About this file

This is Standard Form 1449, a Solicitation/Contract/Order for Commercial Products and Commercial Services form, for a Women-Owned Small Business (WOSB) set-aside contract. The solicitation is for Fiber Optic and Cable Infrastructure Support (FOCIS V) services at Wright-Patterson Air Force Base, with proposal identifier FA8604-25-R-B002 and product service code DC01.

The contract includes four CLINs: labor for fiber optic and cable infrastructure support with a firm-fixed-price arrangement, materials support under a cost-plus-fixed-fee structure, Contract Data Requirements List (CDRL) deliverables that are not separately priced, and Other Direct Costs (ODC). The period of performance is five years from contract award (April 1, 2025 through March 31, 2030), with potential for a 6-month extension. The contract has a minimum order amount of $25,000 and maximum single orders of $1,000,000. The document incorporates standard FAR and DFARS clauses for commercial items and includes DO-rated priority for national defense purposes. Technical and past performance factors are significantly less important than price in the evaluation criteria, which uses a Lowest Price Technically Acceptable approach.
