MEMORANDUM FOR: POTENTIAL OFFERORS

SUBJECT: FA8621-13-R-6305, C-130J Maintenance and Aircrew Training System (MATS) Operations and Sustainment (O&S), Request for Proposal (RFP) Amendment
1. The United States Air Force is hereby amending the RFP package for the C-130J MATS
O&S Program. This amendment clarifies the pricing instructions for Aircrew Instruction (Student Throughput) and Contractor Logistics Support (CLS) for the Ramstein Air Base, Yokota Air Base, East Coast Placeholder Location, and West Coast Placeholder Location.
2. Offerors are requested to complete the attached updated pricing matrix using the following additional pricing assumptions:
a. Ramstein Air Base: Throughput and CLS requirements beginning CY15
b. Yokota Air Base: Throughput and CLS requirements beginning CY18
c. East Coast Location: Throughput and CLS requirements beginning CY18
d. West Coast Location: Throughput and CLS requirements beginning CY18
3. The pricing matrix has been updated to reflect these changes by removing the associated cells that do not meet the above assumptions. The SF30 amendment to the solicitation document has also been updated to remove the option year CLINs that do not meet the above assumptions. No other pricing related changes have been made at this time.
4. The revised Pricing Matrix and Price Volume shall be submitted in accordance with the Organization/Number of Copies/Page Limits table, Section L, paragraph 2.2, and revised pricing assumptions in Section L, paragraph 6.2.2. Submittals shall be addressed and delivered to the Contracting Officer as described in Section L, paragraph 2.6. All other Section L instructions remain unchanged.
5. The RFP amendment response date is 1500 (EST) on 10 March 2014. Late responses will not be accepted.
