About this file
This document contains a set of questions and answers related to a solicitation for a baggage conveyor system at Yokota Air Base in Japan. The solicitation will provide for the design, fabrication, installation, and testing of the baggage conveyor system in Building 80 at Yokota Air Base. Questions address issues like available voltages and breaker sizes, whether mechanical and electrical installation will be the contractor's responsibility for government-provided equipment, specifications for conveyor belts, the ability to modify aspects of the conveyor design, and testing requirements. Clarification is provided that the solicitation will require completion within 300 days of award, with the destination for delivery being Yokota Air Base, Japan. Evaluation will be based on lowest price technically acceptable.

Yokota Air Base, Japan Questions/Answers Set 3 1 July 2021
Questions/Responses:
1. What are the voltages and Hertz we have available for us on base in Japan? I.E 3 Ph 480, 60Hz… I know these values will not be the case in Japan;
The ongoing renovation project at the terminal has provisions in the design for the baggage handling system to be connected to a new panel which would provide power at 208V, 3Ph, 60Hz.
There is a 60A/3P breaker for the baggage handling system coming from this new 120V/208V, 60Hz panel. There is space in this panel for additional breakers but will not be provided as part of the ongoing renovation project. There are also other voltages available at the facility but provisions are not being made in those electrical panels for the new baggage handling system as part of the ongoing renovation project.
2. What are their current breaker sizes for existing conveyors, if they don’t have any, what is the current draw we have available to tap into? (100A, 200A, 400A,…?);
The existing conveyors including all electrical panels and infrastructure have already been demolished as part of the ongoing renovation project. The new design has provisions for just one
60A breaker which is 208V, 3Ph, 60Hz. Conduit/wiring from this breaker in the new electrical room will be provided to locations close to both the inbound and outbound baggage conveyors based on a preliminary design for the baggage conveyors. The 60A circuit is shared between both locations.
3. The X‐ray machines and Overhead Doors to be Government provided, Will it be the responsible of the contractor provide the mechanical and Electrical installation?
The X‐ray machine and overhead doors are provided by the Government.
4. What are the HP rating, Current draw and voltage for the Door Motors and X‐Ray Machines?
The X‐ray machine and overhead doors are provided by the Government.
5. Appendix A and Appendix B, Paragraphs 3.2.5.9. BELTS 3.2.13. BELTS, Second sentence:
““The belts shall have a minimum working tension of 120 pounds per inch,"". Does the working tension mean Allowable Working Tension? If so, it seems that 120 pounds per inch is too much for BHS. Per our experience for BHS in Japan, the maximum allowable working tensions are followings.
‐ Vulcanized type belt: 45 lb./inch ‐ Pin racing type belt: 11lb/inch
Please advise if our belt spec is acceptable.
If not, is it possible to inform us the manufacturer and model No. of a belt which satisfies the required working tension.
The 120 lbs/inch requirement is based on standards.
You may want to verify if your 45 lbs/inch units is 45 N/mm rather than lbs/inch.
6. Please advise if the ground of outdoor conveyor section is paved with concrete. The conveyors shouldn't be installed on asphalt pavement since it sinks gradually causing uneven conveying surface after installation.
Procurement of a concrete pad is being looked at by local personnel at Yokota AB.
7. Is it possible to make following changes to current conveyor plan?
a. Moving check‐in counters away from transfer conveyors.
Reason: Making transfer conveyor width wider.
b. Raising conveyor height.
Reason: Making maintenance work easy.
c. Making transfer conveyors next to the X‐ray longer.
Reason: Giving folded‐down side guards enough installation space.
d. Enlarging the opening of overhead door.
Reason: Making transfer conveyor width wider.
*Detail dimensions should be proposed in the Technical Proposal.
a. No. Available space for the conveyors are limited. More details/specific dimensions will have to be provided in the submitted proposal in order to properly determine overall effects of the change.
b. Will need to know specific height proposed in the proposal to properly evaluate.
c. Exact size of the X‐ray is not known as it will be procured at a later time so transfer conveyor exact length may vary slightly.
d. The roll‐up door is already framed in so enlarging the opening is not possible.
8. Is a contractor personnel supposed to stay on site all the time during Reliability Demonstration Test?
There is not a requirement to keep someone on‐site all the time during the Reliability Test. However, someone will have to be available, as needed, to make adjustments/alignments to the conveyors to correct issues so that it does not occur again.
