COMMONLY ASKED QUESTIONS & RESPONSES

1.INDUSTRY QUESTION:

1. If an FCL remains a part of the requirements. Is the agency willing to Support and provide Sponsorship for an FCL? Will there be sponsorship regarding security clearances?

2. Would the contractor need to have an existing FCL to be eligible to submit a response or will the government consider sponsoring a contractor that doesn’t have an FCL?

3. Can the government confirm that the JV itself does not need to hold the required Secret Facilities Clearance (FCL)?

4. Can the Government clarify if they require both members of the JV to hold the required Secret FCL?

GOV’T REPONSE:

1. Yes. Yes.

2. No, yet the offeror is welcomed to provide a copy of the DCSA Verification inquiry from the National Industrial Security System (NISS) showing that it possesses a (Secret) FCL at the time of proposal submission, as the first page of the Technical Volume.

3. & 4. To be eligible as a Joint Venture Offeror, (1) the Joint Venture Offeror must possess a Secret FCL OR (2) each of the entities that make up the Joint Venture must individually possess the Secret FCL. The offeror is welcomed to provide a copy of the DCSA Verification inquiry from the National Industrial Security System (NISS) showing that it possesses a (Secret) FCL at the time of proposal submission, as the first page of the Technical Volume.

3.& 4. Yes, the government will sponsor a JV that doesn’t have an FCL.

2. INDUSTRY QUESTION: The DD254 states Unclassified, Controlled Unclassified Information (CUI), can the government confirm if this is the case, and that the contractor will not have to carry a Secret or Top-Secret security clearance? Will the government sponsor this for new vendors?

GOV’T RESPONSE: The contractor will be required to obtain a Secret Clearance.

The contractor for this effort will not handle any classified material, they only need a Secret Clearance so they can go into facilities and perform the work without an escort.

3. INDUSTRY QUESTION: Regarding 3.5 Entry Gate – Relevant Performance History, does “Offeror” encompass the total team of the prime offeror inclusive of subcontractor past performance, or do the entry gate performance contracts have to come from the prime offeror alone?

GOV’T RESPONSE: Government would like to see past performance directly from the prime.

4. INDUSTRY QUESTION: Is there an Incumbent currently performing this work? If so, could the government provide the name and contract number.

GOV’T RESPONSE: “U-Tech” Umyuaq Technology, LLC; FA8604-19-D-3501

5. INDUSTRY QUESTION: Are there drawings associated with this RFP that we can use to determine measure lengths for cable placement?

GOV’T RESPONSE: Each task is different. There are no drawings available for example due to them being controlled unclassified information (CUI) not available to the public.

6. INDUSTRY QUESTION: Will there be a pre-question/bid site walk for subject solicitation?

GOV’T RESPONSE: There will not be a walk-thru prior to submitting proposal for the overall contract period due to the contract is task order driven. Prior to award we will have a funded task order (TO#1) that will be submitted as part of the award package and then we will conduct a site visit, aka Technical Interchange Meeting (TIM) enabling the vendor to receive drawings, specific PWS, and visit the site to determine how much labor/material is needed to propose supporting that specific task order. All follow-on task orders will be handled in the same manner.

7. INDUSTRY QUESTION: Will the awarded contractor be required to utilize RS means estimation documents to show that each individually bid project is considered fair and reasonable?

GOV’T RESPONSE: No, we don’t use that platform.

8. INDUSTRY QUESTION:

1. Can the government confirm the required level of security clearance for the onsite FTE? Is it Public Trust or Secret?

2. How many Key Personnel resumes are required for the Proposal Technical Volume? The PWS indicates one FTE is to be onsite.

GOV’T RESPONSE:

Secret level is required.

A single resume will be sufficient, preferably one with BICSI certification. FTE; in the PWS is what we consider the “Site Lead”.

9. INDUSTRY QUESTION: Referring to “Atch 3 – Pricing Worksheet v2”, is the stated volume amount indicative of last 3 years of the program?

GOV’T RESPONSE: The last 5 years, as noted in the footnotes on the Excel Pricing Worksheet

An updated “Atch 3- Pricing Worksheet v3” has been uploaded to the solicitation.
