What’s New???

C-5 Maintenance and Aircrew Training Systems (MATS)

This file will provide a running log of what is placed on FBO concerning the C-5 Maintenance and Aircrew Training Systems (MATS) acquisition. We’ll not only identify the item(s) posted but also what has changed, as applicable. Please note that all documents are to be considered draft until formal RFP release. However, we do encourage your review and comment. This open dialog between you, our industry partners and the Government will make for a more streamlined and comprehensive acquisition. All questions/thoughts/concerns should be addressed to aflcmc.wnsk.c-5mats@us.af.mil.

20 November 2014: This update is to post the TEP Matrix worksheet password to unlock the formatting. In case you have trouble inserting cost information into the TEP matrix, the password is “mats”, all lower case no quotes. To unlock the worksheets, in the excel document click on the Review tab in the ribbon (top of screen), click on Unprotect Sheet, type mats, click ok. You will need to do this for each worksheet in the TEP matrix to unlock all formatting.

14 November 2014: This update is to post additional “Questions & Answers” and release Amendment 2 to solicitation number FA8621-15-R-6314. Please see “Amendment 2” package for access to the Amendment Cover Letter and FA8621-15-R-6314 0002. Please note that the due date for proposal submission has not been extended, therefore all proposal volumes must be received at AFLCMC/AZ no later than 3:00 PM Eastern Standard Time (EST) on 24 November 2014. Reference Attachment 10, Section L, Instructions To Offerors for detailed instructions on proposal submission.

7 November 2014: This update is to post additional “Questions & Answers” and release Amendment 1 to solicitation number FA8621-15-R-6314. Please see “Amendment 1” package for access to the Amendment Cover Letter, FA8621-15-R-6314 0001, and Amended Excel matrices.

6 November 2014: This update is to post additional “Questions & Answers” previously submitted by Industry that were not answered during the 10 Oct 2014 and 3 Nov 2014 FBO postings. As a result of all submitted questions, the government will be amending the solicitation. The government anticipates posting the amendment on or about 7 Nov 2014. Please note that the due date for the past performance questionnaires is still 3:00 PM 12 Nov 2014 and that no changes are being made to the questionnaire as a result of submitted questions by Industry. Also, the 6 Nov 2014 Q&A posting updates an earlier government response regarding 2013 vs. 2014 Wage Determinations so please note the first question/entry for 6 Nov 2014.

8 October 2014: As of this date, the former solicitation number FA8621-14-R-6314 will no longer be used and is considered closed for future postings. The webpage previously used for FA8621-14-R-6314 can be accessed for old postings and previously asked "Questions & Answers"; however for all future postings please use solicitation number FA8621-15-R-6314. The RFP package is now released for the C-5 MATS OM&S program. Please see the “Solicitation” package for access to the Cover Letter, RFP, Excel matrices, and PPI Tool. If you are interested in submitting a proposal for this requirement and did not yet request access to the C-5 MATS Bidder's Library then please send an email to the following address aflcmc.wnsk.c-5mats@us.af.mil so that a password may be assigned to your company. The C-5 MATS Bidder’s Library is still available at the same location.

2 October 2014: This update is to inform offerors that 855D224221 & 855D224241 and any associated parts lists have been uploaded to the bidder’s library. If you do not see a question you submitted on the 18 June 2014 Q&A sheet then please know that the Government is still working on a response that will be posted at a later date TBD. The Government would like to highlight from the 18 June 2014 Q&A Sheet that the C-5 MATS website will function as the bidders’ library for this effort. 5 May 2014: This update is to correct the date and time for the pre-proposal conference. Due to conflicts with Government and Industry attending the Simulation & Training Community Forum (STCF) at the Holiday Inn Fairborn on 13 May 2014, the C-5 MATS program will be moving the telecom for the C-5 MATS pre-proposal conference to Friday, 16 May 2014, 1:30-3:30 PM (EDT). The location and dial-in information for this teleconference remains the same as stated in the 2 May 2014 What’s New update.

John Fann as Program Manager; and 3) the C-5 MATS draft RFP has been posted for industry review. We ask that you review all draft RFP documents completely and provide feedback for document improvement, questions, and/or areas of concern. Our intent is to provide a very clear and concise RFP at formal issuance to allow for industry to submit a quality proposal as we intend to award the C-5 MATS contract without discussions. Please provide your comments/questions using the Draft RFP Industry Feedback Form (which is included with this FBO posting) to aflcmc.wnsk.c-5mats@us.af.mil by no later than 19 May 2014, 3:00 PM (EDT). Keep in mind that your questions and the responses will be posted on the Federal Business Opportunity site unless you designate otherwise that they are directly related to your proposed solution.

A pre-solicitation conference will be held via telecom on 13 May 2014, 10:00-12:00 PM (EDT) in order to provide an overview of the future RFP and answer common questions received from industry. Companies may send in-person attendees, if so desired; however each company is limited to sending 3 people. The pre-solicitation conference will be held at Wright-Patterson AFB, Ohio, Area B, Building 32, Simulators Division, Lobbestael Conference Room. We have one phone line available for the conference. Instructions to dial-in to the telecom are included with this FBO posting.

Please register for the pre-solicitation conference by sending an email to aflcmc.wnsk.c-5mats@us.af.mil.
