C-130J MATS What’s New???

This file will provide a running log of what is placed on FBO concerning the C-130J Maintenance and Training Systems (MATS) Operations and Sustainment (O&S) acquisition. We’ll not only identify the item(s) posted but also what has changed, as applicable. Please note that all documents are to be considered draft until formal RFP release. However, we do encourage your review and comment. This open dialog between you, our industry partners, and the Government will make for a more streamlined and comprehensive acquisition. All questions/thoughts/concerns should be addressed to our Buyer, Adam Bernas, at 937-255-4931, adam.bernas@us.af.mil.

22 January 2014: This update is to add additional questions and answers (starting at number 214) received from industry and answered by the Government. The remaining questions will be answered as soon as possible.

16 January 2014: This update is to add additional questions and answers (starting at number 204) received from industry and answered by the Government. The remaining questions will be answered as soon as possible.

14 January 2014: This update is to add additional questions and answers (starting at number 196) received from industry and answered by the Government. The remaining questions will be answered as soon as possible. Additionally, please note that the RFP, less the attachment, has been reposted to FBO to include clause 52.222-17 which was left off the original RFP in error. All other parts of the RFP remain unchanged, including the attachments.

8 January 2014: This update is to add additional questions and answers (starting at number 183) received from industry and answered by the Government. The remaining questions will be answered as soon as possible. Additionally, please note that the release of the Memorandum via FBO, subject: Visual Threat Recognition and Avoidance Trainer (VTRAT) Program, has no impact to the C-130J MATS RFP with regard to support for the VTRAT trainers.

20 December 2013: This update is to add additional questions and answers (starting at number 157) received from industry and answered by the Government. The answers to these questions from industry conclude the Draft RFP dialogue. All further inquiries are to be in reference to the Formal RFP solicitation. Thank you for all the value adding comments and questions and the Government looks forward to receiving all interested parties’ proposals.

17 December 2013: This update is to add additional questions and answers (starting at number 144) received from industry and answered by the Government. Additionally, the RFP is expected to be released this week.

14 November 2013: This update is to add additional questions and answers (starting at number 120) received from industry and answered by the Government. Additionally, more clarification has been added to question 110. At this time the RFP release date is planned for November. Additionally, LtCol Diaz is no longer the Contracting Officer (CO), the new CO is Jim Kilchenman, 312-785-2939, james.kilchenman@us.af.mil.

29 October 2013: This update is to add additional questions and answers (starting at number 109) received from industry and answered by the Government. At this time the RFP release date is still planned for mid-November.

11 October 2013: This update is to post updated draft solicitation documents to include the PWS, Section L, Section M, and the Pricing Matrix. There have been several changes made resulting from industry questions/comments and in-house reviews.

Please note: a new FBO site will be established by Adam Bernas for all future posting relating to this effort. Unfortunately, FBO will not allow users linked to a particular acquisition to be changed, so Adam will create a “new” site for C-130J MATS O&S.

9 October 2013: This update is to notify industry of a change to the acquisition team. Your new PCO is Lt Col Anthony (Tony) Diaz, 937-938-3686, anthony.diaz.1@us.af.mil and Buyer is Adam Bernas, 937-255-4931, adam.bernas@us.af.mil. This change takes effect as of this posting.

In addition, the Q&A document is posted with all received questions since the posting on 24 September. The additional Q&As start at question #32. With this posting we have included the syllabi for the PQT and LST courses.

The Bidders Library CD has been revised with additional documents: the Instructors Utilization Handbook and the 2013 Monthly Reports. These documents are too large to post on FBO so we are offering the complete Bidders Library CD to industry again. Please contact Adam Bernas to schedule a time to pick up the CD. As before, offerors are limited to one CD per company.

Many of you are concerned if there will be a slip in schedule due to the furlough we just experienced. At this time, we are still forging ahead to have the formal RFP released in mid-November with a proposal response time of at least 45 working days.

24 September 2013: This update is to notify industry that the anticipated date for RFP release is early to mid-November with a proposal turnaround time of at least 45 days. In addition, the briefing presented at the site visit is posted and Q&As from the draft RFP posting. Please note that the Q&A document does not include PWS specific questions because the Government team is still working on those.

3 September 2013: This update is to provide registration instructions for the site visit at Little Rock AFB, Arkansas on 11 September 2013.

The site visit will occur from 0800 – 1530 local time. Industry is limited to three attendees from each SDVOSB Team. All attendees are required to register by submitting their SDVOSB prime name, attendee name (last, first, middle), attendee driver’s license number, state of driver’s license, date of birth, cell phone number, and company name to Marcia Hall (marcia.hall@us.af.mil) NLT 1500 EST, 5 September 2013. This list will be forwarded to Little Rock AFB so that visitor’s passes will be ready for your arrival. If registration information is not received by Friday, 5 September, we cannot guarantee you will be permitted to enter the Base. All attendees are required to report to the Front Gate Visitor Center, NLT 0730 local time to obtain your visitor’s pass then proceed to Building 1231 for the industry briefing. For folks with the ability to enter the Base with a valid Government ID may proceed to Building 1231. A base map for Little Rock AFB is included with this posting.

The site visit will be held with all attendees as a group. There will not be the opportunity for one-on-one sessions during the site visit. Industry will be afforded the opportunity to ask questions during the site visit.

One bidders’ library CD will be available for each SDVOSB prime during the site visit. You will be required to sign for the CD. We apologize that this was not available prior to the site visit.

13 August 2013: This update is to post the Pre-Solicitation Briefing in preparation for the 15 August conference. Also, the Government will post the Draft RFP Q&As along with any pre-solicitation conference Q&As by the first part of September.

1 August 2013: The C-130J MATS Team is in the process of putting together the bidders library to support potential offerors in the development of their proposals. We are asking for input from industry as to what items you feel would provide you the information you need. Please send an email to Marcia Hall with your suggested list of items for the bidders library. The Government will review this list and determine the availability. We anticipate putting the available data on a CD to be made available to SDVOSB prime offerors only. Once this information becomes available, we will post instructions on how to obtain the CD.

25 July 2013: This update is to notify industry that the C-130J MATS O&S draft RFP has been posted for industry review. We ask that you review all draft RFP documents completely and provide feedback for document improvement and/or areas of concern NLT Friday, 9 August 2013. The posting includes the following draft documents:

· Draft RFP/Model Contract

· Draft PWS

· Draft Section L, ITO

· Draft Section M, Evaluation Criteria

· Draft Pricing Matrix. This spreadsheet provides the layout of how we will ask for pricing. You will notice that the Student Throughput Tabs are for year 1 only, at this time.

· Draft Course Trade-Off Matrix We have scheduled a pre-solicitation conference for 15 August 2013, 2:00pm – 3:30pm EST. The purpose of this pre-solicitation conference is to provide an overview of the RFP and answer common questions received from industry. We also will provide an updated acquisition schedule. The pre-solicitation briefing will be posted prior to the conference.

The pre-solicitation conference will be held via telecom; however, if so desired, companies may send in person attendees. The pre-solicitation conference will be held in Area B, Building 32, Simulators Division, Lobbestael Conference Room. We have one phone line available (937-257-8008) for the conference which allows 45 callers.

We will also host one-on-one meetings on 15 August. These meetings are limited to SDVOSB interested offerors only. Potential offerors may bring team partners if desired. The following are the allotted times for the one-on-one meetings.

14 June 2013: This update is to notify industry that the acquisition strategy has been approved: the C130J MATS O&S contract will be 100% set-aside for Service Disabled Veteran Owned Small Businesses (SDVOSB). We are working to prepare a solid draft RFP and plan to post the draft RFP for industry comment the week of 22 July 2013.

We are working through the acquisition strategy process and anticipate posting a draft RFP with approved acquisition strategy by late June.

15 February 2013: This update is to post the Q&As from the draft PWS review by industry, as well as, the attendee list from the industry day.

13 February 2013: This update is to inform industry of the posting of the Industry Day briefing to be presented on 14 February 2013 via telecom.

28 January 2013: This update is to inform industry of the upcoming industry day. This industry day will be held via telecom only. The C-130J Team will provide a brief discussion of the requirements, present a notional schedule, and answer those questions that appear common based on the feedback received from industry. The industry day briefing will be posted prior to the conference. The following are the details for industry day:

Please register your company via email to Marcia Hall (marcia.hall@wpafb.af.mil) NLT 11 February 2013. Please provide company name, business size, and list of attendees. I will accept email registrations only; no phone calls please. I will confirm by reply to your email. The attendee list will be posted after the industry day conference.

Reminder: questions/comments on the posted draft PWS are due 8 February 2013. We will consolidate all questions/comments received and post the Q&As after the industry day conference.

18 January 2013: This update is to inform industry of the posting of the draft PWS for industry review/comment. Questions/comments regarding the draft PWS are asked to be submitted by 8 February 2013 to Marcia Hall (marcia.hall@wpafb.af.mil).

We intend to have an industry day via telecom the week of 11 February. More information regarding the industry day will be posted next week.

5 October 2012: This is the introduction of the What’s New document to keep industry abreast of what’s happening on the C-130J MATS O&S acquisition. ASC/WNS has established a dedicated team to work this acquisition. This team includes:
