SCOPE

This appendix establishes the minimum performance, design, fabrication, installation, and test requirements for a replacement Hydraulic Dock Leveler System for the 325th Logistics Readiness Division, Building 266, at Tyndall Air Force Base (AFB) FL. The work shall be completed in accordance with this appendix, the cover purchase description (PD), and Air Force (AF) Drawings ATY0B9-01. This appendix covers all equipment, materials, and labor necessary to complete the installation of the system.

APPLICABLE DOCUMENTS

Applicable documents shall be in accordance with Section 2 of the cover PD.

REQUIREMENTS

System description Each dock leveler shall provide a hydraulically adjustable ramp that shall support a forklift as it moves between the building dock and the transport vehicle. Each dock leveler shall interface with transport vehicles of various heights. Each dock leveler shall provide a smooth, safe transition between the dock and the truck bed. Each dock leveler shall be installed and located according to Air Force Drawing ATY0B9-01.

PERFORMANCE AND PHYSICAL Characteristics Operation Each replacement dock leveler shall be an electro-hydraulic type with electric motor and hydraulic pump operating one hydraulic cylinder that adjusts each dock leveler ramp position, and one hydraulic cylinder that adjusts the lip position. The operational characteristics of each dock leveler shall be such that when the operator pushes a control button, the platform shall raise and the hinged lip shall extend hydraulically. When the button is released, the platform shall slowly settle onto the truck bed. Each dock leveler shall automatically return to the storage position when the truck or trailer moves away. Operation shall also permit lowering the ramp below dock level without extending the end lip. Each dock leveler shall be capable of reaching a minimum of 12 inches above and 12 inches below dock level.

Load capacity Each dock leveler shall have a minimum capacity of 30,000 pounds and shall be designed with a minimum two-to-one safety factor based on yield strength.

Deflection under load When fully loaded and in operating position, no portion of each dock leveler shall exhibit plastic (permanent) or elastic deformations greater than 0.28 percent of the unsupported span.

Storage position When in the storage position, the top of each dock leveler ramp shall be no more than 1/4 inch out of level with the dock. When in the storage position, each dock leveler shall provide a stable surface that moves no more than 1/4 inch whenever driven over by a forklift truck with a maximum gross weight of 12,000 pounds.

Tilting capability The ramp and lip shall be capable of tilting a minimum of four inches over the width of each dock leveler, measured vertically, to accommodate truck beds that are not level.

Float Each dock leveler shall be constructed to provide automatic compensation (automatic float) during the loading and unloading of transport vehicles. When the ramp is extended so as to rest on the bed of a transport vehicle, the ramp shall automatically adjust up or down with the movement of the bed resulting from the compression or expansion of the vehicle springs due to the load factor.

Automatic cycling Each dock leveler shall have automatic cycling. A dock leveler shall return to the storage position automatically from above or below dock level after the truck leaves the loading dock.

Dimensions Nominal dimensions for the working surface shall be 85 inches wide and 102 inches long with the lip extended.

Ramp and lip construction The ramp of each dock leveler shall be constructed of steel tread plate with a minimum thickness of 1/4 inch. The lip of each dock leveler shall be constructed of steel tread plate with a minimum thickness of 5/8 inch and shall have a chamfered leading edge. The lip of each dock leveler shall extend a minimum of 15 inches beyond the edge of the dock.

Lip keepers While each dock leveler is in the storage position with the ramp level, the edge of the lip shall rest on lip keepers.

Toe guards Each dock leveler shall have toe guards to protect personnel from getting any part of a foot caught between each dock leveler ramp and the pit. This safety feature shall be effective over the entire operating range of each dock leveler. The toe guards shall be rigid enough to prohibit placement of a foot under the ramp.

Weather seal Each dock leveler shall have a flexible weather seal between the pit and both sides of the ramp.

Maintenance strut Each dock leveler shall have a maintenance strut which shall support the ramp and lip in the inclined position, for use during periods of service.

Anchoring The top rear of each dock leveler shall be welded securely to the rear pit angle. There shall be a minimum of 5 welds between the rear pit angle and the top rear of each dock leveler. Each weld shall be a minimum of 6 inches long. The lower front support of each dock leveler shall be welded to the front pit angle in at least two places with minimum 6 inch welds.

Support shims Support areas of each dock leveler shall be shimmed such that there is firm contact between the pit floor and the leveler. Shims shall be a minimum of 3 inches by 4 inches. Shims packs shall be welded together and welded to the leveler.

Bumpers Each dock leveler shall be equipped with a minimum of two new rubber bumpers capable of sustaining repeated impacts from trucks without damage to the dock, leveler, supporting structure, or the bumpers. The bumpers shall extend 4 inches + 1 inch from the edge of the dock.

Hydraulics The hydraulic system shall consist of a pump-motor assembly, oil reservoir, and oil lines to the ramp and lip cylinders. All fluid lines shall be protected from mechanical damage caused by debris caught underneath the ramp. Steel fittings shall be used on all fluid lines. Hydraulic cylinders shall have hard chrome plated rods and pistons, double-sealed with rod wipers. Cylinders shall be self-bleeding and shall not leak oil. All oil shall be filtered before entering lines and cylinders. The oil reservoir shall have a convenient method for checking the level of the oil (i.e. dip stick or sight glass).

Hydraulic Fluid The hydraulic fluid shall be environmentally friendly, zinc-free, anti-wear hydraulic oils specifically developed to provide a high degree of biodegradability and meet the performance requirements of high pressure hydraulic equipment. Operating temperature shall be between -22 deg. F. to 200 deg. F. The fluid shall be 97% or greater, readily biodegradable, as measured by the CEC-L-33-T82 test method, fully miscible with conventional petroleum oils and compatible with typical hydraulic oil seal materials.

Hydraulic safety stop Each dock leveler shall be equipped with a hydraulic safety stop system that controls platform free fall. The positive safety stop mechanism shall not allow each dock leveler to fall more than 3 inches from any position under maximum load conditions.

Dock LockS Each dock leveler shall be equipped with an electro-mechanical truck restraining device called a dock lock. The dock lock shall securely lock a semi-trailer to the loading dock at which it is parked. The dock lock shall prevent the separation of the semi-trailer from the dock during loading/unloading operations. The dock lock shall provide a minimum of 25,000 pounds of holding force. The dock lock shall automatically adjust to variable height Interstate Commerce Commission (ICC) bar. The device shall have a minimum vertical capture range between 15 and 30 inches above the dock approach. The device shall have a minimum 12 inch horizontal capture range to assist in engaging bent ICC bars.

Electrical characteristics Power source The government furnished power source is shown on Air Force Drawing ATY0B9-01. A distribution panel and circuit breakers shall be furnished and installed by the Contractor. The Contractor shall furnish and install all necessary wiring and equipment for power distribution to the system in accordance with NFPA 70.

Controls Each dock leveler and dock lock shall be controlled from a NEMA 4 control panel located on a canopy column near the dock equipment. The dock leveler and dock lock controls for each dock shall be located on the same column at a convenient height for operator use. The operator shall be able to visually observe dock leveler and dock lock operations while operating the controls. For the dock levelers, push buttons shall be provided to control the raising and lowering of the ramp, to control extension and retraction of the hinged lip, and to activate an emergency stop. For the dock locks, push buttons shall be provided to activate and deactivate the restraint. Control panel push buttons shall be clearly marked and permanently identified by means of cast or etched letters that will not fade or separate from the control panel. Buttons shall be the constant pressure type so operation will immediately cease on release of button. All control wiring shall be in conduit and shall not interfere with loading and unloading operations on the dock, shall not interfere with operation of the dock leveler, and shall not be installed in a location subject to damage from vehicles. No conduit shall be installed such that it runs across the top of the floor of the dock area.

VISUAL Communication system Each dock lock shall have a NEMA 4 visual communication system to inform both the truck driver and forklift driver when it is safe to move. The visual communication system shall have a red and green light located on the side of the building adjacent to the dock door. The visual communication system shall visually display to the dock attendant and the truck driver whether the dock lock is activated or deactivated. An audible warning system shall be provided to inform personnel when the dock lock is not properly engaged. The audible alarm shall have a keyed/coded alarm silencer. Large signs shall be provided near each visual communication device to warn the truck driver and the forklift operator to move on green light only. The sign for the truck driver shall also be displayed in reverse print.

Motors Each dock leveler shall be equipped with a totally enclosed motor, with a minimum rating of 1 horsepower. Each motor shall not exceed its rated capacity under full load conditions of each dock leveler. Each motor shall be equipped with a thermal overload device on each phase as specified in NFPA 70, Article 430, Part C. Motors shall not restart automatically when the overload device is reset.

Dock Light A dock light shall be installed on the inside of the building, near one side and the top of the dock door, for each dock leveler. Dock lights shall be located as per AF Drawing ATY0B9-01. The lights shall be designed to project a concentrated beam of light into the trailer to illuminate the work area. The lights shall pivot from a rest position inside the building to an operational position in the doorway. The lamp supporting arm shall extend a minimum of 40 inches. The lamp supporting arm shall have horizontal and vertical adjustment. The lamp supporting arm shall be designed to pivot out of the way if struck by a forklift. The lamp housing shall accept a 150-300 watt R-40 bulb. The lamp housing shall pivot a minimum of 120 degrees on the supporting arm.
