library and the IMI chart.

Are there additional Cable Diagrams, Wire Lists, and Wire Tables that support the “replacement of all trainer wiring” in the NLGT Refurbishment CLIN x026 and BMLGT Refurbishment CLIN x027? If so, can you please add all wiring related drawings, diagrams, tables, and lists for the NLGT and BMLGT to the Bidders Library?

No, there are not additional cable diagrams, wire lists, wire tables, etc. for the NLGT and BMLGT. All schematics ( Section 4) and wiring diagrams (Section 6) for each of these trainers is in their respective technical manual. You can find these TMs under the following folder in the bidders library:

MTD/Technical Manual/ MTD Technical Manuals.

Does the Government intend to execute each CLIN grouping independently?

There is no guarantee as to what options will be exercised. Normally when options are exercised, they’re exercised and funded in one annual modification at the same time each year, and then we may have separate options as needs arise for concurrency, hardware or software modifications.

However, annual option exercise can vary depending on whether the requirements at FAR 17.207 are met which includes funding availability and changing USAF requirements.

Do the trainer availability requirements as called out IAW PWS Appendix D apply to the trainers during the period of modification?

No. The availability requirements are waived during the period of modification for the trainer being modified.

Appendix D of the PWS (PWS page 56). What are the historic availability numbers?

See the Field Service Reports (FSRs) in the Bidder’s Library.

PWS 3.2.3.1 – documentation conversion. How many documents are required to be converted? What is the progress on this effort to date?

ARPTT – Document: 260 Doc pages complete out of 645 Doc pages complete

- Drawings: 188 sheets complete out of 3245 sheets

MTDs – 0 Doc pages of 670 Doc pages complete.

PWS 3.4.4.1.1.1 – Certification & Accreditation. Who has the lead for this effort? The contractor or the Gov’t?

The Government will be the lead for this contract.

PWS 3.9.5 – What has been the historical level of these replacements? Are they direct billed to the government or must be factored into our price?

Historical data for these replacements has not been tracked in the past. See PWS 3.9.6 Consumerables, Expense, and Common items…” The contractor shall provide all consumable, expendable type spares, bits and pieces, and common low-cost items such as hand tools, hardware, switches, and light bulbs as part of the annual CLS options.” This is part of your overall CLS support cost so it is factored into the contractor’s CLS price.

How much space is required for the climate-controlled storage of GFE – off-base at Lackland (p39 of 82). Was this facility shown to industry during the Lackland industry day visit?

The current facility is 1000 sq ft and the facility was not shown during the site visit at Lackland.

Section L, 2.1.1 - When are questions due; 10 calendar days, or 10 business days from RFP release?

Per FAR 2.101 “Day” means, unless otherwise specfified, a calendar day.

Section L: 4.3 - Would the government consider either making the response to this section (and its subsections) outside of page count OR moving the response to the contract volume?

The 4.3 Data Management section will be kept as is, in the 50 page volume limit for Volume II: Technical because it will not take many pages to satisfy the requirements of 4.3.

Section H: H-011 - Please confirm that the signature on the cover letter, in addition to the content response for the clause, will suffice as meeting this requirement.

Specifically – that we do not need to have a signature within the response document for this clause. If a signature is required for the page the clause response is addressed, please confirm that this should be in the contract volume, and not the technical volume.

The content addressing this clause will suffice as to meeting this requirement. A separate signature is not needed.

Section L-011 Applicable Clauses - Is the SDVOSB Prime contractor required to submit a Small Business Subcontracting plan with the proposal submission?

A small business subcontracting plan is not required with the proposal submission. FAR 52.219-9 does not apply.

Section L-011 Applicable Clauses - Are Large Business subcontractors required to submit a Small Business Subcontracting Plan with the proposal submission or is a Small Business Subcontracting plan required after award from the large business subcontractors?

A Large Business as a subcontractor is not required to submit a Small Business Subcontracting Plan.

PWS 3.2.3.1 - Can the Gov please provide the estimated quantity of documentation (pages/drawings/etc) by location (Lackland, Travis) that will require conversion at the time of contract start? Also, is the contractor required to provide the reproduction/scanning hardware/software to perform the conversion?

ARPTT – Document: 260 Doc pages complete out of 645 Doc pages complete

- Drawings: 188 sheets complete out of 3245 sheets

MTDs – 0 Doc pages of 670 Doc pages complete.

The government provides the software at the

TSSCs.

PWS 3.3.1 - Are costs associated with referenced meetings/conferences to be included in the FFP for TSSC? Will there be associated travel?

Yes, the costs for meetings/conferences are to be bid as part of the FFP. Possible travel will be required, but that is dependent on the meeting location whether that’s a physical location or virtual (DCO).

PWS 3.3.5 - Has this been a requirement on the existing contract? If so, can the Government provide manpower reporting for current and previous years of performance?

This requirement was added as a modification to the current contract; however the information is unavailable at this time.

PWS 3.4.12 - What is the anticipated extent of software development/modification required for this effort?

Any changes made to the C-5 aircraft must be made in the ARPTTs and MTDs of the C-5 MATS. Thus, the software modifications are dependent on the extent of the aircraft changes.

PWS 3.7.3.3 - The PWS identifies a list of items to be included in a CCP. In paragraph #10 in Section J Appendix A in describing CDRL A002, there is more complete/longer list of additional proposal requirements for CCPs. Which list of CCP requirements should the Offeror consider?

The PWS paragraph should compliment CDRL A002; however CDRL A002 will provide more detail. The list of CCP requirements specified in detail in CDRL A002 should be used on future CCP/ECPs issued by the Government but not for this initial proposal submission.

PWS 3.9.2.1 - Will the contractor be responsible for moving existing GFE from the current off-base storage to a new location, or will the current storage site be available for assumption by the new contractor?

The contractor will be responsible for moving the existing GFE from the current off-base storage to a new location unless they are able to extend the current storage site.

PWS 3.9.3 - Will costs associated with directed/required shipment of spares, software, and consumables be covered on a reimbursable basis or are these cost considered part of the FFP? If FFP, can the government provide an estimate of the extent of shipping that will be required?

Per 3.9.3, these costs are not reimbursable, but are part of the FFP. No, an estimate cannot be determined as the government does not separately pay or track this cost.

PWS 3.9.6 - Is the intent of the referenced statement to indicate that the Offeror shall include costs for consumable, expendable type spares, bits and pieces, and common low-cost items in the FFP for each CLS

CLIN?

The intent is for the offeror to include the cost of consumption for expendable type spares, bits and pieces, and common low-cost items in the FFP for each CLS CLIN.

Section J, Attachment 12 - The Period of performance for transition on the Attachment 12 worksheet is from 1 Sep 2015 – 31 Oct 2016. Should the latter date be 2015?

The period of performance for transition should be 1 Sep 2015 – 31 Oct 2015. This was a typo. The RFP will be amended with a revised Attachment 12.

Section J, Attachment 12 & PWS 3.11.1 - The PWS section (3.11.1) indicates that the transition period will be over a period of 90 days. The Attachment 12 worksheet for transition indicates a period of 60 days (1 Sep 15 – 31 Oct 15). Please confirm the planned transition period.

The planned transition period is 60 days, as illustrated in Attachment 12. The PWS will be updated to reflect 60 days.

PWS 5.2.1 - Are the SMEs sought through HQ AMC/A4MMT considered government provided or will the contractor be responsible for costs associated with the SMEs?

AMC/A4MMT SMEs will be provided;

however, their availability might be limited.

The contractor will not be responsible for any costs (travel, hours, etc.) associated with the Government SMEs.

Attachment L-1 - The first question begins at number 2.

Is the omission of number 1 intentional or mis-numbered?

The question was misnumbered. The Government will not be amending this document for a typo since it is already in use.

Section L, 5.3 - Should the Organizational Change Structure History required by the Past Performance Volume be completed only by the Prime contractor or all teaming partners?

The organizational change structure is absolutely required for the Prime contractor, but is not required for the teaming partners/subcontractors.

There is a disconnect in the PoP dates for the Transition-Ramp-Up period. The RFP States “1 Sep 2015

- 31 Oct 2015” but the TEP states “1 Sep 2015 - 31 Oct 2016.” Does the TEP contain a typo?

Yes, the TEP Transition tab should state 1 Sep 2015 – 31 Oct 2015.

What is considered Normal Hours of Operation at each of the sites within the RFP. Will contractor have access to devices/space outside the Hours of Operation?

Reference PWS Appendix D, “…trainer availability per month for each device at each site from 8 am to 6 pm, Monday through Friday, excluding federal holidays…” The contractor will have access to devices/space outside the Hours of Operation.

PWS 5.2.1 - Will existing Hardware and Software currently used to support IMI courseware be provided as government furnished property or will the contractor have to provide it?

Can the Help Desk Support be provided via telephone?

Any training stations (hardware) will be transferred to the new contractor via GFP.

IMI software is currently developed as GFP so that will be provided, but should that program office close, the responsibility will then be transferred to the new contractor on this C-5 MATS contract as PWS 5.2.1 highlights. Yes, helpdesk support for ADLS (system that the IMI is currently on) is and will be available via telephone.

PWS 3.9.2.1 - states “The Contractor shall provide climate control storage of GFE currently stored locally off-Base at JBSA – Lackland. JBSA-Lackland GFE is defined in Section J Attachment 2 “RSP”.”

Attachment 2 says “See Separate Excel Attachment”

Separate Excel Attachment titled C-5_MATS_GFE-GFP- RSP_-_20140807.xlsx does not delineate specific items that are stored off-base at JBSA Lackland.

Would the Government provide guidance on what equipment must be stored off-base in contractor provided storage (i.e. all items with Location code RLI Warehouse or other) and provide total cubic/square foot requirement.

C-5_MATS_GFE-GFP-RSP_-_20140807.xlsx does delineate the items stored off base.

Open the “C-5 ARPTT GFE-GFP-RSP” tab.

Next, sort the column titled “Site” to “Lackland”. Sort the column titled “Location” to “RLI Warehouse”. All items currently stored at the off base facilty now appear.

The TEP Matrix provided in the Final RFP requires bidders to price the refurbishment and disposal modifications in every option period. Section L, Paragraph 6.1 says “Unbalanced pricing exists when, despite an acceptable Total Evaluated Price (TEP), the price of one or more items is significantly overstated or understated… “. Is the intent for bidders to price all options in year 1 then price all out-years in then-year dollars based on the year 1 rate or is the intent something else?

The offerors should bid out year prices with or without whatever escalation the offeror deems necessary to accomplish the requirement and be balanced per paragraph 6.1.

Ref. Q&A’s posted 10 October 2014. The size standard for this requirement was confirmed at 1,000 employees based on NAICS code 336413. Please confirm that the Government has determined this requirement to be a services effort.

After reviewing the information above, it is determined that NAICS code 336413 is the best choice for this acquisition. This NAICS code is the most appropriate choice as it is for a service and deals primarily with aircraft flight simulators, making and sustaining prototypes of aircraft and its auxiliary equipment/subsystems for training purposes.

Even though code 333319 provides for teaching machines, it was determined that it was more important for our industry partners to have experience working within the aircraft arena since the simulators represent the USAF aircraft/weapon systems.

Regarding FA8621-15-R-6314: C-5 MATS OM&S, would you please clarify the size standard? The RFP cover letter lists 500 employees, but the RFP lists 1,000 employees.

The size standard for this requirement is 1,000 employees based on NAICS code 336413 “Other Aircraft Part and Auxiliary Equipment Manufacturing”. The size standard on the RFP cover letter was a typo.
